Meet practical requirements
According to the Program of the 9th Session of the 15th National Assembly, Member of the National Assembly Standing Committee Nguyen Dac Vinh presented a Report on explaining, receiving and revising the draft Law on Teachers.
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Teachers. The submitting agency and the agency in charge of the review coordinated to explain and clarify a number of issues raised by National Assembly deputies.
Previously, when giving opinions on the draft Law on Teachers, a number of National Assembly Deputies who are teachers were very interested in the new policies of this draft Law.
Concerned about the authority to recruit and use teachers, Delegate Tran Van Thuc, National Assembly Delegation of Thanh Hoa shared: The recruitment of teachers in public educational institutions is currently carried out according to general regulations on recruiting civil servants. However, the general regulations on recruiting civil servants are not really suitable for the specific professional activities of teachers. For example, taking the test on general knowledge is not closely linked to the requirements of teachers' professional activities; the conditions for registration do not take into account the specific factors of teachers...
Therefore, Delegate Tran Van Thuc strongly agrees and highly agrees with the draft Law giving the education sector the initiative in recruiting and using teachers. Accordingly, the Ministry of Education and Training is the agency in charge of developing strategies, projects, development plans, and total staffing levels of teachers under its management authority to submit to competent authorities for decision; coordinating the staffing levels of teachers in public educational institutions according to the number assigned by competent authorities; educational management agencies or educational institutions take the lead in recruiting teachers. This is a very important regulation that can immediately resolve the most difficult and increasingly serious problems of teacher surplus and shortage for many years in many localities.

Highly agreeing with the fact that teachers' salaries are ranked highest in the administrative salary scale and grades, Delegate Duong Khac Mai, Dak Nong National Assembly Delegation, suggested that the highest salary in the salary scale must go hand in hand with the quality of teachers. Because the importance and decisive role of the teacher system in improving the quality of education is decisive for the development of high-quality human resources, meeting the requirements of industrialization, modernization, and international integration.
The Law on Teachers will be considered and passed at this session.
Mr. Vu Minh Tuan, Deputy Head of the National Assembly Office, said that the draft Law on Teachers will be considered and approved at the 9th Session of the 15th National Assembly.
The draft Law on Teachers consists of 9 chapters and 45 articles, regulating professional activities, rights and obligations of teachers; titles and professional standards of teachers; recruitment and use of teachers; salary and remuneration policies for teachers; training, fostering and international cooperation for teachers; honoring, rewarding and handling violations of teachers; and management of teachers.
The policies in the draft Law proposed by the Government and approved by the National Assembly include: Identification of teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, treatment and honoring of teachers; State management of teachers. These policies aim to concretize the Party's guiding viewpoint: "Developing education and training is the top national policy, teachers play a decisive role in the quality of education"; creating a favorable legal environment for the development, standardization and improvement of teacher quality; ensuring equality between public and non-public teachers in terms of quality and professional activities; removing obstacles and difficulties in the practice of teacher management.
One of the highlights of the draft Law on Teachers is to clarify the direction of giving the education sector the initiative in recruiting and using teachers; regulating the recruitment of teachers to ensure pedagogical practice in order to select people with sufficient capacity in line with the professional standards of teachers, meeting the professional activities of teachers at each level of education and training level.
In addition, according to the draft law, policies on mobilization, secondment, transfer, inter-school and inter-level teaching for teachers in public educational institutions are fully regulated, serving as a basis for arranging and assigning teachers in accordance with the characteristics of professional activities and the requirements of the education sector. Teachers' salary policies are prioritized. In particular, the basic salary according to the teachers' salary table is ranked highest in the administrative career salary scale system; teachers are entitled to preferential allowances for profession and other allowances depending on the nature of the work, according to the region according to the provisions of law...
