With a spirit of urgency, unity and solidarity for a key national energy project, dozens of households in Muong Lai commune "on time" relocated their houses to a new place, leaving their family land to serve the construction of the Lao Cai - Vinh Yen 500 kV Transmission Line Project.
In the house that still smells of new wood, not far from the old place, Ms. Hoang Thi Nguyet, Trung Tam village shared: "At first, the local government informed us about the 500kV Transmission Line Project, but my family was still hesitant to go right away because we couldn't just say we were going right away, there were still many regrets."
It is understandable, because her family's house is not only a lifetime savings but also holds many memories... compensation and site clearance (GPMB) is not simply a matter of meeting and talking about this and that project and that's it. Because there is also compensation and resettlement. Therefore, the way of speaking and approaching is extremely important, we must make people trust, accept, and even accept to sacrifice a little for the common values of the project and the country.
Thanks to the local government's propaganda and mobilization of the State's superior policies in compensation and support for site clearance, by early August 2025, Ms. Nguyet's family also agreed to relocate and hand over the site to the Project...
Similar to Ms. Nguyet, the family of Mr. Hoang Ngoc Ty, in Trung Tam village, although all three father and sons were among the households that had to be relocated, and the family's circumstances were still difficult when the second son had an accident, completely lost his ability to work, and needed someone to take care of him every day, Mr. Ty not only seriously followed the policy but also mobilized his children to respond and hand over the site on time.
Standing next to the house under construction, Mr. Ty emotionally shared: “My family understands the role of the project, so despite the difficulties, we still accompany the government. This is a way for the family to contribute a small part to the overall development of the province and the country...”


Understanding the torn feelings about the "going and staying" of the households, in recent days, the working group of propaganda, mobilization, and resolution of difficulties and problems of Muong Lai commune has gone to each house to confide, analyze the pros and cons, create consensus... that this is an extremely important project of the national electricity sector, all sacrifices of the people are recognized by the government and compensated appropriately, in accordance with the law... at the same time, committed to support and create the most favorable conditions to help people dismantle their houses and transport their belongings to a new place of residence.
Mr. Du Manh Cuong - Chairman of Muong Lai Commune People's Committee said: "By August 15, the locality had completed the land acquisition work for the column foundation and issued a decision to reclaim land for 54 households, the households had received 100% of the compensation fund. For the land acquisition work for the corridor part of the route related to 107 households, of which 95 households were affected by agricultural land, the commune had publicly announced the compensation plan. Up to this point, 95/95 households have been assessed and have a decision approving the compensation plan. For 12 households affected by residential land, the commune has identified 9 households as eligible for resettlement, 3 households as not eligible for resettlement. 9/9 households have agreed and agreed to pay 100% of the compensation fund according to the established plan. 3 households not eligible for resettlement are Ms. Pham Thi Dao, Tang Thi Kien and Mr. Hoang Van Sao who have agreed and agreed to pay in advance. 100% compensation according to the established plan.


The 500kV Lao Cai - Vinh Yen transmission line project runs through Muong Lai commune with a length of 8.97 km, with 18 pole foundation locations (from VT166 to VT183). The project has an affected land area of about 28.71 ha (of which the land for constructing the pole foundation location must be permanently recovered is 2.44 ha; the land affected, limited to the usability by the power grid corridor is 26.27 ha. The number of households affected along the entire route through Muong Lai commune is 161 households, of which 54 households have their land recovered to build the pole foundation; 107 households are affected by the line corridor.
Mr. Hoang Vien - Party Secretary, Chairman of the People's Council of Muong Lai commune said: When the project was implemented, the locality established 3 working groups to propagate and mobilize, and resolve difficulties and obstacles for 12 households that had to relocate. The locality assigned the economic department to preside over and agree with the village chiefs to closely coordinate with the Management Board of the Yen Binh area investment and construction project to pay all compensation for the column foundations and trees and crops in the corridor. The affected households basically supported the project implementation, and at the same time, enthusiastically coordinated to conduct the inventory so that the unit could develop a plan for compensation, support and resettlement. With a large workload, the commune officials worked on Saturdays, Sundays, and holidays so that the Lao Cai - Vinh Yen 500kV Transmission Line Project could be completed on time. In the coming time, Muong Lai will continue to direct specialized agencies and functional forces to develop a construction protection plan for contractors to pull wires according to plan.
