Promoting the development and management of digital society in the Central region

ĐNO - On the morning of August 19, the Regional Political Academy III in collaboration with the National Economics University and the Institute of Policy, Innovation and Interdisciplinary Science, University of Social Sciences and Humanities - Vietnam National University, Hanoi organized a scientific seminar on "Development and management of digital society in the Central region".

Associate Professor, Dr. Doan Trieu Long, Director of the Regional Political Academy III and Associate Professor, Dr. Do Huong Lan, Director of the Institute of Policy, Innovation and Interdisciplinary Science, University of Social Sciences and Humanities - Vietnam National University, Hanoi co-chaired the discussion.

At the seminar, delegates listened to Dr. Vo Van Loi, Head of the Department of Political Economy , Regional Political Academy III, present a paper on management and development of digital society in Da Nang after the merger, from the perspective of policy, institutions and implementation organization.

Master Trinh Quoc Bao, Deputy Director of Information Technology Center, VNPT Da Nang presented a paper on the role of artificial intelligence (AI) and information security in enhancing digital capacity, towards a sustainable digital society in Da Nang. Lecturer Lai Minh Sang, Foreign Trade University, Hanoi, with a paper on perception and unconscious psychological effects, factors regulating citizens' behavior in digital society, perspectives from empirical data on digital society...

Delegates also participated in discussions and exchanges in more depth on many related issues.

According to Associate Professor Dr. Do Huong Lan, digital society is not simply the digitization of services, but also a qualitative change in the way people connect, interact and participate in social activities. The National Digital Transformation Program in Vietnam has identified:

Digital Government, Digital Economy and Digital Society are the three pillars of a digital nation. In particular, “Vietnam’s Digital Society” has eight main components: digital media; digital connections; digital identities; digital accounts; digital signatures; digital addresses; digital skills and digital culture. Of which, there are three basic characteristics: digital citizens, digital connections and digital culture.

In Vietnam, the development of a digital society is an inevitable trend. However, a digital society also entails many challenges such as: the digital gap between population groups; the risk of inequality in access to technology; safety and cybersecurity issues, and complex psychological and behavioral impacts on citizens' lives.

Therefore, developing a digital society is not just about technological infrastructure, but requires a comprehensive strategy on policy, technology, digital culture and digital capacity of the people.

"Da Nang has emerged as a pioneer in developing a digital society. Choosing Da Nang as a case study in the seminar and in the scientific research work of the Institute of Policy, Innovation and Interdisciplinary Science has special significance. Thereby, proposing solutions combining policy - technology - people, to promote a sustainable and humane digital society", said Associate Professor, Dr. Do Huong Lan.

This scientific seminar contributes more scientific arguments to serve policy making at the national level, in line with the spirit of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
