Reviewing the report of the Provincial People's Committee on the results of handling voters' petitions after the first session of the 19th Provincial People's Council

On the afternoon of December 6, the Standing Committee of the Provincial People's Council held an examination of the Provincial People's Committee's report on the results of handling voters' petitions after the first session of the 19th Provincial People's Council, term 2021-2026. Comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council chaired the meeting. Attending the meeting were representatives of the leaders of the Provincial People's Council, Provincial People's Committee, Provincial Fatherland Front Committee, and a number of provincial departments and branches.

The review of the Provincial People's Committee's report on the settlement of voters' petitions before and after the first session of the 19th Provincial People's Council was carried out in accordance with the provisions of Article 74 of the Law on Supervisory Activities of the National Assembly and People's Councils. At the meeting, the delegates listened to the leader of the Provincial People's Committee Office report on the results of the settlement of voters' petitions before and after the first session of the 19th Provincial People's Council; and listened to the leader of the Provincial People's Council's Legal Committee present the Committee's review report on the report of the Provincial People's Committee.

After the first session of the 19th Provincial People's Council, the Provincial People's Council delegates met with voters at 20 locations in communes and wards. Through meetings with voters, the Provincial People's Council delegates received 104 petitions from voters, requesting the Provincial People's Council Standing Committee to forward them to the Provincial People's Committee to direct agencies and units to consider, resolve and respond according to regulations.

Focusing on the following areas: Organization of the apparatus and government building: 17 recommendations; planning, finance, budget, investment and implementation of regional linkages: 7 recommendations; science, technology, information, innovation and digital transformation: 5 recommendations; land, resources, environment and agriculture, forestry and fishery: 16 recommendations; trade, services, tourism, industry, construction, transport, urban development and urban and rural infrastructure: 54 recommendations; education , health, labor, culture, society, physical education and sports: 5 recommendations.

The Provincial People's Committee has fully received 100% of the opinions and recommendations of voters. At the same time, it has directed and assigned agencies, units and localities to advise on solutions according to their authority. The recommendations have been considered, resolved and answered, of which 17 have been resolved and 31 are being resolved. The remaining recommendations have not had resources or policies or regulations, and the competent agencies have reported and clearly answered the voters.

The review also shows that the work of synthesizing voters' petitions by the Delegation Groups; the work of monitoring and checking the settlement of voters' petitions at the commune level is still limited. Some voters' petitions are still slow to be resolved; the coordination between agencies and localities in settling voters' petitions is still not close.

At the meeting, delegates gave their opinions on updating the results of handling voters' petitions, and proposed dividing petitions into groups for immediate settlement, short-term settlement, and long-term settlement; responsibilities of agencies, units, and localities in handling petitions; and a number of solutions to improve the quality of monitoring activities in handling voters' petitions... Representatives of the Provincial People's Committee, departments, and branches received and clarified a number of opinions in the review report of the Provincial People's Council's Legal Committee and the delegates attending the meeting.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Le Thi Thanh Tra highly appreciated the results of the resolution of voters' petitions by the Provincial People's Committee, agencies, units, and People's Committees of communes and wards. She requested the Provincial People's Council Legal Committee to coordinate with the Provincial People's Committee Office to complete and summarize the report.

In order for voters' petitions to be resolved, answered fully, promptly, with quality and to overcome the limitations pointed out, the comrade requested the Provincial People's Committee to accept the petitions stated in the review report of the Provincial People's Council's Legal Committee and the opinions of the delegates attending the meeting. Departments, branches and People's Committees of communes and wards need to continue to improve their responsibility in leading, directing, resolving and coordinating the resolution of voters' petitions to ensure quality, efficiency, and within the prescribed time, limiting the situation of voters making petitions multiple times.

At the same time, speed up the progress of resolving ongoing recommendations, and propose a specific roadmap corresponding to the ability to balance resources to resolve the remaining recommendations.

The Provincial People's Council's monitoring delegation coordinated with the Provincial People's Council's Legal Committee to receive delegates' opinions and supplement the monitoring report on the results of handling voters' petitions before and after the first session of the 19th Provincial People's Council, and submit it to the Provincial People's Council at the upcoming session according to regulations.
