*Stop merging districts and communes according to old standards

In a document sent to provinces and cities on March 23, the Ministry of Home Affairs also proposed to temporarily stop classifying administrative units at all levels according to the old standards. Localities were asked to temporarily stop appraising and accepting records and maps of administrative boundaries at all levels and to create new, edit, and supplement records and maps of administrative boundaries at all levels according to the resolution of the National Assembly Standing Committee on the arrangement of each administrative unit at the district and commune levels in the 2023-2025 period.

Deputy Minister of Construction - Nguyen Van Sinh said that according to the draft resolution, the Government will establish a national social housing development fund from the state budget and other legal capital sources. This fund will support interest rates for loans without requiring mortgages; support enterprises investing in social housing construction, and beneficiaries of policies according to the conditions, content and support levels prescribed by competent authorities.

The Resolution also stipulates that there is no need to bid to select investors for social housing construction. The People's Committee will assign the investor a document in lieu of the investment policy approval document and serve as the basis for land allocation, land lease, and permission to change land use purposes. In addition, social housing construction investment projects do not have to carry out the investment policy approval procedure and the feasibility study report appraisal procedure. In case the project does not have a detailed plan or the detailed plan must be adjusted, both of these tasks can be done together.
