*Stop merging districts and communes according to old standards

In a document sent to provinces and cities on March 23, the Ministry of Home Affairs also proposed to temporarily stop classifying administrative units at all levels according to the old standards. The Resolution also stipulates that there is no need to bid to select investors for social housing construction. The People's Committee will assign the investor a document in lieu of the investment policy approval document and serve as the basis for land allocation, land lease, and permission to change land use purposes. In addition, social housing construction investment projects do not have to carry out the investment policy approval procedure and the feasibility study report appraisal procedure.
