Comrade Nguyen Tien Dat, Director of Dien Bien Department of Home Affairs, said: Based on the contents of the Project on rearranging and reorganizing two-level administrative units, the instructions of the National Assembly Standing Committee and Instruction No. 05-HD/TU dated May 20, 2025 on developing a personnel plan for Party committees and principles, standards, and orientations for arranging cadres, civil servants, public employees, and workers of the Party, government, Fatherland Front, and socio -political organizations when not organizing district-level administrative units and rearranging and reorganizing commune-level administrative units, the Department of Home Affairs has appraised the files of cadres, civil servants, and public employees before submitting them to competent authorities for decision.
To ensure the operational personnel of 45 new communes, Dien Bien plans to mobilize 3,567 cadres, civil servants and public employees from district and commune levels to the new communes.
Including 750 district-level officials and civil servants; 2,571 commune officials and civil servants, 246 officials of other public service units (including: culture, sports, communications, urban order management, guest houses...; not includingeducation and training).
To ensure work progress, the Department of Home Affairs has guided and urged districts, towns and cities to review and compile a list to send to the Department of Home Affairs for synthesis and decision on transferring cadres and civil servants at the old district and commune levels to the new commune level.
Regarding the reception of wishes of cadres, civil servants and public employees regarding retirement under policies 178 and 167, the Department of Home Affairs of Dien Bien said: Out of a total of 597 dossiers of cadres, civil servants and public employees at commune and district levels registering for retirement after implementing two-level local government (as of June 19), the Department of Home Affairs has appraised 102 dossiers and submitted them to competent authorities.
Previously, on June 16, 2025, the National Assembly Standing Committee issued Resolution No. 1661/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Dien Bien province in 2025.
According to the Resolution, Dien Bien province consists of 45 commune-level administrative units; including 42 communes and 3 wards.
Specifically, the 42 communes include: Muong Nhe, Sin Thau, Muong Toong, Nam Ke, Quang Lam, Na Hy, Muong Cha, Na Bung, Cha To, Si Pa Phin, Na Sang, Muong Tung, Pa Ham, Nam Nen, Muong Pon, Tua Chua, Sin Chai, Sinh Phinh, Tua Thang, Sang Nhe, Tuan Giao, Quai To, Muong Mun, Pu Nhung, Chieng Sinh, Muong Ang, Na Tau, Bung Lao, Muong Lan, Muong Phang, Thanh Nua, Thanh An, Thanh Yen, Sam Mun, Nua Ngam, Muong Nha, Na Son, Xa Dung, Pu Nhi, Muong Luan, Tia Dinh, Phinh Giang.
Wards: Dien Bien Phu, Muong Thanh, Muong Lay.
