Rural appearance is improving

Mu Ca commune officials check and guide livestock farming techniques for Ms. Khoang Chuy Pu's family in Mu Ca village.

Mu Ca commune has nearly 800 households and over 3,000 people. The commune is a mountainous and border area, with the population mainly being Ha Nhi people, and its main source of income is from livestock and farming. With the attention of the Party and the State and through the National Target Program on New Rural Construction, the commune has focused its resources and invested in repairing the Party Committee's headquarters, the People's Committee, the commune's health station, the village's cultural houses, the traffic system, and irrigation systems to serve travel, trade, production, community activities, and work tasks. At the same time, it has renovated, built new ones, and invested in school facilities. Up to now, Mu Ca commune has achieved 13/19 new rural criteria.
For the criteria that have not been met, including culture, housing, income, poor households, production organization and environment, the Party Committee and the commune government develop an implementation plan. In particular, focus on the income criterion, considering it an important condition to promote and support the remaining criteria. Propaganda and mobilize people to change the structure of crops and livestock towards commodities; increase the area of reclaimed rice fields. Coordinate the organization of training courses, transfer of science and technology to the people; build effective economic models, gradually bring mechanization into agricultural production; provide vocational training for rural workers.
Associations and unions encourage and create conditions for union members, members and people to access preferential capital from the Social Policy Bank, Farmers Support Fund... to invest in economic development. In the commune, 384 households have received loans to develop production with a total outstanding loan of more than 20.2 billion VND. Thanks to that, the commune's rice cultivation area has reached nearly 200 hectares, more than 100 hectares of corn, 25 hectares of vegetables and more than 13 hectares of fruit trees; taking care of 5,442 cattle and 3,950 poultry. The average income per capita of the commune is 33 million VND/year.
Ms. Khoang Chuy Pu (Mu Ca village) said: “To increase my family’s income, I participated in vocational training classes and technology transfer organized by the commune; borrowed capital to invest in raising native black pigs. During the raising process, I fully vaccinated them, cleaned the feed troughs and cages. Currently, my family maintains raising 20-25 black pigs, including 5 sows. On average, each year we produce 2 litters of breeding pigs and 2 litters of commercial pigs, earning about 150 million VND.”
Implementing environmental criteria, the villages maintain a general environmental cleaning schedule: collecting and treating waste; clearing sewers, clearing ditches; planting trees and flowers along internal roads, in family homes.
Comrade Nguyen Van Duong - Chairman of the Commune People's Committee said: "As a highland border commune, the process of implementing the construction of the new rural area of the commune has encountered many difficulties. With the motto "slow and steady wins the race", we have coordinated with the departments, offices and mass organizations of the commune in various forms, especially going to every alley, knocking on every door to propagate and mobilize people to join hands to implement the criteria that require resources from the community. Currently, people have eliminated the mindset of waiting and relying on the investment and support of the State; changed their thinking and working methods, boldly converted the structure of crops and livestock to increase income and sustainably reduce poverty. At the same time, they voluntarily donated land and working days to harden the internal roads, irrigation canals... 100% of the villages have invested in building cultural houses; over 80% of the village main roads, inter-village roads, and alley roads have been hardened".
With the determination of the political system and the consensus of the people, we believe that Mu Ca commune will achieve additional criteria on culture and environment; average income will reach 35 million VND/person, the poverty rate will decrease by 5-6%/year in 2025.
