Development potential
Solar panels have gradually become a popular renewable energy source today in many countries as well as in provinces and cities across the country. Located in an area with high solar radiation and many factories in industrial parks and industrial clusters that can invest in developing solar power, Vinh Phuc has great potential to develop this energy source. According to the research results of the provincial General Planning unit, with 10,000 hectares of industrial land and buildings, the solar energy potential in the province can reach 2,200 MW.
Implementing the Prime Minister's policy of encouraging investment in developing renewable energy and Resolution No. 55 of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045, the Provincial People's Committee has directed relevant agencies to promote propaganda work, creating conditions for individuals, organizations and enterprises to effectively exploit and use new renewable energy resources; build pilot models of applying solar energy technology in public lighting...
Promoting propaganda and encouraging the development of solar power has attracted many investment resources from businesses, individuals and households in the province to participate in installing and using solar power.
As a beauty service business, Ms. La Thi Hong Yen's family in Dinh Trung Ward (Vinh Yen) has to use a lot of electrical equipment, and the electricity bill is quite high every month. To save costs, since 2019, Ms. Yen's family has invested nearly 200 million VND to install a solar panel system on the roof of their house.
Ms. Yen said: In addition to providing electricity for business and family life, the excess electricity from this system is purchased by Vinh Yen City Electricity, which saves her family up to 50 million VND in electricity bills per year.
Up to now, hundreds of businesses and households in the province have invested in installing solar power systems with an output of 23.34 MW, which not only helps reduce monthly electricity costs, but also allows surplus electricity to be sent to the grid and sold back to the electricity industry, contributing to reducing transmission and distribution losses and power supply pressure, especially during peak summer months, ensuring national energy security.
In particular, for manufacturing enterprises, with the current increase in retail electricity prices, installing solar power systems on factory roofs to self-supply electricity not only helps reduce production costs but also meets green business standards, green energy certificates, contributing to increasing competitive advantages and increasing the value of exported goods to foreign markets.
Still many hardships
However, the investment cost for installing a solar power system is still quite high, which is the reason why many individuals, organizations and businesses are not interested in investing and using it. In addition, investing in a solar power system is a new field, and the regulations related to investing in installing a solar power system are not specific and clear, leading to difficulties in implementation.
In addition, in Directive No. 20 of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years, it is stipulated that manufacturing enterprises are encouraged to install solar power to save electricity, but up to now, there are still no specific regulations for investment implementation.
In order to ensure the effective and proper development of renewable energy in the coming time, ministries and branches need to soon have specific and clear mechanisms, policies and regulations in legal documents.
It is necessary to clearly define the subjects, areas, scale of installed capacity, technical standards; requirements for the solar power system and the sequence and procedures for implementing the development of solar power.
Especially for the development of the solar power system for the purpose of self-production and self-consumption (serving on-site, not selling electricity to the national power system), it is necessary to issue quantitative criteria for constraints such as the system's absorption capacity, the grid's capacity release capacity, electricity costs and reasonable electricity transmission costs associated with ensuring operational safety and the overall economy of the power system.
The proposed policies will contribute to promoting the development of the solar power system, creating clean energy sources for the future, reducing greenhouse gas emissions, effectively implementing Resolution No. 55 of the Politburo and contributing to fulfilling Vietnam's commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26); supplementing local supply sources to contribute to reducing power losses in the grid system. At the same time, helping State management agencies to monitor investment in the development of the solar power system, ensuring compliance with current regulations.
