How much is the fine for driving a motorbike without a license plate?

When participating in traffic, drivers must register and attach a license plate issued by a competent State agency. Violations will be punished according to the provisions of Decree 100/2019/ND-CP.

According to Decree 100/2019/ND-CP at Point C Clause 2 Article 17, drivers of motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and moped-like vehicles will be fined from VND 300,000 to VND 400,000 if they drive a vehicle without a license plate (for vehicles that are required to have a license plate); attach a license plate that does not match the vehicle registration certificate or attach a license plate that is not issued by a competent authority.

For vehicle owners:

According to point k, clause 5, Article 30, a fine of VND 800,000 to VND 2,000,000 shall be imposed on individuals and VND 1,600,000 to VND 4,000,000 shall be imposed on organizations that are owners of motorbikes, mopeds and similar vehicles that operate vehicles without license plates (for vehicles that are required to operate license plates) on the road; operate vehicles with license plates that do not match the vehicle registration certificate or that are not issued by a competent authority. In addition, according to point k, clause 1, Article 82, the vehicle will be detained for 7 days before a decision on the penalty is issued.

In addition, the act of intentionally covering the license plate will also be punished. Specifically, Clause 10, Article 2 of Decree 123/2021/ND-CP, fines from 300,000 - 400,000 VND will be imposed on drivers of motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and moped-like vehicles who operate vehicles with license plates that are not in accordance with regulations; attach license plates with unclear letters and numbers; attach license plates that are bent, covered, or damaged; paint or add stickers that change letters and numbers or change the color of letters, numbers, or license plate background.
