On the afternoon of July 25, in Khanh Hoa province, Deputy Prime Minister Nguyen Chi Dung attended the 2025 Meeting with Enterprises and Investors with the theme "Khanh Hoa - Convergence of values, sustainable investment".
Attending the program were Deputy Head of the Central Policy and Strategy Committee Pham Dai Duong; Senior Lieutenant General Huynh Chien Thang, Deputy Chief of the General Staff of the Vietnam People's Army; representatives of the Ministry of Finance, Ministry of Agriculture and Environment , Ministry of Culture, Sports and Tourism, and Vietnam Federation of Commerce and Industry (VCCI).
On the side of Khanh Hoa province, Provincial Party Secretary Nghiem Xuan Thanh, Provincial People's Committee Chairman Tran Quoc Nam and leaders of departments, branches and sectors attended the Conference.
Along with that is the presence of foreign trade and investment promotion organizations in Vietnam, domestic and foreign business communities.
The conference clearly demonstrated the determination to act and commitment to accompany investors of the Provincial government and was also an opportunity to promote the development potential after the merger.
Commenting that the merger of Khanh Hoa and Ninh Thuan creates a resonance between two potential lands, Chairman of Khanh Hoa Provincial People's Committee Tran Quoc Nam affirmed that the province is a worthy place for investors to start large projects.
Facing challenges is the most effective way to generate breakthrough ideas and approaches.

Deputy Prime Minister Nguyen Chi Dung welcomed and highly appreciated Khanh Hoa for organizing a very meaningful meeting right after implementing the merger policy. Thereby, demonstrating the spirit of enterprises accompanying the province towards the goal of Khanh Hoa becoming a centrally-run city by 2030.
This is also an opportunity for local authorities, business communities and investors to enhance dialogue, share challenges, opportunities, as well as thinking and vision; propose specific investment project ideas, contribute policies and solutions to local authorities to continue to improve the investment and business environment.
Sharing about the regional and world situation that is witnessing unprecedented profound changes, the Deputy Prime Minister emphasized geostrategic competition, military conflicts, trade wars, and competition in attracting investment.
Along with that, the explosive development of science and technology, especially AI, and the challenges of climate change, resource depletion, population aging, natural disasters, epidemics, energy security, traditional and non-traditional security are fundamentally changing the structure of the global economy.
"These movements create both challenges and opportunities for all countries. Facing challenges is the most effective way to turn danger into opportunity, turn difficulty into ease, turn the impossible into possible, and create new breakthrough ideas and ways of doing things," said the Deputy Prime Minister.
Over the past time, Vietnam has continued to achieve many comprehensive achievements in most fields and overcome global shocks, recovering and developing the economy in a volatile world context.
According to the Deputy Prime Minister, facing a new historical moment, Vietnam is continuing to promote administrative reform, remove "bottlenecks", restructure the economy in conjunction with growth model innovation. Thereby, promoting rapid and sustainable development, taking advantage of new opportunities and trends in the world to "catch up", "keep up" and "rise up", bringing the country into a new era of wealth and prosperity.
Vietnam must not only promote traditional growth drivers but also promote new growth drivers, especially the "dual transformation" trend of developing the digital economy and the green economy. Not only continue to develop traditional business sectors, but also focus resources on creating breakthroughs in pioneering industries and strategic technology sectors. Growth must not only be based on capital, land or labor, but must be promoted based on science and technology, innovation, digital transformation and the cultural values of Vietnamese people.
Recently, the country has carried out a revolution in streamlining and rearranging the apparatus of Central Agencies, merging provinces and cities, eliminating the district level and switching to a 2-level local government model to open up new space and development opportunities for the country.
Along with that, the Politburo has issued the "Four Pillars" and will soon continue to issue Resolutions on the state economy; education; and health. and FDI.
"This will become a solid theoretical foundation to realize the country's two 100-year goals set forth in the 13th National Congress Resolution," the Deputy Prime Minister emphasized.
Many potentials and advantages
Khanh Hoa province was newly merged on the basis of Ninh Thuan and Khanh Hoa, two localities with good growth momentum in the recent period. In 2024, Ninh Thuan's GRDP growth reached 8.74%, ranking 4th/14 in the region and 16th nationwide; Khanh Hoa's growth reached 10.16%, ranking 2nd in the region and 7th nationwide, the province achieving double-digit growth for the third consecutive year.

Along with the major breakthrough policies and guidelines of the Party and Government, Khanh Hoa province (after the merger) has many potentials and advantages to consolidate its position as a growth pole of the South Central Coast, Central Highlands and the whole country, creating new positions and strengths for Khanh Hoa to quickly achieve the goal of becoming a centrally-governed city by 2030, reflected in a number of factors.
Specifically, the province has many natural geographical advantages with an area of over 8,500 km2 , a population of over 2.2 million people; has the longest coastline in Vietnam (over 400km) and is a province in the South Central Coast but has almost no storms; creating favorable conditions for the development of marine economy, tourism, aquaculture, fishing and seafood processing.
In addition, the connecting traffic infrastructure is invested synchronously and modernly with more than 200 km of highways, 192 km of planned high-speed railways, 03 airports (Cam Ranh, Thanh Son, Van Phong), 03 deep-water seaports (Van Phong, Cam Ranh, Ca Na); East-West routes, Khanh Hoa - Buon Ma Thuot highway, and the most beautiful coastal routes in Vietnam, creating a strategic economic corridor connecting with domestic and foreign markets.
Not only that, Khanh Hoa also has the potential to form a national energy center, an international-class tourist destination, and develop diverse processing, manufacturing and logistics industries.
Big investors lead in big, difficult, new things

Entering a new development phase, Deputy Prime Minister Nguyen Chi Dung suggested a number of contents that need to be focused on. Firstly, for the Province, the leadership must truly be a united collective , a pioneer in innovation, cadres need to set an example, be brave, creative, dare to think, dare to do, eliminate localism, and put the common interest above all.
Second, ensure smooth administration when implementing two-level local government , promptly adjust and handle arising problems and difficulties, and perfect organizational, human resource, and technical conditions to ensure smooth, uninterrupted, effective, and synchronous operation.
Third, focus on the task of socio-economic development in the new province , proactively grasp development trends, fully promote the potential and strengths when the two provinces are merged, to create a solid foundation for socio-economic growth in the coming time.
In particular, adjusting the Provincial Planning for the period 2021-2030, vision 2050 to maximize the potential and advantages of expanding development space after the province's merger; clearly defining the role of each region, maximizing the potential and creating a closely linked economic ecosystem; continuing to invest in strategic infrastructure, expanding development space; proactively and strongly improving the investment and business environment, promoting digital transformation, reforming administrative procedures; promoting dialogue mechanisms with the business community, maintaining channels for receiving, responding and promptly handling problems of businesses; researching the establishment and operation of the "Investment Portal" of the Province.
Fourth, linking economic growth with social progress and equity; implementing well policies for people with meritorious services; improving the quality of life, taking care of the material and spiritual life of the people so that no one is left behind, especially ethnic minority areas in remote and isolated areas in the west of the province.

For businesses and investors, it is necessary to proactively grasp new development trends and major orientations of the Province in planning to seize investment opportunities in the fields of clean energy, logistics, tourism, clean and organic agriculture, etc.; large data centers or AI industry in socio-economic fields.
At the same time, promote social responsibility; pay attention to investing in institutions for workers; promote science and technology, innovation, digital transformation, green transformation; ensure labor safety and environmental sanitation.
In addition, the Deputy Prime Minister noted the need to take the lead in promoting cooperation, joint ventures and associations between economic sectors and between business sectors. Large enterprises and investors with projects need to play a leading role in major, difficult and new tasks; proactively take on the task of solving socio-economic development problems of the province, region and the whole country.
In addition, it is necessary to promote the linkage between domestic enterprises and the FDI sector, creating opportunities for domestic private enterprises and small and medium enterprises (SMEs) to participate in development along the value chain. SMEs, business households, startups and investors must strive to rise up and promote the spirit of innovation to improve their position in the supply chain.
In particular, it is necessary to promote the bridging role of socio-political organizations, business associations, and business associations in building specialized cooperation programs, connecting the business community and businessmen at home and abroad. From there, spreading development achievements to all business sectors and economic sectors to promote real, effective, and sustainable growth.
"Investors should work with local authorities to propose new investment ideas and promptly report on problems and issues arising during the investment process in the province; making businesses and investors in Khanh Hoa province truly become soldiers on the economic front of the province, contributing more and more to the development of the province and the whole country," the Deputy Prime Minister suggested.
"I believe that under the leadership of the Central Government, the solidarity, courage and determination of the entire political system, especially the support of the people and the business community, domestic and foreign investors, Khanh Hoa province will rise strongly, becoming an important growth pole of the South Central and Central Highlands, contributing to the development of the country," the Deputy Prime Minister expressed and said.
