On the morning of April 11th, the delegation of National Assembly representatives from Dak Lak province held a thematic meeting with voters on the field of healthcare .

Attending the conference were Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet; members of the Provincial National Assembly Delegation; representatives of relevant departments and agencies; and a large number of voters.

Delegates attending the conference.

After hearing the report from the representative of the Provincial National Assembly Delegation on the program and expected content of the 9th Session of the 15th National Assembly; and the results of the National Assembly Delegation's activities since the 8th Session, the voters contributed many opinions expressing their thoughts, aspirations, and recommendations to the National Assembly representatives and relevant agencies, organizations, and individuals regarding the field of healthcare.

Accordingly, reflecting on the difficulties in drug procurement, voters believe that although the legal regulations on bidding have been streamlined, many new points remain, making it difficult for healthcare facilities to fully grasp and apply them to procurement. The drug bidding process has many unforeseen situations, leading to some items not having a winning bidder. Healthcare staff, trained in the field of medical examination and treatment, focus on treatment, thus having limited access to and systematization of legal documents guiding the bidding process… therefore, implementation at healthcare facilities faces many difficulties and is prone to errors.

Ms. Le Thi Thuy, Director of the M'Drắk District Health Center, expressed her opinion at the conference.

Voters have expressed concerns that recruiting and attracting doctors, especially specialists, to work at the district and commune levels remains challenging due to inadequate policies and incentives for doctors in particular and healthcare workers in general at the grassroots level. Furthermore, voters have suggested the need for more appropriate policies and incentives for psychiatrists, rehabilitation specialists, and especially security personnel at psychiatric hospitals, who often have more responsibilities than in other units (maintaining order, protecting property, and safeguarding healthcare workers during patient examinations).

Voters also warned about the widespread false advertising of dietary supplements on social media, with many products having exaggerated effects, leading people to mistake them for medicinal drugs. Therefore, voters suggested that the National Assembly and the Government should soon enact strict regulations to tighten advertising and control product quality, protecting consumer rights.

Director of the Central Highlands Regional General Hospital, Nguyen Dang Giap, expressed his opinion at the conference.

In addition, some voters also suggested increasing funding for healthcare activities, investing in and upgrading medical facilities and equipment to ensure the necessary conditions for medical examination and treatment; increasing the use and management of electronic medical records; and reorganizing the healthcare network, especially primary healthcare, after the implementation of the policy of merging and reorganizing administrative units at the provincial and commune levels.

Nay Phila, Director of the Department of Health, speaks at the conference.

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet stated that the thematic meeting with voters on the health sector was organized by the Provincial National Assembly Delegation to prepare content for reflection and recommendations to the National Assembly, the Government, and central ministries and agencies at the upcoming 9th Session of the 15th National Assembly. This was also an important opportunity for voters in the health sector to directly reflect on difficulties and make recommendations regarding policies on medical examination and treatment, investment in infrastructure, health insurance, and social welfare for healthcare workers.

During the working session, the Provincial National Assembly Delegation listened to and recorded 12 opinions from representatives of medical facilities, leaders and managers of the health sector, and some related departments and agencies such as the Provincial Department of Finance and the Provincial Social Insurance Agency. The opinions, suggestions, and proposals of the delegates were very practical, relevant to reality, and raised many outstanding issues that need to be resolved.

Deputy Head of the Provincial National Assembly Delegation, Nguyen Thi Thu Nguyet, delivered a speech at the conference.

Deputy Head of the Provincial National Assembly Delegation, Nguyen Thi Thu Nguyet, acknowledged and highly appreciated the achievements and shared the difficulties faced by the health sector in the past period. She also requested that the health sector encourage doctors and medical staff, especially those working in specialized hospitals, to remain confident in their work and continue to demonstrate initiative and competence in fulfilling their duties of protecting and caring for the people's health. The opinions of voters at the conference will be compiled by the Provincial National Assembly Delegation and forwarded to relevant departments, agencies, and authorities for consideration and resolution, and will also be reported to the National Assembly, the Government, and central ministries and agencies in the next session.
