
Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Le Dao An Xuan said: collecting comments on the four draft laws this time aims to continue perfecting the dossiers of the draft laws expected to be submitted to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly. These are all draft laws of special importance and urgency, contributing to the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; removing "bottlenecks", encouraging the development of high-tech resources, innovation, enhancing national competitiveness, expanding the space for sustainable development, and modernizing the country.

At the conference, delegates focused on research, discussion and contributed many profound and practical opinions on the key contents of each draft law.
Regarding the Law on High Technology (amended), many opinions said that it is necessary to update the concept and criteria of high technology according to global trends; perfect the mechanism to encourage enterprises to invest in strategic technology; promote the sandbox model, develop high-tech urban areas, and at the same time simplify administrative procedures in recognizing high-tech enterprises.

Regarding the Law on Digital Transformation, delegates agreed that this is a necessary step to institutionalize the Party and State's guidelines on national digital transformation, creating a legal corridor for digital economic activities, digital society, digital government and measures to ensure network safety and security during implementation.
Regarding the Law amending and supplementing a number of articles of the Law on Technology Transfer, opinions suggested expanding the scope of regulation to cover new technologies, encouraging endogenous technology transfer, developing a professional and transparent science and technology market; at the same time, strengthening control over cross-border technology transfer, ensuring national technology security.

Regarding the Law amending and supplementing a number of articles of the Law on Intellectual Property, delegates agreed on the need for amendments to simplify administrative procedures, improve the effectiveness of intellectual property rights protection, update new issues arising in the context of digital technology and innovation; at the same time, ensure full implementation of Vietnam's international commitments in this field.

In his concluding remarks at the conference, Deputy Head of the Provincial Delegation of National Assembly Deputies Le Dao An Xuan highly appreciated the seriousness, responsibility and quality of the delegates' work. Despite the short research time, the delegates contributed many in-depth opinions, clarifying theoretical and practical issues, political and legal basis of the draft laws.

The Deputy Head of the Provincial National Assembly Delegation said that the secretariat has recorded and compiled all opinions to report to the National Assembly Standing Committee and the verification agencies, ensuring good preparation for the 10th Session of the 15th National Assembly, which will open in the next few days.
Ms. Le Dao An Xuan emphasized that the National Assembly Delegation of Dak Lak province hopes to continue receiving the coordination and active contributions of departments, branches, agencies and units in the province in the process of commenting on draft laws in the coming time, contributing to the laws being soon put into practice after being passed and being effective in practice.
