Attending the meeting were leaders of the Department of Health , Provincial Social Insurance, Office of the National Assembly Delegation and Provincial People's Council.
At the working session, Deputy Head of the National Assembly Delegation of the province, Ma Thi Thuy, informed delegates about a number of important contents expected to be considered and approved at the 10th session of the 15th National Assembly .

The representative of the Provincial Department of Health reported on the results of implementing the health sector's tasks in the first 9 months of 2025 and the direction of tasks in the coming time.
The leaders of the Department of Health proposed to the National Assembly Delegation to consult with the Provincial People's Committee to consider arranging to ensure the quota of the number of people working for the health sector according to Circular No. 03/2023/TT-BYT dated February 17, 2023 of the Ministry of Health to ensure the quality of medical services and the rights of civil servants and employees regarding working hours and rest hours according to the provisions of law; propose to approve the policy of recruiting into the payroll cases of contract work at the Center for Care and Rehabilitation of Mentally Ill People, Ha Giang Social Work Center, Social Work Center and Tuyen Quang Children's Protection Fund under the former Department of Labor, War Invalids and Social Affairs to be transferred to the Department of Health for management.

It is recommended that the province continue to develop a resolution regulating policies to attract human resources and support postgraduate training to apply in the province; support funding sources for the health sector to deploy electronic medical records at medical examination and treatment facilities with beds in the province, upgrade infrastructure, rent infrastructure and equipment to ensure information security and safety, etc.
At the same time, the provincial Health Department also proposed that the Government consider adjusting the price of medical examination and treatment services in the direction of correctly and fully calculating the costs of medical examination and treatment; consider amending and supplementing Decision No. 73/2011/QD-TTg dated December 28, 2011 in the direction of increasing the on-duty allowance, overtime on-duty regime on holidays, Tet holidays, surgery allowance and procedure allowance to suit the responsibilities and work intensity of medical staff...

Concluding the meeting, comrade Ma Thi Thuy acknowledged and highly appreciated the efforts and achievements of the health sector in recent times. The delegation shared the difficulties and limitations that the health sector is facing such as: lack of human resources, especially specialist doctors; lack of facilities and equipment at the commune level; policies to attract and treat health workers are not really effective...
The Provincial Delegation of National Assembly Deputies will fully synthesize the recommendations and proposals of the Department of Health and delegates to reflect to the National Assembly, the Government and relevant agencies, in order to contribute to removing difficulties and improving the operational efficiency of the Provincial Health Sector in the coming time. The Delegation hopes that the collective leadership and staff of the Health Sector will continue to promote the spirit of responsibility, solidarity, innovation, and successfully complete the task of taking care of the people's health, meeting the development requirements of the province in the new period.
