The National Assembly Delegation of Thanh Hoa Province approved the establishment of Hue City under the Central Government and the Resolution on the organization of urban government in Hai Phong City.

Continuing the working program at the 8th Session of the 15th National Assembly, on the morning of October 31, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thanh Hoa province chaired a discussion in groups, including 3 delegations: National Assembly Delegation of Thanh Hoa province, National Assembly Delegation of Ha Nam province and National Assembly Delegation of Tra Vinh province to discuss the draft Resolution on the organization of urban government in Hai Phong city; the establishment of Hue city under the Central Government.

Participating in giving opinions on the establishment of Hue City under the Central Government, the National Assembly Deputies basically agreed to submit to the National Assembly for consideration and decision to establish Hue City under the Central Government on the basis of the entire natural area and population size of Thua Thien Hue province with the reasons as well as the political basis, legal basis, and practical basis stated in the Government's Submission and Project.

Delegates said that the establishment of Hue City under the Central Government on the basis of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity in the current context is extremely important, demonstrating a breakthrough innovation in thinking about urban development, contributing to the implementation of the policy of sustainable urban development in the direction of green, civilized, and identity-rich urban areas, suitable for each region and area, and investing in the development of urban areas with heritage and tourism values ​​as set out in Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.

Delegates also said that the establishment of Hue City under the Central Government also creates new economic space and development momentum for the locality, contributing to improving the quality of life, creating a spacious, green, clean and beautiful urban image, ensuring better implementation of the task of preserving and promoting the value of the ancient capital's heritage and Hue's cultural identity to truly become the center of the region and the whole country in terms of culture - tourism, specialized healthcare, education and training, science and technology in the spirit of Resolution No. 54-NQ/TW of the Politburo on building and developing Thua Thien Hue province to 2030, with a vision to 2045 and other important resolutions and conclusions of the Central Executive Committee and the Politburo.

Participating in giving comments, National Assembly Deputy Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, agreed with the establishment of Hue City under the Central Government; at the same time, he suggested that the draft Resolution should clarify the urban government model in Hue City for districts and wards, whether they have People's Councils or not, so that when implementing the National Assembly's Resolution on the organization of the apparatus, it would be more convenient. The Resolution also considers assigning Hue City to continue researching to review, adjust, and supplement the planning of Hue City to suit the current situation. At the same time, Hue City should be assigned a plan to solve arising problems, especially problems related to administrative procedures of the people after being recognized as Hue City under the Central Government. In addition, Hue City should be assigned a plan to solve and arrange redundant staff after rearranging a number of administrative units at the district and commune levels; at the same time, there should be a plan to solve redundant assets after the merger.

National Assembly Deputy Cao Thi Xuan (Thanh Hoa Province Delegation), Vice Chairwoman of the National Assembly's Ethnic Council, suggested that it is necessary to specify more clearly the urban government model of Hue City; in which it is necessary to explain more clearly the issue when the People's Council is upgraded to a district, the People's Council is upgraded to a ward, because it is related to the arrangement of cadres right after the implementation of the Resolution. Participating in giving opinions on the draft Resolution on the organization of urban government in Hai Phong City, the National Assembly deputies basically agreed to submit the Resolution to the National Assembly for consideration and decision to issue; at the same time, they also gave opinions and supplemented a number of contents on the model of urban government organization in Hai Phong City; tasks and powers of local authorities when organizing urban government; organizational structure of the People's Council and People's Committee; tasks and powers of specialized agencies, district-level People's Committees, public service units, etc.

Participating in giving comments, National Assembly Deputy Mai Van Hai said that Article 2 stipulates the tasks of the Hai Phong City People's Council, in which point b, clause 1 stipulates the supervision of the activities of the District People's Committee and the Ward People's Committees under the district. However, the regulations on supervision of activities are not complete; therefore, based on the functions and tasks of the Hai Phong City People's Council through the task of supervising the implementation of the Constitution and legal policies for Thuy Nguyen City.

It is necessary to re-regulate the dismissal and removal of People's Assessors, based on the proposal of the Vietnam Fatherland Front Committee, after the Vietnam Fatherland Front Committee has agreed with the Chief Justice of the District People's Court. It is necessary to specifically regulate the committees of the Hai Phong City People's Council; in which, it is necessary to study the head of the specialized committee...

In his concluding remarks at the group, National Assembly Deputy Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thanh Hoa Province, said that the opinions of the National Assembly Deputies were in high agreement with the Government's Submissions to the National Assembly. The opinions were valid, based on the practical situation of each locality. This was the basis for the Drafting Committee to study, absorb and complete the draft resolution and the project to establish Hue City directly under the Central Government.

The Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thanh Hoa province requested the conference secretary to fully collect the opinions of the National Assembly deputies to forward to the drafting agencies according to regulations.
