200m road in Hanoi still not finished after 4 years

The Hanoi People's Council has approved a plan to allocate capital for the project. Accordingly, the city allows Cau Giay district to temporarily use the district's budget to implement the project, then complete the documents to use the approved budget to compensate for the amount the district has spent. According to the plan, in the second quarter of 2024, the project to build and connect technical infrastructure of plot D20 of Cau Giay New Urban Area is expected to be completed and put into use after many years of stagnation. However, it has entered the third quarter of 2024 but the construction site is still messy and lacking workers.
