Việt NamViệt Nam23/03/2024

According to the Department of Information and Communications (MIC), in 2024, the city set a target of increasing the revenue of the entire ICT industry by 8.9% compared to 2023, in which software export will be the key product to promote the development of the information technology industry. Therefore, the city and software enterprises are making efforts to remove difficulties and obstacles to achieve the set goals.

Kaopiz Software Joint Stock Company, Da Nang branch, owns an ecosystem of products and programs such as: Kgo application, an application integrating useful features for car drivers... and focuses on developing healthcare and automation. Mr. Nguyen Trong Giap, Director of Kaopiz Software Joint Stock Company, said that he and other technology enterprises in the area are facing difficulties because the number of orders and projects related to software from key export markets such as the US, Europe, and Japan has decreased significantly since 2023.

Meanwhile, Mr. Nguyen Trong Tin, General Director of OneMore Media & Technology Joint Stock Company, said that his company is having difficulty recruiting IT human resources when highly qualified staff with skills and international working experience are not interested in a salary of about 20 million VND/month. Meanwhile, the force of new graduates does not have enough skills and experience in producing, upgrading, and maintaining software that meets international criteria. Currently, the city has a number of areas that concentrate software enterprises such as the Concentrated Information Technology Park and Software Park No. 1. However, these locations are facing problems when the Information Technology Park is far from the center, and Software Park No. 1 has reached the limit of operating enterprises (coverage reaches 99% in 2023).

To meet the development needs, many opinions say that the city needs to remove obstacles for software technology enterprises to soon participate in the common ecosystem. Building a concentrated and linked space for software enterprises is a practical solution to promote the socio -economic development of the city. If enterprises can participate in a concentrated and linked space, it will improve operational efficiency, competitiveness and promote innovation.

Through many meetings and consultations with businesses in the city, the Department of Information and Communications has received many opinions on expanding software development space as well as related policies to support digital transformation and develop creative space at Software Park No. 2 (expected to create jobs for about 6,000 direct IT and digital technology product jobs). However, the project has not been put into operation due to procedural problems. On February 1, 2024, the Government issued Decree No. 09/2024/ND-CP to amend and supplement a number of articles of Decree No. 144/2016/ND-CP of the Government dated November 1, 2016, stipulating a number of specific mechanisms on investment, finance, budget and decentralization of management for Da Nang city.

In particular, clearly defining the mechanism and characteristics in determining assets formed after investment as information infrastructure assets and detailed regulations on management, use and exploitation of information infrastructure assets invested and managed by the State. This opens up opportunities for domestic and foreign software technology enterprises in the city to participate in a new, modern and convenient centralized ecosystem. At the same time, software enterprises need specific solutions and strategies to overcome challenges and seize opportunities such as improving product and service quality, investing in research and development, innovation; increasing exports, developing domestic markets; cooperating with other enterprises, universities, and research institutes to develop human resources and share experiences; applying advanced management models, improving operational efficiency.

Director of the Department of Information and Communications Nguyen Quang Thanh shared that up to now, the city has completed the technical infrastructure, supporting startups and developing the IT industry. The Department of Information and Communications focuses on solutions to build and implement plans to develop IT human resources to serve key tasks of industrial and IT development and implement plans to manage the city's data infrastructure. With the efforts of businesses and the support of the Government, the Da Nang software industry can continue to develop strongly in 2024 and the following years, contributing to the city's socio-economic development.
