Innovation in management, comprehensive care for children

In recent years, Thai Nguyen province has paid much attention to child care, education and protection, with many activities such as: Supporting disadvantaged children, organizing cultural and sports activities... Recently, under the direction of the Central Government, after the end of the activities of the Department of Labor - Invalids and Social Affairs, the task of managing child care was transferred to the Department of Health. This adjustment has helped to expand the approach, linking child care with community health programs, contributing to improving the effectiveness of comprehensive child protection and development.

Summer comes, children are allowed by their parents to participate in fun activities and swimming to exercise and improve their health.

The province currently has about 330,000 children under 16 years old, of which nearly 3,600 are in special circumstances and more than 20,000 are at risk of falling into special circumstances. The child protection system has been strengthened from the province to the commune and ward levels, with more than 2,200 collaborators at the grassroots level.

With the spirit of "Children today, the world tomorrow", in recent years, Thai Nguyen has implemented many synchronous solutions to ensure the rights and comprehensive development of children. The work of advising and issuing directives has been carried out systematically by the authorities. Plans to implement the Month of Action for Children, plans for comprehensive care of children; programs for children's mental health care, care for orphans, disabled children, children with serious illnesses; child protection work, prevention of child abuse; prevention of accidents and injuries to children... have received special attention.

Over the past years, 100% of children under 6 years old have been granted free health insurance cards. In 2024 alone, more than 81,000 children were given gifts, scholarships, and free surgeries during the Month of Action for Children; nearly 270,000 children participated in activities during the Mid-Autumn Festival. 100% of orphans, abandoned children, and children in difficult circumstances were cared for. The total budget for children in the year amounted to over 23 billion VND, of which nearly 90% came from socialized sources. These activities have contributed to bringing joy, hope, and opportunities for development and integration to thousands of children in special and difficult circumstances.

Along with that, the Department of Education and Training, the Department of Culture - Sports and Tourism, and the Provincial Youth Union also actively organize skills education, sports, and cultural activities for children, especially during summer vacations and holidays, and major activities to promote children's participation rights. The library and playground systems have been improved, contributing to helping children live, study, and play in better conditions.

An important highlight in 2025 is that the Department of Health will take over the task of managing children's work from the Department of Labor, War Invalids and Social Affairs from March 1. This is an adjustment step in line with the direction of enhancing physical and mental health care for children, especially vulnerable children.

After taking over the task, the Department of Health has gradually reviewed and integrated child care into public health programs. Activities such as growth monitoring, vaccination, newborn screening, genetic disease screening, school nutrition, etc. are being implemented synchronously from the province to the grassroots. Health education and communication work, especially on mental health and adolescent reproductive health, is also focused on.

In particular, implementing the Month of Action for Children in 2025 with the theme "Prioritizing resources to complete goals for children", the Department of Health has consulted with the Provincial People's Committee to issue a Plan to implement the Month of Action for Children with many key activities, such as: Propagating to raise public awareness; health check-ups, psychological counseling for children; surveying living and learning conditions at childcare facilities; visiting and giving gifts to children in difficult and special circumstances.

Accordingly, on May 27 and 28, Thai Nguyen province established 11 delegations led by provincial leaders to visit and present gifts to kindergartens, educational facilities, child care and education facilities and children in special circumstances on the occasion of International Children's Day, June 1. This continues to demonstrate the attention and care of the Party Committees and authorities of Thai Nguyen province for the future generations of the country.

Comrade Nguyen Duc Hieu, Deputy Director of the Department of Health : The transfer of children's work to the Department of Health is an opportunity to approach this field from a comprehensive perspective of human development. This is also the time to review, inherit and promote previous effective models, and at the same time build a solid inter-sectoral coordination mechanism, aiming to fully implement children's rights in the province.

However, there are still many difficulties in child care today. The number of children having accidents, injuries, drowning, and sexual abuse is still high. Some localities still lack specialized human resources, and the physical facilities do not meet the requirements. Inter-sectoral coordination in some places is not really effective.

To achieve the goals for children, ensuring that all children are protected, cared for, educated and live in a safe, healthy environment for comprehensive development, it is necessary to further strengthen the attention of Party committees and authorities at all levels, as well as close coordination between all levels, sectors, organizations and the whole society so that children's work in the province can increasingly achieve many positive results, meeting the requirements of developing a prosperous and happy country.
