(Chinhphu.vn) - On the morning of July 21, in Tay Ninh, the Inspection and Survey Delegation of the Central Steering Committee led by Deputy Prime Minister Mai Van Chinh, Deputy Head of the Steering Committee, worked with the Standing Committee of Tay Ninh Provincial Party Committee on the implementation of Directive No. 30-CT/TW, dated February 18, 1998 of the Politburo on "building and implementing the grassroots democracy regulations"; the situation and results of the implementation of the organizational arrangement of the 2-level administrative units in the province.

Promoting democracy at the grassroots level

Reporting to the working delegation, comrade Nguyen Thanh Hai, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Tay Ninh province, said that in recent times, the work of information and propaganda, grasping the situation at the grassroots level, organizing the implementation of Directive No. 30-CT/TW, the Party's guidelines, policies and laws of the State on building and implementing democratic regulations (abbreviated as QCDC) at the grassroots level has been effectively implemented by Party committees, Party organizations, authorities, the Fatherland Front, and socio-political organizations.

Propaganda and mobilization work to promote people's mastery is focused on; people of all walks of life actively participate in campaigns, patriotic emulation movements, social charity; contribute ideas to building the Party and government; participate in successfully implementing the province's socio -economic development goals.

Speaking at the meeting, Deputy Head of the Propaganda and Mass Mobilization Department of Tay Ninh province Thanh Tu Du said that after the merger, the Tay Ninh Provincial Party Committee has 100 affiliated Party organizations; 41 ethnic minorities; 11 religions recognized by the State are operating.

After 27 years of implementing, thoroughly grasping and organizing the implementation of Directive No. 30-CT/TW and documents of the Central Committee on implementing QCDC, Party committees, authorities, the Fatherland Front, socio-political organizations, especially leaders, have had positive changes in awareness, deeper understanding of the role, position, meaning and importance of implementing QCDC at the grassroots level.

Through implementation, awareness of democracy and practice of grassroots democracy have had many positive changes; representative democracy has been promoted, direct democracy has been expanded with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in many specific fields.

Communes, wards and towns in Tay Ninh province have promoted administrative reform according to the "One-stop shop, one-stop shop" mechanism and the "Electronic One-stop shop" model, creating positive changes in receiving and handling administrative procedures for citizens and organizations; deploying public postal services in handling administrative procedures to help individuals and organizations save time and costs, creating high consensus among the people.

Regarding the implementation of democracy in organizations that employ workers: Enterprises in the province organize dialogues every 3 months according to regulations. State-owned enterprises well implement the Law on Democracy at the grassroots level, organizing labor conferences reaches 100%.

The two-level government basically operates smoothly and effectively.

Regarding the implementation of two-level local government, currently, in Tay Ninh province, there are 96 commune-level administrative units (82 communes and 14 wards) organized and operating in accordance with the provisions of the Law on Organization of Local Government; the operations of the units are basically stable, meeting the needs of handling administrative procedures for the people.

Through understanding the operational situation in communes and wards in the province, there are still certain difficulties such as: Conditions of facilities and technical infrastructure (machinery, equipment, computer networks, etc.) in some places are not guaranteed.

Reporting to the working delegation on the results of implementing democracy in agencies and units, Vice Chairman of Tay Ninh Provincial People's Committee Pham Tan Hoa said that administrative reform work has been focused on promoting and effectively implementing, meeting the requirements of people and businesses; the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR INDEX), and the Provincial Governance and Public Administration Performance Index (PAPI) are all annually in the group of provinces and cities with good management and administration quality.

The activities of the Public Administration Service Center at the provincial and local levels have undergone many innovations, gradually improving the quality of service. The level of people's satisfaction has been raised, improving the relationship between administrative agencies and the people, especially at the grassroots level.

Regarding the implementation of the two-level local government, according to the Vice Chairman of the Tay Ninh Provincial People's Committee, after 20 days of implementation, the two-level local government has initially stabilized, become smooth and effective. However, in reality, localities still face difficulties in the process of implementing administrative procedures that are interconnected from the commune level to departments and branches. There is still a lack of specialized staff at the commune level. The issuance of business codes is currently facing many difficulties because the People's Committees at the commune level must directly register with the Ministry of Finance.

The leaders of Tay Ninh Provincial People's Committee proposed that the Ministry of Home Affairs soon issue a document guiding the issuance of a document regulating the identification code of documents, records and document symbols of new agencies and organizations after the organizational structure is reorganized.

During the working session, the delegation highly appreciated the building and implementation of grassroots democracy regulations; the situation and results of the implementation of the organization and organization of two-level administrative units in the province.

Innovation in thinking, action - creation and service to the people

On behalf of the working delegation, concluding the working session, Deputy Prime Minister Mai Van Chinh acknowledged the achievements of Tay Ninh Provincial Party Committee in implementing Directive 30, which has achieved many important results, including seriously disseminating to party organizations and party committees; concretizing the promotion of QCDC in socio-economic development, ensuring national defense and security, and improving people's lives.

The implementation of the QCDC in Tay Ninh province is carried out synchronously, through the Vietnam Fatherland Front and socio-political organizations. In particular, direct democracy is increasingly expanded; Party committees, authorities and the Vietnam Fatherland Front at all levels identify grassroots democracy as a regular task. Identify which content must be disseminated and ask for people's opinions.

Deputy Prime Minister Mai Van Chinh also noted that communes and wards continue to promote democracy according to the motto: People know, people do, people check, people supervise.
