Over the years, with the effective integration and implementation of the Party and State's programs and policies supporting ethnic minority and mountainous regions, along with the positive direction and solutions of the local Party committee and government, the appearance of Cao Ma Po border commune, Quan Ba ​​district, Ha Giang province has changed significantly, socio-economic development has progressed step by step, and the lives of the people have improved remarkably. After two days of work (November 21 and 22, 2024), the 4th Congress of Ethnic Minority Representatives of Dong Nai province, 2024, with the theme: "Ethnic groups unite, innovate, create, unleash potential, integrate and develop sustainably," concluded successfully. Thanks to support from national target programs, the cultural, spiritual, and economic lives of the ethnic minorities in this area have undergone many positive changes.

According to Duong Van Vo, Vice Chairman of the People's Committee of Cao Ma Po commune: Cao Ma Po is a border commune with 593 households and 2,850 inhabitants living in 8 villages, comprising 5 ethnic groups: Dao people account for 62%; Han people account for 22%; Mong people account for 15%, and the rest are Tay and Kinh people.

Despite having a low starting point and uneven levels of education, in recent years, thanks to support from national target programs such as the New Rural Development Program, the Sustainable Poverty Reduction Program, and especially the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions for the period 2021-2030, Phase I: from 2021-2025 (National Target Program 1719), the cultural, spiritual, and economic lives of the ethnic people here have undergone many positive changes.

Officials, civil servants, and public employees working in foreign affairs, commune leaders, and part-time workers in villages of Cao Mã Pờ border commune participated in a training conference on professional skills in disseminating information to raise national awareness and responsibility for protecting the country's borders.

"The commune Party Committee has also issued a Resolution on economic, cultural, and social development, ensuring national security and defense, closely aligned with the local situation. During the implementation process, the core and pioneering role of Party members and influential figures in the community has been promoted," informed Mr. Duong Van Vo, Chairman of the People's Council of Cao Ma Po commune.

Thanks to the responsible involvement of the government and the striving efforts of ethnic minority people in the area, the poverty rate has decreased by 5% or more each year; according to 2023 data, the poverty rate in the commune has decreased to 56.66%. The average income of households reached 32 million VND/year. To achieve this result, the commune has focused on solutions and mobilized resources to promote sustainable poverty reduction.

In particular, implementing projects and sub-projects under the National Target Program 1719, in just two years, 2023 and 2024, Cao Ma Po commune actively disbursed funds, including concreting 4 roads with a total cost of over 6.8 billion VND, of which 3 roads have been completed and put into service for the lives and economic development activities of the locality; and constructing a community center in Chin Chu Lin village, with a cost of over 500 million VND.

The commune also coordinated with the Quan Ba ​​District Investment and Construction Project Management Board to implement 3 projects investing in 0.4-meter power poles and wires in the villages of Chin Chu Lin, Va Thang II, and Chin Sang; constructing the central market of Cao Ma Po commune; supporting 3 households in building houses and providing 147 water tanks for 147 disadvantaged households; and supporting 569 households in developing agricultural and forestry production, leveraging the potential and strengths of the regions to produce goods along the value chain…

The commune has also identified agriculture as its main economic sector, and Cao Ma Po is promoting the transformation of crop and livestock structures, applying science and technology to production. Currently, the entire commune has 420 hectares of corn, 24.96 hectares of rice, 150 hectares of ginger, 27.9 hectares of fruit trees, and 564 hectares of medicinal plants; the total number of buffaloes and cows is 1,095, goats 97, poultry 16,500, and bee colonies 330.

In Vàng Chá Phìn village, the family of Mr. Hoàng Văn Rèn is one of the exemplary households developing a comprehensive economic model. Currently, Mr. Rèn is focusing on developing the cultivation of ginseng and ornamental peach trees on an area of ​​thousands of square meters.

In addition, he invested in three rows of pig pens. On average, his family supplies the local area with about 50 commercial pigs per batch. Mr. Ren shared: “With the financial support from the State, and thanks to the local government's propaganda and guidance, we people know how to develop the economy, apply science and technology in production, participate in vocational training classes, and help each other overcome difficulties. As a result, the lives of the villagers are gradually improving, outdated customs and social evils are decreasing. Living standards have improved significantly.”

In addition, Cao Mã Pờ commune has 11 business households, mainly concentrated in the model residential area of ​​Cao Mã village, the peach orchards of Vàng Chá Phìn and Chín Chu Lìn villages. From the beginning of the year until now, the commune has welcomed over 1,000 domestic and international tourists who came to visit, experience, and stay, generating revenue of over 60 million VND.

In the coming period, the locality will continue to promote the implementation of National Target Program 1719 so that people can soon benefit from the policy and rise out of poverty. Specifically, the commune will focus its capital on supporting vocational retraining, production development, and entrepreneurship; investing in the construction of welfare facilities; and preserving and promoting the traditional cultural values ​​of ethnic minorities in the area...

The effectiveness of the Party and State's programs and policies implemented in recent times has further motivated the people of Cao Ma Po commune to rise out of poverty and work together to build this border region into a progressively better place.

Mr. Vien Quang Chuong, Head of the Ethnic Affairs Department of Quan Ba ​​District, informed: Identifying ethnic affairs and implementing policies for ethnic minorities in the district, especially in border communes, as a fundamental and long-term strategic issue, Quan Ba ​​District has prioritized investment in production development and livestock farming in recent years. The district has focused on poverty alleviation, preserving and promoting the cultural identity of ethnic groups. Alongside this, it has emphasized raising awareness among the community about promoting self-reliance and self-improvement, in conjunction with state investment, to achieve economic development.
