
With a particularly important role and significance, aiming to promote socio -economic development in the western region of the province, at the end of 2022, Quang Ninh will invest in a riverside road project connecting from Ha Long - Hai Phong expressway to Dong Trieu (section from provincial road 338 to Dong Trieu).
After more than 2 years of implementation, due to having to construct on a completely new route, passing through many complex geological locations, many swamps and rivers... the project has encountered many difficulties. Especially on the route, the large volume of excavation and filling, the demand for soil and sand for construction, and the land clearance work are still complicated, causing the project to be implemented slower than planned.

Specifically, there are still more than 8 hectares of undelivered land on the route, the supply of sand on the market is scarce, and the price has increased dramatically in the recent short period (an average increase of 50% - 100%). Along with that, the supply of earth filling materials is not enough to meet the construction progress, so mobilizing to supply the package is difficult, while the weak soil treatment items must be constructed first, especially for the weak soil treatment solution using absorbent wicks (about 2.34km) which must wait for subsidence for about 6 months. In addition, the heavy rains that have lasted for many days in the past 2 months have greatly affected the construction progress and disbursement plan of the package...
Up to now, the project has basically completed the construction of the main structure of 12/13 bridges, especially the Song Uong bridge connecting Uong Bi area with Quang Yen due to complex geology, muddy soil interspersed with many layers of caster caves, so the treatment work takes a long time. Currently, the Song Uong bridge has completed the construction of bored piles, pouring concrete for piers, and is implementing the cantilever casting construction at about 90%, the beam installation has reached nearly 30%, and the casting of Super T beams has reached 40/80 beam slabs. As for the road items, the contractor is currently focusing on treating the weak ground by replacing soil and adding loads, and installing wicks at the roadbed items.

After directly inspecting and grasping the situation of project construction organization and listening to reports on some difficulties and problems, the Chairman of the Provincial People's Committee shared the difficulties of the investor and contractors.
He emphasized: Promoting investment and construction is a particularly important task of the province to ensure the target of economic growth. Therefore, accelerating the completion of works and projects and promoting public investment disbursement is considered a mandatory task in the "sprint" period of the last months of the year. He requested investors and contractors to closely coordinate with relevant departments, branches and localities to promptly resolve difficulties and problems.

The Chairman of the Provincial People's Committee requested to actively expand and search for suitable sources of raw materials, expand the supply of soil and sand for the project; continue to promote the role of local leaders in effectively implementing site clearance work, creating favorable conditions for contractors to organize construction to ensure progress and plans as set out; investors and contractors need to have appropriate construction plans in adverse weather conditions and have solutions to compensate for progress when the weather is favorable.

At the same time, deploy movements, launch emulation campaigns at the construction site, mobilize human resources, vehicles, overtime, and shift work to speed up progress. During the implementation process, pay special attention to technical, aesthetic and labor safety factors, ensuring the goals, project progress plans and disbursement work of 2025.
