At the citizen reception, citizen Phan Thi Be, Tien Hoa village, Vinh Quang commune (Chiem Hoa) presented the content of the complaint about land disputes with households Pham Van Cau, Pham Van Bien, Nguyen Quang Tieu, Nguyen Van Quang; accused the Chairman of the Commune People's Committee, Mr. Pham Van Cau, of not granting 90m2 of land to Ms. Be, and during the implementation process, he did not fully perform the duties and responsibilities of the Chairman of the Commune People's Committee...

After listening to the relevant households’ presentations; the representative of Vinh Quang commune, Chiem Hoa district reported the results of the petition settlement; the agencies and units gave their opinions; the Chairwoman of the Provincial People’s Council, Le Thi Kim Dung, affirmed that the petitions that Ms. Be had filed against Mr. Cau did not have sufficient legal basis; Ms. Be’s complaints had been examined, verified, and resolved by the authorities in accordance with the law and a conclusion had been reached.
Ms. Be's request to hand over 90 square meters of land for a common walkway is unfounded, because this is public land, under the management of the State. The comrade requested the People's Committee of the commune and district to strictly manage this common land area; the households of Mr. Bien, Mr. Quang, and Mr. Tieu also manage and use the land in accordance with the land area that has been granted a certificate of land use rights.

Regarding the land sale between Mrs. Be's family and Mr. Cau, he requested that Mrs. Be hand over the land use right certificate so that Mr. Cau can complete the land transfer procedures in accordance with the law...
He reminded the leaders of all communes in the province to guide, explain, and propagate so that people can understand and comply with the law, and resolve problems arising at the grassroots level; when receiving citizens, they must behave properly. The Office of the National Assembly Delegation and the Provincial People's Council must issue a notice of the contents of opinions expressed at the meeting.
