Mr. La Van Manh's family, Duy Binh village, Vinh Tuong commune received a loan from the policy loan program for students studying STEM majors disbursed by the Vinh Tuong Social Policy Bank Transaction Office.

As the first student in the province to receive a loan from the Vietnam Bank for Social Policies (VBSP) under Decision No. 29/2025/QD-TTg, dated August 28, 2025 of the Prime Minister on credit for students, master's students, and biological researchers in STEM, La Nguyen Lam Phuong's family in Duy Binh village, Vinh Tuong commune is very excited. Her father, Mr. La Van Manh, emotionally shared: Phuong is currently studying in the first year, majoring in Artificial Intelligence at Thang Long University ( Hanoi ). Studying far from home costs a lot, while my family is very poor, I have a serious illness, my wife is a freelancer, the family's income is not much, paying for tuition for 3 children is very difficult, especially Phuong's tuition. Now that the VBSP has lent a large amount of money to cover the cost of my child's education, my family is very happy. Phuong no longer has to worry about paying tuition fees but will spend time on studying.
It is known that the Vinh Tuong Social Policy Bank Transaction Office has approved a loan of 360 million VND for Mr. La Van Manh's family. In the 2025-2026 school year, this customer will receive a disbursement of 90 million VND. The remaining loan amount will be disbursed to the family in the following school years of student La Nguyen Lam Phuong. With the loan, Mr. Manh's family will use it to cover tuition fees, buy computers, research books and monthly living expenses for their children.
Like Phuong's family, Ta Hoang Hai's family, Ngoc 2 group, Hoa Binh ward, has just been approved for a loan of more than 340 million VND, with a loan term of 84 months. Ms. Ngo Thi Minh - Ta Hoang Hai's mother said: My son is starting his second year, majoring in Information Technology, CMC University (Hanoi). My family's circumstances are difficult, everything depends on a small fish cage, with good seasons and bad seasons. Now that the Bank for Social Policies has supported us with a low-interest, long-term loan, we no longer have to worry about hot loans. This is truly a great source of encouragement from the Party and the State for families in difficult circumstances who have children studying STEM. The family will try to save up to pay off the interest and principal so that Hai can feel secure and try to study hard to achieve high results.
Implementing the Prime Minister 's Decision and the direction of the Vietnam Bank for Social Policies, the provincial branch of the Vietnam Bank for Social Policies quickly directed the system of the Vietnam Bank for Social Policies Transaction Offices in the area to implement the loan program in a timely and appropriate manner based on Decision No. 29.
Mr. Dao Duc Luan - Director of the Vinh Tuong Social Policy Bank Transaction Office said: Immediately after the policy was issued, the unit coordinated with local authorities, organizations and unions to quickly deploy, promote propaganda, and review the subjects, in order to bring the policy to the people as quickly as possible. People who want to learn more about this loan program can contact directly the Savings and Loan Groups in villages, neighborhoods or at the Social Policy Bank Transaction Offices in the province for guidance.
Putting policy into practice
Immediately after the Prime Minister's Decision No. 29 was issued, based on the direction of the Central Bank for Social Policies and professional guidance documents, the Provincial Bank for Social Policies quickly organized training for credit officers, coordinated with local Party committees, authorities, and educational and training institutions to disseminate information to students and people to understand credit policies and guidelines. At the same time, reviewed and supported the completion of documents to promptly disburse loans according to the new policy.
Mr. Nguyen Thanh Tinh - Deputy Director of the Provincial Branch of the Social Policy Bank shared: This is a very innovative and humane policy. With high loan amounts, low interest rates, flexible repayment periods and no collateral requirements for loans under VND 500 million, the new credit policy under Decision No. 29 not only provides practical support for learners, but also contributes to training high-quality human resources, contributing to serving socio-economic development in the era of national development.
According to the Deputy Director of the Provincial Branch of the Social Policy Bank, compared to previous student loan programs, the loan program under Decision 29 allows students to borrow the entire tuition fee after deducting scholarships or other support. In addition, students can borrow up to 5 million VND/month to cover living expenses and other study expenses. This is a comprehensive level of support, helping students not only cover study expenses but also stabilize their mindset, focusing completely on studying and researching.
The family of Ta Hoang Hai, group Ngoc 2, Hoa Binh ward, was approved by the People's Credit Fund to borrow nearly 164 million VND to pay tuition fees and 180 million VND for living expenses, with a loan term of 84 months.
With a loan interest rate of 4.8%/year, lower than the current commercial interest rate. In particular, during the study period, the borrower does not have to pay principal and interest. After graduation, students enjoy a 12-month grace period, do not have to pay the debt immediately, to have time to stabilize their life and find a job.
The borrowers are students, masters and postgraduates who are Vietnamese citizens studying science, technology, engineering and mathematics at universities and vocational training institutions in the national education system established and operating under the provisions of Vietnamese law. Regarding the loan conditions, for new students, it is necessary to achieve a good or higher academic performance assessment for all 3 years of high school or an average score of 8 points or higher in Math, Physics, Chemistry and Biology in grade 12. For students in the second year and above, it is necessary to have an average academic performance of all subjects of good or higher in the previous school year and the year immediately following the loan application. Master's and postgraduate students must be recognized by training institutions according to regulations. Every year, students must update their information and have confirmation from the school to continue receiving disbursement.
Through research, it is known that the loan process is also simple. Students fill out the information form, confirmed by the school; family representatives contact the Savings and Loan Group in the residential area for instructions on completing the loan application. The Social Policy Bank will coordinate with the borrower to set up an appropriate loan amount, helping to optimize the use of capital and limit financial pressure on the student. After approval, the loan will be disbursed periodically, in accordance with the study plan. In case the student no longer has a family member to borrow the loan, if qualified to be the loan representative, the student can directly apply for the loan and contact the Social Policy Bank where the school is located or where the student resides.
