Accompanying the young generation

The credit policy for students, masters, and researchers in science, technology, engineering, and mathematics (STEM) is a breakthrough, comprehensive, and humane policy of the Party and State, aiming to contribute to the breakthrough goal of developing science and technology to realize the aspiration of developing a strong and prosperous country. This is considered a strong commitment of the Party and State to accompany the young generation - those who will lead Vietnam to a digital, innovative, and creative future.

Supporting the younger generation

The family of Mr. La Van Manh, Duy Binh village, Vinh Tuong commune, received a loan from the policy loan program for students studying STEM fields, disbursed by the Vinh Tuong branch of the Vietnam Bank for Social Policies.

As the first student in the province to receive a loan from the Social Policy Bank (NHCSXH) under Decision No. 29/2025/QD-TTg dated August 28, 2025, of the Prime Minister on credit for students, master's students, and doctoral candidates in STEM fields, the family of La Nguyen Lam Phuong, from Duy Binh village, Vinh Tuong commune, is very excited. Her father, Mr. La Van Manh, emotionally shared: "My daughter Phuong is currently in her first year studying Artificial Intelligence at Thang Long University ( Hanoi ). Studying far from home incurs high costs, and my family is facing financial difficulties. I have a serious illness, my wife works freelance, and our family income is meager. Paying for the education of our three children is very challenging, especially Phuong's tuition. Now that the Social Policy Bank has granted us a large loan to cover our daughter's educational expenses, my family is overjoyed." Phuong no longer has to worry about paying tuition fees and can now focus on her studies.

It is known that the Vinh Tuong branch of the Vietnam Social Policy Bank has approved a loan of 360 million VND for Mr. La Van Manh's family. 90 million VND will be disbursed to him in the 2025-2026 school year. The remaining loan amount will be disbursed to the family in the following school years for student La Nguyen Lam Phuong. With this loan, Mr. Manh's family will use the money to cover tuition fees, purchase a computer, research books, and monthly living expenses for their child.

Like Phuong's family, Ta Hoang Hai's family, from Ngoc 2 Hamlet, Hoa Binh Ward, also recently received approval for a loan of over 340 million VND, with a repayment period of 84 months. Ms. Ngo Thi Minh, Ta Hoang Hai's mother, said: "My son is starting his second year of studying Information Technology at CMC University (Hanoi). Our family is struggling financially; we rely entirely on our small fish farm, with inconsistent income. Now, with the Social Policy Bank's support in providing a low-interest loan for his education over a long period, we no longer have to worry about taking out high-interest loans. This is truly a great encouragement from the Party and the State for disadvantaged families with children studying STEM fields. We will try our best to save up and repay the principal and interest so that Hai can focus on his studies and achieve high results."

In accordance with the Prime Minister 's Decision and the direction of the Vietnam Bank for Social Policies (VBSP), the provincial branch of VBSP quickly directed its transaction offices in the area to implement the loan program based on Decision No. 29, ensuring timely and targeted lending.

Mr. Dao Duc Luan, Director of the Vinh Tuong branch of the Vietnam Bank for Social Policies, said: "Immediately after the policy was announced, the unit coordinated with local Party committees, authorities, and mass organizations to quickly implement and promote the program, reviewing eligible recipients to bring the policy to the people as quickly as possible. People who want to learn more about this loan program can contact the Savings and Loan Groups in villages and neighborhoods or the branches of the Vietnam Bank for Social Policies in the province for guidance."

Putting policies into practice.

Immediately after the issuance of Decision No. 29 by the Prime Minister, based on the directives of the Central Social Policy Bank and relevant operational guidelines, the Provincial Social Policy Bank quickly organized training for its credit officers, coordinated with local Party committees and authorities, and educational institutions to disseminate information to students and the public about the credit policies. Simultaneously, it reviewed and assisted in completing loan applications to expedite disbursement under the new policy.

Mr. Nguyen Thanh Tinh – Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies – shared: "This is a very groundbreaking and humane policy. With high loan amounts, low interest rates, flexible repayment periods, and no collateral required for loans under 500 million VND, the new credit policy under Decision No. 29 not only provides practical support for students but also contributes to training high-quality human resources, helping to serve socio-economic development in the era of national progress."

According to the Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, compared to previous student loan programs, the loan program under Decision 29 allows students to borrow the full tuition fee after deducting scholarships or other support. In addition, students can borrow up to 5 million VND per month to cover living expenses and other study costs. This is comprehensive support, helping students not only cover their study expenses but also maintain peace of mind, allowing them to fully concentrate on their studies and research.

Supporting the younger generation

The family of Ta Hoang Hai, residing in Ngoc 2 Hamlet, Hoa Binh Ward, was approved by the Social Policy Bank for a loan of nearly 164 million VND to cover tuition fees and 180 million VND for living expenses, with a loan term of 84 months.

With a loan interest rate of 4.8% per year, lower than the current commercial interest rate, borrowers are not required to repay principal or interest during their studies. After graduation, students are granted a 12-month grace period, not having to repay immediately, allowing them time to settle down and find employment.

Eligible borrowers are Vietnamese citizens studying science, technology, engineering, and mathematics at higher education institutions and vocational training institutions within the national education system, established and operating in accordance with Vietnamese law. Regarding loan eligibility, new students must have achieved a GPA of at least "good" for all three years of high school, or an average grade of 8 or higher in Mathematics, Physics, Chemistry, and Biology in their 12th grade. Students in their second year and beyond must have achieved an average grade of "excellent" or higher in their subjects in the academic year preceding the loan application. Master's and doctoral students must be recognized by their respective training institutions. Students must update their information annually and obtain confirmation from their institutions to continue receiving loan disbursements.

Upon investigation, it was found that the loan application process is quite simple. Students fill out an information form, which is then certified by the school; a family representative contacts the Savings and Loan Group in the residential area for guidance on completing the loan application. The Vietnam Bank for Social Policies (VBSP) will cooperate with the borrower to establish a suitable loan amount, optimizing capital utilization and reducing financial pressure on the student. After approval, the loan will be disbursed in installments, in accordance with the student's study plan. If the student no longer has a family member to act as a loan representative, and meets the eligibility requirements, the student can directly apply for the loan in their own name and contact the VBSP branch where the school is located or where the student resides.
