Piloting level 2 electronic identification accounts for air travel

The Civil Aviation Authority will simultaneously implement the pilot of level 2 electronic identification accounts for passengers checking in for flights at all airports.

The Civil Aviation Authority of Vietnam has just sent a document reporting to the Ministry of Transport on the use of level 2 electronic identification accounts for airline passengers.

Accordingly, the Civil Aviation Authority will pilot the use of level 2 electronic identification accounts for passengers checking in for flights, evaluate the effectiveness after the pilot and report to the Ministry of Transport on difficulties in implementing the regulations in Decree No. 59/2022/ND-CP after the pilot.

The pilot will be implemented simultaneously at airports from June 1 to August 1, 2023 for domestic flights; accepting level 2 electronic identification accounts for passengers checking in for flights instead of citizen identification cards; the pilot will only be conducted with voluntary passengers.

Pilot airline staff voluntarily use their phones and level 2 electronic identification accounts for the pilot; pilot airline staff commit to not using passenger information for illegal purposes; at check-in counters, aviation security check lines, and pilot flight check-in points, there are signs and notice boards announcing the acceptance of level 2 electronic identification accounts when passengers voluntarily check in for flights.

When passengers use level 2 electronic identification accounts to board flights, check-in staff, aviation security staff, and flight check-in staff visually check the passenger's level 2 electronic identification account.

For some special cases such as passengers showing signs of abnormality, passengers traveling on the same flight, etc., the method of checking the authenticity of the citizen's level 2 electronic identification account as instructed by the Ministry of Public Security will be combined by using the level 2 personal identification account installed on the airline staff's phone, scanning the QR code on the passenger's electronic identification account to determine the reliability of the passenger's level 2 electronic identification account .

After receiving approval from the Ministry of Transport, the Civil Aviation Authority will deploy the above specific pilot plan to relevant agencies and units./.
