The driving force for Dong Ha to develop quickly and sustainably

The Central Coastal Urban Development Project towards green growth and climate change response in Dong Ha city (project) has a total investment of 42.36 million Euros (equivalent to 1,153 billion VND). Of which, the loan capital from the French Development Agency (AFD) is 33.8 million Euros (about 919.87 billion VND), the non-refundable aid capital is 1.50 million Euros (about 40.82 billion VND), and the counterpart capital is 192.23 billion VND. The implementation period is from 2024 to 2027.

The project's goal is to build Dong Ha city into a green city, responding to climate change in accordance with the city's planning until 2030, with a vision to 2045 approved by the Provincial People's Committee and the master plan for the development of Vietnam's urban system until 2025, with a vision to 2050 approved by the Government .

According to information from the People's Committee of Dong Ha city, the investment scale of the project belongs to group B, including 2 components of construction investment and technical support, capacity building. The project includes the following items: Construction of an embankment and dredging of the flow around Hoi Song, approximately 4,690 m long; Embankment of the West bank of Thach Han river and the North bank of Vinh Phuoc river, including 5 sections, with a total length of approximately 7,018 m; Construction of an embankment combined with dredging of the flow from the downstream of Trung Chi lake to the fields of Dong Luong ward and the system of works on the embankment; improvement of the drainage system downstream of Khe May lake; Upgrading the infrastructure of the South of Hieu river.

Upgrading and renovating infrastructure in low-income areas; Supporting urban development planning, climate change adaptation and flood management; Supporting the Pilot City Program to implement urban development plans and green growth in Vietnam; Supporting local economic activities and creating green jobs. The project is invested by the People's Committee of Dong Ha city.

According to Vice Chairman of Dong Ha City People's Committee Pham Van Dung, the project is being studied in 9 wards in the city center. This is the political - economic - cultural - social - scientific and technological center of Dong Ha city and Quang Tri province.

This is also an area with a high population density, causing flooding and environmental pollution, affecting a large number of people in the city. The implementation of the project contributes to completing the urban infrastructure system, ensuring green growth and responding to the negative impacts of climate change, creating a sustainable living environment for urban residents.

Currently, the Hoi Song embankment in Dong Ha is an earthen embankment and has not been paved. Since 2008, during the rainy season, the Hoi Song embankment has been frequently eroded, with a length of nearly 4,700 m, a width of 4-7 m and a depth of 2 m. Water from upstream flows down, causing floods, making people's lives very difficult. The construction of the Hoi Song embankment will clear and expand the flow, regulate the amount of water, prevent erosion, complete the urban infrastructure system, ensure rescue tasks when there are natural disasters, improve living conditions, protect lives and property, preserve cultivated land and stabilize people's lives.

The project also invests in upgrading infrastructure of the South Hieu River and traffic infrastructure, water supply and drainage of low-income residential areas to create a space with modern and beautiful landscape, while managing land funds, ensuring environmental sanitation, preventing water pollution, contributing to improving the quality of life of people around the area, protecting residents in the direction of sustainable development...

On May 8, 2025, Dong Ha City People's Committee held a groundbreaking ceremony for the Low-Income Area Improvement Project (LIA) - Traffic category of the project with the participation of Acting Chairman of Quang Tri Provincial People's Committee Hoang Nam; Director of the French Development Agency in Vietnam Harve Conan. The project has an investment scale of renovating 67 roads with a length of 16,494 m, cross-section from 5 m - 10 m, asphalt concrete road surface structure with a total investment of 111,453 million VND, expected to be completed in October 2027.

Speaking at the event, Chairman of Dong Ha City People's Committee Ho Sy Trung emphasized: The groundbreaking of the project contributes to realizing the goal of building Dong Ha into a green city, effectively adapting to climate change, connecting infrastructure, ensuring traffic safety for people. At the same time, it clearly demonstrates humanity when the government prioritizes infrastructure investment to serve the daily life and livelihoods of low-income people, contributing to reducing natural disaster risks, improving the quality of life and ensuring fairness in access to urban infrastructure.

According to Mr. Ho Sy Trung, in order to implement synchronously, with quality and to ensure the progress of the works of this important project, the City People's Committee will continue to direct the Project Management Board and related units to strictly implement regulations on construction investment and labor safety. At the same time, regularly monitor, inspect, promptly remove obstacles during the construction process, minimizing the impact on the lives and environment of residential areas.

The local government also hopes to continue receiving the companionship, supervision and support of the people, agencies and units so that the project can be completed on schedule, contributing to building Dong Ha to develop green, clean, beautiful and sustainable.
