Deploying guidelines on the standard framework for titles, orientation for arranging leadership and management positions in commune-level apparatus

Comrade Kim Chi Hoa, Deputy Head of the Provincial Party Committee's Organization Board, deployed Instruction No. 07-HD/TU, dated May 13, 2025 of the Provincial Party Committee's Standing Committee.

At the meeting, comrade Kim Chi Hoa deployed Instruction No. 07-HD/TU, dated May 13, 2025 of the Provincial Party Standing Committee on guiding the framework of title standards and orientations for arranging leadership and management positions when arranging the organizational apparatus of wards and communes in Tra Vinh province.

Instruction No. 07-HD/TU of the Provincial Party Standing Committee details 16 groups of commune-level positions, including: (1) Member of the Commune Party Executive Committee; (2) Member of the Commune Party Standing Committee; ( 3) Secretary of the Party Committee, Chairman of the Commune People's Council ; (4) Permanent Deputy Secretary of the Commune Party Committee; (5) Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee; (6) Vice Chairman of the Commune People's Council; (7) Vice Chairman of the Commune People's Committee; (8) Chairman of the Vietnam Fatherland Front Committee at the commune level; (9) Chief of Office, Head of the Party Building Committee, Chairman of the Party Committee Inspection Committee; (10) Heads of specialized departments and units under the Commune People's Committee; (11) Director of the Commune Political Center; (12) Deputy Chief of Office, Deputy Head of the Party Building Committee, Deputy Head of the Party Committee Inspection Committee; (13) Vice President of the Vietnam Fatherland Front concurrently serves as President of the Women's Union, Secretary of the Youth Union, President of the Veterans Association, President of the Farmers' Association, and President of the Commune-level Trade Union; (14) Member of the Party Committee's Inspection Committee; (15) Deputy Head of Department, Board, Unit under the People's Council, People's Committee at the commune level; (16) Deputy Director of the Political Center.

As for the positions of Chief and Deputy Chief of Police; Commander and Deputy Commander of the Commune-level Military Command, the Central Government shall prescribe or apply standards and conditions according to industry regulations (if any).

Comrade Le Thanh Viet, Head of the Organizing Committee of Duyen Hai District Party Committee, spoke at the meeting.

According to Instruction No. 07-HD/TU, in general, the arrangement of commune-level cadres must strictly comply with the Party's principles, especially the principle of democratic centralism. Ensure the direct direction of the Provincial Party Committee Standing Committee and promote the role of the leader. The arranged cadres must ensure morality, talent, have specific work products, be clearly planned and evaluated by results. Encourage the arrangement of young, female and ethnic minority cadres, ensure a reasonable structure in the Party Committee. Require the Party Committee Secretary and the People's Committee Chairman at the commune level not to be local people.

Cadres assigned to leadership and management positions at the commune level must ensure 6 general standards:

(1) Have a strong political stance, be absolutely loyal to the interests of the Party, the State and the People; adhere to Marxism-Leninism, Ho Chi Minh Thought, the Party's renewal policy, the goals of national independence and socialism. Resolutely fight to protect the Party's ideological foundation, the Constitution and laws of the State;

Comrade Nguyen Minh Canh, Head of the Organizing Committee of Cau Ngang District Party Committee, spoke at the meeting.

(2) Have moral qualities, exemplary and pure lifestyle; strictly implement Party regulations, principles of democratic centralism, self-criticism and criticism; have a sense of organization and discipline and a high sense of responsibility in work, maintain internal solidarity; be diligent, frugal, honest, impartial; declare assets and income honestly and transparently; not be opportunistic, ambitious for power, local, factional, corrupt, negative, "group interests"... Do not let spouse, children, relatives take advantage of position and authority for personal gain.

(3) Have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, scientific and effective working methods; practice what you preach, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; have achievements and results in the assigned area and field of work.

(4) Have professional qualifications, political theory, and state management that meet the requirements and assigned tasks; necessary and appropriate IT and foreign language skills. Ensure standards and conditions according to Plan No. 265-KH/TU, dated April 25, 2025 of the Provincial Party Standing Committee.

(5) Be healthy enough to perform the duties; ensure the age for appointment and nomination according to the regulations of the Party and State.

Comrade Tran Thi Bich Phuong, Provincial Party Committee member, Secretary of Cang Long District Party Committee spoke at the meeting.

(6) Strictly comply with the assignment of competent authorities. Individuals and their families must strictly comply with the Party's guidelines and the State's policies and laws. Responsibility to set an example for leaders and managers, especially key leaders at all levels.

According to Instruction No. 07-HD/TU, in addition to the general standards, in the 16 positions mentioned above, each position is clearly and specifically regulated regarding: position standards, qualification standards, age standards, and subjects (orienting the arrangement of staff according to principles and order of priority).

At the meeting, comrade Duong Hien Hai Dang deployed Official Dispatch No. 1814/BNV-TCBC, dated April 26, 2025 of the Ministry of Home Affairs on guiding the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government and Official Dispatch No. 1298-CV/TU, dated May 13, 2025 of the Provincial Party Standing Committee on the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

Comrade Duong Hien Hai Dang, Provincial Party Committee member, Director of the Department of Home Affairs, deployed official dispatches of the Ministry of Home Affairs and the Provincial Party Committee Standing Committee.

Accordingly, in Official Dispatch No. 1298-CV/TU of the Provincial Party Standing Committee, the Provincial People's Committee is requested to direct the Department of Home Affairs to fully and correctly compile the list of cases eligible for policy leave according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government to send to the Ministry of Home Affairs to report to the competent authority to allocate funds for implementation.

The Provincial Party Committee's Organizing Committee coordinates with the Department of Home Affairs to review the list of cadres eligible for retirement policies under the management of the Provincial Party Committee's Standing Committee and cadres and civil servants of the Party and mass organizations to send to the Provincial People's Committee to compile a complete list and send it to the Ministry of Home Affairs as required and within the prescribed time.

District Party Committees, Town Party Committees, and City Party Committees review and synthesize the list under management and report to the Provincial Party Committee's Organization Committee for synthesis and timely submission according to regulations.

The content of the reported data is in accordance with the requirements in Official Dispatch No. 1986/BNVTCBC, dated May 2, 2025 of the Ministry of Home Affairs on the situation and results of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system; reporting data on the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP according to the form up to April 30, 2025 and the expected number of people implementing the above policies and regimes up to December 31, 2025.

Speaking at the meeting, comrade Nguyen Van Hieu requested the District Party Committees, Town Party Committees, and City Party Committees to urgently and seriously implement Instruction No. 07-HD/TU of the Provincial Party Committee Standing Committee.

The Party Secretary and the Standing Committee of the Party Committee at the district level must uphold their sense of responsibility and proactively coordinate with relevant agencies in preparing plans to arrange and assign cadres, civil servants and public employees to ensure strictness, transparency and compliance with regulations; well meeting the trust and expectations of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee in arranging and assigning cadres.

The arrangement of cadres ensures 06 general principles, in which, focusing on the principle of selecting and arranging leaders and managers with prestige, outstanding capacity, and specific products; with qualifications and practical experience, suitable to the practical situation of the cadre team and the political tasks of each locality; ensuring the building of a team of leaders and managers at the commune level with qualities, capacity, prestige, equal to the tasks in the new situation.

The arrangement and assignment of cadres must be careful, scientific, strict, democratic, transparent, fair, impartial, objective, with specific principles and criteria and must consider the entire working process and dedication of the cadres; based on professional qualifications, capacity, strengths, prestige, work experience, ensuring inheritance and development.

Strictly implement power control and prevent corruption and negativity in personnel work. Absolutely avoid local tendencies and thoughts, "group interests", "factions", "familiarity", "relatives", and negativity in assigning, arranging, and recommending cadres.

In particular, for cadres who request to leave to resolve policies, consideration should be given to those with a high sense of responsibility, good capacity, good qualities, and good working efficiency to continue working.
