Dong Nai: GRDP in the first 9 months of the year increased by 8.86%

In the first 9 months of 2025, the total product in Dong Nai province (GRDP) increased by 8.86%, higher than the Government's target of 8.5%.

On October 17, Dong Nai Provincial Party Committee held the 1st Provincial Party Executive Committee Conference, term 2025-2030.

Reporting at the Conference, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh said that in the first 9 months of 2025, the world and regional economy continued to develop in a complicated and unpredictable manner; natural disasters, epidemics, and climate change occurred on a large scale, causing adverse impacts on socio-economic development... However, the total product in Dong Nai province (GRDP) increased by 8.86%, the target assigned by the Government was 8.5%.

The Provincial Party Committee always closely follows and seriously and effectively implements the resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the Government; focuses on leading, directing, and implementing the synchronous implementation of tasks and solutions. Therefore, in the first 9 months of 2025, the Provincial Party Committee achieved many positive, comprehensive, and important results in all fields.

Notably, the project to merge Dong Nai and Binh Phuoc provinces into the new Dong Nai province has been completed; the arrangement of commune-level administrative units has been carried out; the operation of district-level administrative units has been ended; and the two-level local government model has been organized and implemented in a stable, efficient, effective and efficient manner.

Dong Nai Provincial Party Committee has led and directed the successful organization of the Party Congress of 99 Party Committees at all levels under the province and the organization of the 1st Dong Nai Provincial Party Congress, term 2025-2030.

The socio-economic development is consistent with the target of double-digit economic growth, in which GRDP increases by 8.86%, total social investment capital is estimated at more than 489,000 billion VND, up 13.79%; supply and demand, prices of goods are stable; production and business activities grow positively; industrial production index increases by 14.03%; total retail sales of goods and consumer service revenue increases by 18.3%.

Attention is paid to removing difficulties and obstacles for key projects and works to continue promoting implementation, compensation, site clearance, and construction organization; especially the Long Thanh International Airport project, Bien Hoa - Vung Tau Expressway, Ring Road 3, relocation of Bien Hoa 1 Industrial Park...; starting construction of 8 projects and works with a total capital of about 50,000 billion VND on August 19, 2025; starting construction of 8 projects and works on September 27, 2025.

State budget revenue reached 63,983 billion VND, reaching 91% of the estimate assigned by the Prime Minister and 86% of the estimate assigned by the Provincial People's Council; agricultural, forestry, livestock and fishery production was stable, especially the New Rural Development Program achieved many outstanding results.

The work of caring for policy families, people with meritorious services, poor people in difficult circumstances, social security policies, gratitude... has been fully, practically and promptly implemented; the fields of culture, social security, education, training, tourism, sports, information and communication, science, technology, innovation and digital transformation continue to receive attention and promotion.

Leadership, direction and management methods have many innovations in a specific and in-depth direction, with the spirit of 6 clear: "clear people, clear work, clear responsibility, clear time, clear authority, clear results".

National defense, security, and social order and safety are maintained, avoiding passivity and surprise, especially during holidays and Tet; 100% of military recruitment targets are completed at all three levels.

The work of preventing corruption, negativity and waste has been promoted; the ideological situation within the Party, civil servants, public employees, workers and people has been stable after the reorganization and streamlining of the apparatus in the spirit of Resolution No. 18-NQ/TW.

Dong Nai Provincial Party Committee has led and directed the successful organization of the 99 Party Congresses at all levels under the province, especially the successful organization of the 1st Dong Nai Provincial Party Congress, term 2025-2030, ensuring solemnity, thoughtfulness, and strictness, achieving the goals and requirements.

Low disbursement of public investment capital, slow site clearance

Dong Nai's public investment disbursement is low, site clearance is still slow.

Besides the outstanding results achieved, there are still some shortcomings and limitations such as economic growth is not yet prominent and clear; potentials and advantages exploited (especially advantages from land), and growth lever areas have been identified and determined, but the solutions and exploitation roadmap are not clear and the efficiency is not high.

The disbursement rate of public investment capital is still low, reaching only 41.08% of the capital assigned by the Prime Minister; compensation, site clearance, and resettlement arrangements for a number of key projects and works in the province have changed but progress is still slow.

The handling of difficulties and obstacles in projects and backlogs has not ensured the required progress; land valuation and auction work has achieved initial positive results but has not yet ensured the goals set by the Provincial Party Committee.

The work of urban and rural planning, approval of general urban planning projects, and planning of construction subdivisions is still slow. The rate of social housing development for cadres, civil servants, armed forces, public employees, laborers and workers is still low. The life of a part of the people in ethnic minority and border areas is still difficult...

The causes of the above-mentioned shortcomings and limitations are both objective and subjective; some of which are affected by the volatile world situation. The leadership and direction of some Party committees, Party organizations, and leaders are not really proactive and decisive; awareness of the role of Party building and rectification and the political system is not really comprehensive; management and operation capacity sometimes does not meet requirements; handling of difficulties, obstacles, and "bottlenecks" is still slow.
