On the morning of October 18, concluding the 4th National Online Conference on promoting public investment in 2025, Prime Minister Pham Minh Chinh paid special attention to the role of the leader, emphasizing the need to deal with weak, negative officials who do not complete their tasks in the spirit of "lack of spirit, responsibility, and violations must be dealt with; delay and indifference must be replaced".
The head decides on the progress of public investment disbursement.
The conference assessed and determined that public investment disbursement is an extremely important task, so the Government and the Prime Minister paid close attention and directed it closely and resolutely. Right from the first days of the year, they directed the organization of many national conferences and issued many telegrams and directives.
The Government and the Prime Minister have directed the amendment, supplementation and adjustment of regulations of many Laws, Decrees and Resolutions to remove difficulties and obstacles; strengthen decentralization, decentralization, cut and simplify processes, procedures, records, and digitize the entire process of approval, allocation, payment and settlement of public investment capital.
In particular, the Prime Minister and Deputy Prime Ministers regularly make business trips and work with localities to directly direct and resolve problems and difficulties in institutions, processes, regulations, etc., and inspect the progress and quality on the ground of important national works and key projects.
State budget capital is focused on key infrastructure projects, highways, airports, and high-speed railways, creating new development momentum for regions and localities.
The national public investment disbursement reached 455 trillion VND, reaching 50.7%, of which 9 ministries, central agencies and 16 localities had disbursement rates above the national average; while 29 ministries, central agencies and 18 localities had disbursement rates below the national average.

Reviewing the reasons for slow public investment disbursement, delegates from Lai Chau, Lam Dong, Tuyen Quang, Can Tho... said that part of the reason was due to delays in work after the rearrangement and reorganization of administrative units and two-level local governments; some related to institutions, land laws, project appraisal...
However, the main reasons are due to limited implementation, especially in site clearance; difficulties in materials; capacity and responsibility of investors, project management boards, contractors; weather conditions, natural disasters, and terrain.
Meanwhile, ministries, branches and localities with high public investment disbursement rates, even 100% completion such as Ha Tinh, Ninh Binh, Hai Phong... said that the lessons learned are to do a good job of directing and operating and enhancing the responsibility of leaders; closely monitor progress and operate right at the scene; dare to think, dare to do; proactively and promptly resolve difficulties and problems; especially tighten discipline and order, have a mechanism for inspection, evaluation, timely rewards and discipline.
After ministries, branches and agencies explained the reasons for the slow disbursement of public investment and solutions to overcome it; concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the determination of ministries, branches, agencies and localities to disburse 100% of public investment capital in 2025.
The Prime Minister affirmed that the Government is very determined, resolute, leading, directing, closely and resolutely promoting public investment; focusing on perfecting institutions and laws on public investment, by amending and supplementing many laws, and issuing decrees to remove difficulties and institutional bottlenecks to promote public investment.
To ensure substance, efficiency, smoothness, and no interruption when implementing the arrangement of administrative units and organizing two-level local governments, the Government has resolutely directed and promptly issued 28 Decrees on decentralization, delegation of power, and division of authority when implementing the two-level local government model as a basis for ministries, central agencies, and localities to organize and implement.
The Government Standing Committee has organized 3 national online conferences with ministries, central agencies and localities to promote public investment; the Government and the Prime Minister have issued 11 Resolutions, 1 Directive, 7 Official Dispatches, many directive and administrative documents; regularly and continuously worked with localities to resolve difficulties, make recommendations and inspect the actual situation in the area, urge the implementation of projects, especially key and important national projects, contributing to promoting public investment disbursement. Many important national projects and works are being implemented.
It is expected that by the end of 2025, 3,254km of expressways and 1,711km of coastal roads will be completed. The whole country has started and inaugurated 80 projects, with a total investment of 445 trillion VND to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day and 250 projects with a total investment of 1.28 trillion VND to celebrate the 80th anniversary of the August Revolution and National Day September 2.
The Prime Minister acknowledged and highly appreciated the results that ministries, branches and localities have strived to achieve, especially 9 ministries, central agencies and 17 localities with high disbursement rates, contributing significantly to promoting growth and developing the country's socio-economic infrastructure; reminded and severely criticized 17 ministries, agencies and 23 localities that have not fully allocated the capital plan assigned by the Prime Minister with a capital of 26.2 trillion VND and 29 ministries, agencies and 17 localities with disbursement rates below the national average.

The Prime Minister said that the slow disbursement of public investment was due to delays in compensation, site clearance, and resettlement. The supply of raw materials has not been well resolved, the price of raw materials has increased compared to the time of bidding, increasing costs; bidding, inspection, and examination work still has many limitations; handling of violations and delays in management and use of public investment capital has not been timely and strict.
Some localities are still not proactive, not resolute, still confused in direction and management, have low sense of responsibility, even have the mentality of avoiding, shirking responsibility, waiting in the process of arranging and organizing the apparatus...
In particular, the implementation of the conclusions and directions of the Government and the Prime Minister is sometimes slow and not strict in some places; communication work in some places is ineffective, not proactive, and not sufficient to gain people's agreement and support.
Violations must be dealt with; delays and indifference must be replaced.
Pointing out the causes of the existence and limitations, the Prime Minister affirmed that it was not due to the institution but due to the implementation organization, especially the human factor; the project preparation work was still sketchy; there was a state of avoidance, fear of mistakes, fear of responsibility in performing assigned tasks and the coordination between agencies was still not tight.
Highlighting lessons learned, Prime Minister Pham Minh Chinh requested that public investment disbursement be determined as both a responsibility, task, and assigned authority; and as a matter of conscience and ethics for those performing public duties. Each house built, each project and work completed contributes to the country's development, bringing joy, excitement, and happiness to the people, and strengthening the people's trust in the Party and the State.

The Prime Minister directed ministries, branches, agencies and localities to resolutely, synchronously and closely implement tasks and solutions to promote disbursement of public investment capital, striving to complete 100% disbursement of public investment capital by 2025.
The Prime Minister requested Ministers, Heads of sectors, and Chairmen of provincial People's Committees to uphold their sense of responsibility and promote their role as leaders in leading, directing, and organizing implementation; "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, and the Fatherland is waiting; only discuss action, not retreat", "the more pressure, the more effort must be made".
Relevant parties regularly review, urge, promptly detect and resolve difficulties and problems arising in each project, especially key projects; personalize responsibilities to each individual; consider disbursement results as one of the important bases to evaluate the level of completion of annual tasks of organizations and individuals according to Regulation 366 of the Politburo.
Ministries, central and local agencies strictly implement Government Resolutions, Directives, Official Dispatches of the Prime Minister and Government directives on urging the allocation and disbursement of public investment capital in 2025 - determined to disburse 100% of the plan assigned by the Prime Minister; not to let the situation of "having money but not being able to spend it" happen.
Relevant parties urgently allocate details of the entire public investment plan for 2025, especially the capital plan assigned from the source of increased central budget revenue in 2024.
Relevant agencies urgently review and evaluate the disbursement status of each project; classify projects according to disbursement level; thereby build specific disbursement progress for each week, month, quarter and have specific and appropriate solutions to promote disbursement to achieve the set target.
Agencies and units assign specific tasks to leaders of ministries, agencies and localities in charge of monitoring the disbursement of each project and project group in conjunction with evaluating work results. Functional units regularly review and promptly adjust capital from projects with slow disbursement or no disbursement capacity to projects with good disbursement capacity and in need of additional capital.
Localities resolutely carried out site clearance work, mobilizing the entire political system, especially the heads of Party committees, authorities, Fatherland Fronts, and mass organizations at the provincial and communal levels.
Localities also resolutely implement the conclusions and directions of competent authorities on the implementation of two-level government; promptly handle difficulties according to their authority; synthesize and report to competent authorities to thoroughly handle difficulties and problems; promptly perfect the apparatus, ensure project management and accounting personnel to implement projects.
Reiterating the role, significance and importance of public investment disbursement, the Prime Minister directed to uphold discipline, strengthen inspection and supervision; strictly handle investors, project management boards and contractors who intentionally cause difficulties, obstruct and slow down the progress of capital allocation and disbursement; review and promptly handle weak and negative officials who do not complete assigned tasks with the spirit of "lack of spirit, responsibility and violations must be dealt with; delay and indifference must be replaced".
The Prime Minister requested to focus on removing difficulties and obstacles in the exploitation of common construction materials to ensure supply, especially for key national infrastructure projects, demonstrating the determination of "Smooth supply, accelerated infrastructure", and implementing with the spirit of "Where there are obstacles, remove them immediately".
Ministries, agencies and localities synthesize proposals to adjust the 2025 capital plan from ministries, agencies and localities that are slow in allocating, slow in disbursing, and unable to disburse to ministries, agencies and localities with good disbursement capacity and need for additional capital to speed up project progress, report to competent authorities; complete before October 25, 2025.

Prime Minister Pham Minh Chinh requested promoting the role of Working Groups of Government members working with localities to urge and remove difficulties and obstacles in production and business, import-export, public investment, import-export, infrastructure construction, social housing; integrating national target programs; and implementing two-level local government.
Ministries, branches, agencies and localities are preparing to start construction and inaugurate large-scale works and projects on December 19, 2025 to celebrate the 14th National Party Congress. The Prime Minister reminded ministries and agencies, according to their assigned functions and tasks, to study and promptly handle the recommendations of delegates attending the Conference according to their authority and regulations; and propose to report to the Prime Minister on matters beyond their authority.
The Prime Minister noted large-scale projects that are of a situation-changing nature, especially highway projects, railways connecting with China, urban railways, North-South high-speed railways, Ninh Thuan nuclear power plant, etc.
Prime Minister Pham Minh Chinh requested heads of ministries, branches, agencies and localities to avoid the situation of "hot above, cold below; hot in meetings, cold after meetings"; promote the highest sense of responsibility in disbursing public investment, all for the country and the people./.
