Upholding the tradition: "Absolute loyalty, unity, creativity, dedication, meticulousness, and adherence to work principles."
In his speech at the commemoration ceremony, Central Committee member and Chief of the Central Party Office Pham Gia Tuc stated that 95 years ago, following the Party Founding Conference (February 1930), the first meeting of the Provisional Central Executive Committee of the Communist Party of Vietnam in October 1930 decided to establish specialized departments to assist the Central Party Committee, including the Party Committee Office. Based on this historical event, the Secretariat of the 9th Central Party Committee decided to designate October 18th as the traditional day of the Central Party Office and the Party Committee Offices at all levels.

In May 1947, at the Viet Bac base (Quang Nap commune, Dinh Hoa district, now Binh Thanh commune, Thai Nguyen province), the Standing Committee of the Central Party Committee decided to establish the Office of the Standing Committee of the Central Party Committee (now the Central Party Office), appointing Comrade Le Van Luong as Secretary of the Office. In June 1949, at the Viet Bac base, the Central Committee convened a National Conference of Party Offices and adopted an important resolution, defining the basic issues of Party committee office work such as: Principles and forms of organization, working methods, working relationships; position, functions, tasks, powers, organizational structure, and personnel of the Central Party Office and Party committee offices at all levels. This marked a fundamental milestone in the operation of the Central Party Office and Party committee offices at all levels.
Pham Gia Tuc, Chief of the Central Party Office, emphasized that, looking back at 95 years of construction and development, the activities of the Central Party Office and the offices of Party committees at all levels have always been closely linked to the glorious history of the Communist Party of Vietnam, to the activities of the Central Committee, the Politburo, the Secretariat, the high-ranking Party leaders, and the leaders of Party committees at all levels. Generations of cadres of the Central Party Office and Party committee offices have overcome countless hardships and challenges, readily sacrificing their lives and blood, remaining steadfastly loyal to the Party, always adhering to and fulfilling their duties, making very important contributions to maintaining communication and ensuring the leadership and guidance of the Central Party Committee, President Ho Chi Minh, and Party committees at all levels, leading the country through countless difficulties, "rising from the mud and shining brightly," winning independence and freedom for the Fatherland, conducting resistance wars against invaders, unifying the country, building and firmly defending the Fatherland, and entering a new era, an era of national progress with the goal of becoming a prosperous, powerful, and civilized nation, where the people are well-off and happy.
Over 95 years of construction and development, with the achievements and successes attained, the Central Party Office has been awarded the Gold Star Order by the Party and the State; the Office of the Party Committee of Zone 5 and the Finance and Trade Department of the Party Committee of Zone 5 have been awarded the title of Hero of the People's Armed Forces; and many other prestigious titles have been bestowed upon collectives and individuals of the Central Party Office...

The Central Party Office has thoroughly understood and effectively implemented the Party and State's policies on emulation and commendation; organizing many emulation movements among cadres, civil servants, and employees in accordance with President Ho Chi Minh's teaching: "Emulation is patriotism, and patriotism requires emulation." The emulation movements at the Central Party Office have been vibrant, continuous, practical, and widely disseminated, attracting the voluntary and active participation of a large number of cadres, Party members, civil servants, and employees in the agency, making a significant contribution to the successful completion of assigned political tasks and further enhancing the tradition of "absolute loyalty, solidarity, creativity, dedication, meticulousness, and adherence to working principles" of the Central Party Office. From these emulation movements, many exemplary collectives and individuals with outstanding achievements have emerged, receiving commendations and awards.
Concise advice - on the right thing - at the right time - easy to implement.
Speaking at the commemoration ceremony, General Secretary To Lam affirmed that over the past 95 years, countless Party committee office staff have sacrificed, endured hardships, upheld principles, maintained discipline, and taken on difficult tasks to ensure the smooth running of the Party's work. Some contributions are not mentioned in official documents but are deeply reflected in the quality of decisions; there have been many sleepless nights, many Sundays and holidays spent working, and periods of intense pressure before deadlines to ensure a document is issued on time, a paper is produced promptly, a conference is successful, and a policy is implemented effectively...

The General Secretary expressed profound gratitude to the cadres who wholeheartedly dedicated themselves to their work, daring to sacrifice personal interests for the collective good and the common good; acknowledged and appreciated the contributions of previous generations; and cherished those comrades who continue to "keep the flame" of discipline burning, being meticulous, humble yet effective, and serving as shining examples for those who follow, for the present generation to learn from.
Entering the digital era, the digital society, and the digital economy, the Party Committee Office system needs to shift from "manual processes" to "digital processes," from "distributed paper documents" to "unified, interconnected, and secure data," and from "habitual handling of incidents" to "results-based management." The General Secretary proposed that the Central Party Office act according to three major directions: To comprehensively digitize the entire lifecycle of documents and work files; to implement digital signatures, digital calendars, digital task assignments, and digital reports; and to build a standardized, shared data warehouse, ensuring security, safety, and sustainability. Standardize processes according to the principle of "one-time input - multiple uses," shorten processing time, and ensure fast and accurate retrieval; using the satisfaction level of agencies and the people as a measure. Develop digital capabilities for office staff in data skills, information security, and analytical synthesis. Combining strict discipline with flexible creativity to provide concise, relevant, timely, and easily implementable advice.
The General Secretary requested that the Central Party Office carry out six tasks: it needs to play the role of "conductor," setting an exemplary example for the entire system of Party committee offices and offices of the entire political system. When advising the Central Committee, the Politburo, and the Secretariat on strategic matters, it needs to clearly state the issue, present the correct plan, specify sufficient resources, outline the roadmap in detail, and clearly state responsibilities. It needs to build unified professional standards from the central to the grassroots level: standardizing documents, streamlining processes, measuring time, quality, and cost; and providing regular training and development for cadres. It needs to build a culture of quality in work and documents. It needs to build a culture of exemplary conduct: leaders and managers must match words with actions, adhere to information discipline, maintain confidentiality of documents, and respect the truth; and promote the spirit of cooperation and interconnectedness between the advisory agencies of the Party and the State. In the coming period, the Central Party Office needs to make thorough preparations for serving the 14th National Congress of the Party.

With the rich tradition of 95 years of the Central Party Office and the offices of Party committees at all levels, and with the spirit, awareness, and responsibility of Party members and workers, the General Secretary believes that all comrades working in the offices of Party committees will overcome all difficulties and challenges, fulfill all assigned tasks, and make worthy contributions to the country's development goals in the new revolutionary period, upholding and promoting the tradition of "Absolute loyalty, unity, creativity, dedication, meticulousness, and adherence to principles" of the Central Party Office.
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam presented the First-Class Labor Order to the Central Party Office for its exceptionally outstanding achievements in strategic advisory work serving the Politburo and the Secretariat in organizing and managing the Party's leadership work, and for its great achievements in the socio-economic development of the country.

Permanent member of the Party Central Committee Secretariat Tran Cam Tu presented the Prime Minister's Certificate of Commendation to the collective and individuals of the Party Central Office in recognition of their outstanding achievements in activities commemorating the 50th anniversary of the Liberation of the South and the reunification of the country.
In recognition of the achievements of exemplary collectives and individuals during the 2020-2025 period, the Chief of the Central Party Office awarded Certificates of Merit to 16 collectives and 44 individuals.
On this occasion, the Central Party Office launched the emulation movement for the period 2025-2030 and a peak emulation campaign to celebrate the 14th National Congress of the Party.
