The 81st National Police Conference opens in Hanoi.

On the morning of December 15th, the 81st National Police Conference was solemnly inaugurated in Hanoi. The conference was honored to welcome Politburo member and Prime Minister of the Socialist Republic of Vietnam, Pham Minh Chinh, who attended and delivered a keynote address. Politburo member, Secretary of the Central Party Committee of Public Security, and Minister of Public Security, General Luong Tam Quang, chaired the conference.

In his opening remarks at the Conference, Minister Luong Tam Quang stated: In accordance with the work program, today the Central Party Committee of Public Security and the Ministry of Public Security are organizing the 81st National Public Security Conference to summarize and evaluate the situation and results of all aspects of public security work in 2025; to summarize the work on combating corruption, waste, and negative phenomena; to thoroughly understand and implement the two new Politburo regulations on intelligence work; and to summarize the "For National Security" emulation movement in 2025, and to launch the "For National Security" emulation movement in 2026 within the People's Public Security force.

In 2025, alongside fundamental advantages, both internal and external situations present increasing challenges and pressures on security and order protection. However, under the leadership of the Party, the management of the State, the close coordination and cooperation of the People's Army and various ministries, departments, and localities, and with the support and assistance of the people and international friends; the People's Public Security Force, with the spirit of "For the nation, sacrificing oneself; for the people, serving wholeheartedly," has exemplified the implementation of the Party's strategic policies, daring to think, daring to act, daring to innovate, and daring to take responsibility for the common good; and has successfully achieved the highest and most overarching goal: "Ensuring national security firmly in all situations, creating positive changes in social order and safety, contributing to maintaining political and social stability, creating a peaceful, stable, secure, and safe environment, and effectively serving the country's economic, cultural, social, and foreign policy development."

The year 2026 holds special significance, marking the first year of implementing the Resolution of the 14th National Congress of the Party, continuing the implementation of the "Four Pillars" and three specialized resolutions of the Politburo, with a series of new and groundbreaking ideas aimed at lifting the country out of the middle-income trap, striving to achieve two strategic goals: 100 years under the Party's leadership and 100 years since the founding of the nation, and becoming a developed, high-income country by 2045. This context creates both favorable conditions and new demands on the tasks of protecting national security, ensuring social order and safety, and building the People's Public Security Force. This is also the first year of implementing the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry, with highly combative goals and targets aimed at further elevating all aspects of police work, striving to create new milestones and miracles, and increasing the contribution of police work to achieving the Party's strategic goal of "peace, stability, sustainable development, high quality, and improving all aspects of people's lives".

The 81st National Public Security Conference aims not only to fully, comprehensively, and deeply assess the situation and results of work in 2025, including strengths, weaknesses, limitations, causes of weaknesses and limitations, and to draw lessons learned; to thoroughly understand and implement the two Politburo Regulations on intelligence work, the Resolution of the Central Public Security Party Committee, and the Ministry's Directive on the tasks of public security work in 2026; but also, with the extremely glorious responsibility of discussing solutions to ensure that from 2026 onwards, the public security force will move quickly and steadily forward, creating a foundation and momentum for the successful implementation of the Resolution of the 8th Congress of the Central Public Security Party Committee, and continuing to affirm its exemplary and leading role in implementing the Resolution of the 14th Congress and the Party's strategic policies.

The 81st National Police Conference has extremely important agendas. Minister Luong Tam Quang urged delegates to uphold a high sense of responsibility, focus their intellect, set an example, face the truth, speak frankly and truthfully, and speak completely, without repeating achievements or results. He emphasized identifying existing shortcomings, limitations, difficulties, and obstacles, and discussing solutions to overcome them. He stressed the importance of analyzing and accurately forecasting trends in the situation, recognizing opportunities, advantages, difficulties, and challenges facing the task of ensuring security and order and building a revolutionary, professional, elite, and modern People's Police force; continuously innovating and improving the effectiveness of all aspects of work; and focusing on discussing and agreeing on policies and solutions to resolutely achieve the goals, requirements, and tasks for 2026...
