This morning, December 15th, at the National Assembly building, Politburo member, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly Tran Thanh Man chaired a meeting of the National Assembly leadership to review the work for 2025 and key tasks for 2026.

During the meeting, National Assembly Chairman Tran Thanh Man, Standing Vice Chairman Do Van Chien, and other Vice Chairmen focused on evaluating the National Assembly's performance in 2025.

Constitutional and legislative work has achieved a very high volume and meets high requirements.

The Chairman and Vice-Chairmen of the National Assembly assessed that 2025 is a year of special significance, being the final year of the 15th National Assembly's term. It takes place amidst a rapidly evolving and complex global and regional situation, while domestically, the focus is on achieving the socio-economic development goals of the entire term, and simultaneously addressing many large, difficult, complex, and unprecedented tasks. Furthermore, natural disasters, storms, and floods are occurring with great intensity and scope, causing severe damage to many localities and the lives of the people.

Despite facing numerous difficulties and challenges, our country has maintained its growth momentum, ensured macroeconomic stability, and maintained the major balances of the economy. State budget revenue (increased by over 30% compared to the same period), import and export activities, and foreign investment attraction have achieved positive results; many localities have achieved high growth rates. These results create an important foundation for implementing development goals in the next phase.

Regarding the National Assembly, in 2025, it successfully held 3 National Assembly sessions and 23 sessions of the Standing Committee of the National Assembly, with a very large volume of content, many new, difficult, and unprecedented issues. Among the outstanding achievements were the high volume and requirements of constitutional and legislative work. Legislative work achieved very important results, innovating the thinking on lawmaking to ensure effective state management, promote decentralization and delegation of power; thoroughly reduce administrative procedures; and place citizens and businesses at the center and as subjects in legal regulations.

The National Assembly reviewed and adopted a Resolution amending and supplementing the 2013 Constitution; and passed 89 laws and 24 normative resolutions. The Standing Committee of the National Assembly adopted 4 ordinances and 32 normative resolutions, the largest volume of legislation since the beginning of the term, making a significant contribution to perfecting the institutional framework, removing bottlenecks, and unlocking resources for development.

At the same time, for the first time, the National Assembly organized the Lawmaking Forum and the Oversight Forum, further affirming the strong innovation in lawmaking thinking, shifting the focus from a management mindset to a development-oriented mindset.

The restructuring and streamlining of the organizational apparatus has been implemented seriously and decisively. The number of National Assembly agencies has been reduced from 13 to 8, and the National Assembly Office has been reduced from 29 to 9 units; the reorganization of the apparatus has been carried out synchronously, ensuring smooth, effective, and efficient operation, demonstrating exemplary spirit in implementing the Party's policies.

Parliamentary diplomacy continued to be proactively implemented, achieving many important accomplishments, serving over 60 high-level delegations entering and leaving the country, contributing to enhancing the position and prestige of the Vietnamese National Assembly, and making a practical contribution to the country's overall foreign policy.

National Assembly Vice Chairmen Nguyen Khac Dinh, Nguyen Duc Hai, and Nguyen Thi Thanh attended the working session.

The activities commemorating the 80th anniversary of the Vietnamese National Assembly were organized systematically and in depth, creating a positive political and social impact, contributing to strengthening the people's trust and attachment to the National Assembly. Approximately 18 out of 24 tasks have been completed, including the successful organization of the "Back to the Roots" program, the "Glory of the Vietnamese National Assembly" political and artistic program, the opening of the Vietnamese National Assembly Museum, and the publication of special commemorative books and postage stamps.

Digital transformation in the National Assembly's operations continues to be promoted. Digital technology and artificial intelligence are gradually being applied in synthesizing public opinion, processing information, serving legislation, supervision, and creating an important foundation for building a more modern National Assembly.

At the meeting, National Assembly Chairman Tran Thanh Man respectfully acknowledged and commended the sense of responsibility, close coordination, and great efforts of the Vice Chairmen of the National Assembly, the National Assembly's agencies, the National Assembly Office, and all officials and staff in fulfilling the tasks of 2025.

The Speaker of the National Assembly also requested that agencies seriously learn from experience regarding several issues, especially in coordinating advice and implementation; improve the quality of advice in the context of increasingly high new requirements; overcome the situation of delays in some tasks; and continue to promote digital transformation in a more substantive and balanced manner.

Reforming working methods throughout the entire National Assembly system.

Regarding key tasks for the coming period, National Assembly Chairman Tran Thanh Man emphasized the need to rectify working methods and tighten discipline and order. This includes strictly implementing Conclusion No. 226-KL/TW of the Party Central Committee, considering it a consistent requirement in leadership and management; fundamentally rectifying working methods throughout the entire system of National Assembly agencies, innovating working methods towards a scientific, disciplined, and efficient approach, streamlining conferences and meetings; and strengthening the application of information technology and digital transformation in conjunction with improving work processes. Strictly adhering to the principles of clear responsibilities, clear tasks, clear timelines, and clear results; and strengthening inspection and supervision of the implementation of directives, preventing delays and backlogs.

Furthermore, focus intensely on completing the 2025 work review, ensuring it is substantive, on schedule, and meets requirements; organize the review, evaluation, and ranking of collective and individual performance in 2025 seriously, objectively, and realistically; and overcome any tendency towards favoritism or avoidance. Link evaluations to the results of task implementation, paying attention to personnel work and the policies and regulations for officials and public employees. Seriously summarize and draw lessons from the Tenth Session, while fully preparing for the First Session of the 16th National Assembly, ensuring a smooth and proper transition.

The Speaker of the National Assembly requested the urgent completion of the signing and authentication of laws and resolutions passed by the National Assembly; strict implementation of the work of compiling and archiving documents after the session, assigning specific responsibilities to the heads of departments, and avoiding delays and errors.

The activities commemorating the 80th anniversary of the Vietnamese National Assembly were meticulously organized, solemn, and absolutely safe, with the focus on the 80th Anniversary Ceremony of the Vietnamese National Assembly and the Fourth Dien Hong Award Ceremony.

Improve the quality of advisory and support services for the activities of the Speaker of the National Assembly, the Deputy Speakers of the National Assembly, and the Standing Committee of the National Assembly. Innovate the briefing process to ensure clarity of tasks, responsibilities, and timelines.

Comprehensive preparation for the election.

For 2026, the first year of the 16th National Assembly's term, the Speaker and Deputy Speakers of the National Assembly emphasized the need to continue to strongly innovate legislative work, improve the quality of review, and ensure discipline and order in lawmaking.

Furthermore, focus on targeted thematic supervision, oriented towards areas with broad and deep impacts on the lives of citizens and businesses. Strengthen the monitoring and urging of the implementation of National Assembly resolutions, enhance the accountability of ministries and agencies; promote the application of information technology and artificial intelligence in the National Assembly's operations, moving towards a digital National Assembly.

Continue to innovate in addressing citizens' petitions, strengthen thematic and sectoral voter outreach; comprehensively prepare for the 16th National Assembly election, ensuring progress and compliance with regulations, especially regarding personnel, constituencies, and voter data; strengthen parliamentary diplomacy and promote Vietnam's role in international forums.

The Chairman of the National Assembly requested adherence to the Party's leadership; timely implementation and institutionalization of resolutions, directives, and conclusions of the Central Committee, the Politburo, and the Secretariat; review, amendment, supplementation, and improvement of the legal system on the organization and operation of the National Assembly and other agencies in the political system in accordance with Conclusion No. 210-KL/TW; and the development, promulgation, and implementation of the Action Program to implement the Resolution of the 14th National Congress of the Party.

Proactively prepare and organize the sessions of the National Assembly and the Standing Committee of the National Assembly well, first and foremost the First Session of the 16th National Assembly; effectively implement the 2026 legislative program; promptly advise on adjustments and additions to institutionalize the Party's policies and practical requirements; improve the effectiveness and efficiency of supervision and monitoring of the resolution of voters' petitions.

Focus on directing the successful organization of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; strengthen inspection and supervision of election work at the local level, ensuring that the new National Assembly quickly stabilizes its organization and operates effectively.

Promote digital transformation in the National Assembly's operations in a substantive and effective manner; strictly implement Resolution No. 57-NQ/TW and the "Digital Literacy for the People - Digital National Assembly" movement; require the unified and effective use of digital systems, ensuring information security and cybersecurity.

Maintain strict discipline, order, and workplace culture; practice thrift and combat waste; strengthen the management and storage of records and documents, preventing loss or leakage of information...
