The Ho Chi Minh City Election Committee for the 16th National Assembly and the 2026-2031 term (Ho Chi Minh City Election Committee) has announced the acceptance of applications for candidates for the 16th National Assembly and the 2026-2031 term. The application period runs from December 15, 2025 to 5 PM on February 1, 2026.

Candidate profile

The application dossier for candidates for the 16th National Assembly consists of the following components as stipulated in Clause 1, Article 2 of Resolution No. 40/NQ-HĐBCQG of the National Election Council:

- Application form for candidacy for the 16th National Assembly (according to mẫu số 01/HĐBC-QH);

- A curriculum vitae for candidates for National Assembly representatives (according to form No. 02/HĐBC-QH) bearing the seal and confirmation of the agency, organization, or unit where the candidate works or the People's Committee of the commune where the candidate resides.

- A brief biography of the candidate for National Assembly representative (according to form No. 03/HĐBC-QH);

- Declaration of assets and income of candidates for National Assembly representatives (according to form No. 09/HĐBC);

- Each candidate's application file must include two color passport-sized photos (4cm x 6cm) with a white background (excluding photos attached to the resume and biographical summary).

The application dossier for candidates for the Ho Chi Minh City People's Council for the 2026-2031 term must comply with the regulations in Clause 1, Article 2 of Resolution No. 40/NQ-HĐBCQG of the National Election Council, and includes:

- Application form for candidacy to the City People's Council for the term 2026 - 2031 (according to form No. 05/HDBC-HDND);

- Curriculum vitae for candidates for City People's Council (according to form No. 06/HĐBC-HĐND), with seal and confirmation from the agency, organization, or unit where the candidate works or the People's Committee of the commune where the candidate resides:

- Brief biography of candidates for City People's Council (according to form 07/HĐBC-HĐND);

- Declaration of assets and income of candidates for City People's Council representatives (according to form No. 09/HĐBC),

- Each candidate's application file must include two color passport-sized photos (4cm x 6cm) with a white background (excluding photos attached to the resume and biographical summary).

Provide complete and accurate declarations.

Candidates must fully and accurately declare the information as instructed in the application forms issued with Resolution No. 40.

The declaration can be made by hand or typed, but it must comply with the forms in the application file issued by the National Election Council. Candidates must sign each page of the application file.

Electronic files of election-related document templates can be downloaded from the National Election Council's website http://hoidongbaucu.quochoi.vn and the Department of Internal Affairs' website: https://sonoivu.hochiminhcity.gov.vn.

The candidate's photograph must have been taken within six months of the application submission date. In the resume or biographical summary, the candidate's photograph must be affixed in the designated location and stamped with the seal of the agency, organization, or unit where the candidate works, or the People's Committee of the commune where the candidate resides.

Regarding health certificates

For candidates running for National Assembly or Ho Chi Minh City People's Council (including nominated candidates and self-nominated candidates): a health certificate is not required in the application dossier.

For candidates nominated to run for full-time National Assembly deputies or full-time People's Council deputies: their application dossier must include a health certificate stating they are in good health, issued no more than six months prior to March 2026.

Get a health check-up at a Grade 1 hospital in the city (Nguyen Trai Hospital, People's Hospital 115, Gia Dinh People's Hospital, Nguyen Tri Phuong Hospital, Binh Dan Hospital, Hung Vuong Hospital, Tu Du Hospital) or Ba Ria General Hospital, Vung Tau General Hospital, Binh Duong General Hospital.

Candidates nominated by local agencies, organizations, or units, as well as self-nominated candidates, must submit two sets of application documents to the City Election Committee.

Candidates nominated by agencies, organizations, or units to run for the Ho Chi Minh City People's Council, and self-nominated candidates for the Ho Chi Minh City People's Council, must submit one set of application documents to the City Election Committee.

Candidates for the National Assembly and the People's Council of Ho Chi Minh City must fill out the application form and brief biography on the National Election Council's website before submitting their application documents as per Clauses 1 and 2 above.

The application period runs from December 15, 2025 to 5 PM on February 1, 2026. On Saturday (January 31, 2026) and Sunday (February 1, 2026), the Ho Chi Minh City Election Personnel Subcommittee will assign personnel to directly receive applications.
