Dau Giay - Tan Phu Expressway Project: 45 days to accelerate site clearance

The site clearance work for the Dau Giay - Tan Phu Expressway Project, which passes through four districts in Dong Nai province, will be carried out by local authorities. Therefore, Dong Nai is determined to basically complete it before June 30, before the end of operations of district-level administrative units.

The Dau Giay - Tan Phu Expressway project will start construction in August 2025.

Reclaiming nearly 380 hectares of land

Dau Giay - Tan Phu Expressway is the first section of Dau Giay - Lien Khuong Expressway. This expressway is over 60km long, passing through 4 districts: Thong Nhat, Xuan Loc, Dinh Quan and Tan Phu. The project is invested with the goal of meeting transportation needs, reducing traffic load and ensuring traffic safety on National Highway 20. Completing and putting into operation synchronously expressways with large capacity, traffic safety and high speed on the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor to promote socio -economic development of Dong Nai province in particular, the Southeast region in general; at the same time, creating a driving force for linkage, promoting cooperation and development of the Southeast region with the Mekong Delta, the Central Highlands and the South Central region. For Dong Nai province, this is a project that is assessed to open up opportunities for remote localities such as Dinh Quan and Tan Phu to develop.

According to the Thang Long Project Management Board (project investor), in 2025, the Dau Giay - Tan Phu Expressway Project will be allocated a capital of VND 814 billion for site clearance work. Up to now, this capital has been transferred to the accounts of the district land fund development centers to carry out the work of measuring, counting and compensating, including: Thong Nhat district VND 324 billion; Dinh Quan district VND 315 billion; Xuan Loc district VND 25 billion and Tan Phu district VND 150 billion.

The Dau Giay - Tan Phu Expressway Project is invested under the public-private partnership (PPP) method, BOT contract (build - operate - transfer). In phase 1, the project is invested and built according to the standards of a class 100 expressway, with a scale of 4 lanes and a roadbed width of 17m. The weak ground sections, bridges and emergency stops will be constructed to a complete scale with a roadbed width of nearly 25m. In mid-April, the Ministry of Construction issued a decision approving the results of selecting investors for the Dau Giay - Tan Phu Expressway Project (phase 1).

As for the site clearance work, it will be carried out in a complete phase with a total land area of ​​about 378 hectares.

Site clearance basically completed by the end of June

Because the section of the Dau Giay - Tan Phu Expressway Project passes through 4 districts, recently, the Provincial People's Committee has assigned the task of land acquisition, compensation, and site clearance to localities for implementation.

Chairman of Thong Nhat District People's Committee Mai Van Hien said that the Dau Giay - Tan Phu Expressway passes through 4 communes of the district with a length of nearly 16km. To implement the project, Thong Nhat District must reclaim about 98 hectares of land, of which about 60 hectares are land used by households and individuals. "Up to now, Thong Nhat District has issued a decision approving the compensation estimate and implementing the contract signing process with the surveying unit" - Mr. Mai Van Hien said.

Regarding resettlement, Mr. Hien said that because most of the land recovered by the people is agricultural land, there are only more than 20 cases that need to be resettled. The locality is preparing to start construction of 2 resettlement areas with an area of ​​about 20 hectares.

Similarly, the People's Committee of Xuan Loc district said that to implement the project, Xuan Loc district must reclaim about 5 hectares of land with 28 affected households. Of which, it is expected to resettle about 7-8 households. Xuan Loc district already has 3 resettlement areas with completed infrastructure investment.

Regarding land acquisition, Xuan Loc district has completed the construction and approval of the GPMB estimate, completed the selection of a consulting unit and signed a cadastral survey contract with the Provincial Land Registration Office.

Meanwhile, in Dinh Quan and Tan Phu districts, localities have also issued decisions approving the project's land acquisition and compensation estimates; at the same time, they have developed plans to arrange resettlement for households affected by the Dau Giay - Tan Phu Expressway Project.

“There are 131 cases in the district that need to be resettled. Currently, Tan Phu has resettlement areas with completed infrastructure investment with a scale of about 15 hectares” - Vice Chairman of Tan Phu District People's Committee Pham Duy Thi said.

In mid-May, at the working session on site clearance for the Dau Giay - Tan Phu Expressway Project, Vice Chairman of the Provincial People's Committee Ho Van Ha requested localities to launch a 45-day peak period for site clearance for the project. To speed up the progress, localities need to establish working groups led by members of the district Party Committee Standing Committee to carry out propaganda and mobilize people to hand over the site.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, the district-level administrative unit will be dissolved in early July. Therefore, the project's goal is to basically complete the site clearance work by the end of June, in which localities must complete the project's compensation and support plan by June 20 at the latest.
