According to the report, the Ho Chi Minh City Ring Road 4 project is implemented in Ho Chi Minh City and the provinces of Ba Ria - Vung Tau , Dong Nai, Long An and Binh Duong. This is an important national project and the National Assembly is the level that decides on the investment policy. The preliminary total investment for the investment phase (phase 1) is about 122,774.28 billion VND (including interest).
According to the plan, in November and December 2024, Ho Chi Minh City will coordinate with the provinces to complete the dossier to submit the pre-feasibility study report and specific policy mechanisms.
Quarter I/2025 submit for approval of pre-feasibility study report. Quarter II and Quarter III/2025 submit for approval of feasibility study report. Quarter IV/2025 organize investor selection.
Also in the fourth quarter of 2025, the site will be handed over. In the first and second quarters of 2026, the parallel road and collector road component projects will start. In 2028, the project will be completed and put into operation.

The localities agreed to balance their own capital sources for implementation. Long An province alone proposed that the central government support 33,000 billion VND, because the section of Ring Road 4 passing through the province is more than 78km long. For the section passing through Binh Duong province, the project will be implemented according to the policy approved by the Provincial People's Council and enjoy the common mechanisms and policies for the Ring Road 4 project.
Binh Duong and Dong Nai provinces also agreed to assign the task of implementing Thu Bien bridge (connecting the two provinces) to Dong Nai province.
