Ho Chi Minh City Ring Road 4 is over 200 km long, passing through Long An, Binh Duong, Dong Nai, Ba Ria - Vung Tau provinces and is the urban expressway belt of Ho Chi Minh City, which is very important, especially in terms of regional connectivity and creating new development momentum. The completion of Ring Road 4 will help form an industrial, urban, service, logistics belt, creating a very effective inter-sectoral and inter-local linkage chain.

Deputy Prime Minister Mai Van Chinh requested Ho Chi Minh City, Dong Nai and Tay Ninh provinces to urgently carry out investment preparation procedures after the National Assembly approves the project to start construction in early 2026.

At the groundbreaking ceremony, Chairman of Binh Duong Provincial People's Committee Vo Van Minh said that the province is implementing the emulation movement "Promoting the development of synchronous and modern infrastructure", contributing to the whole country's efforts to complete the goal of putting 3,000km of expressways into operation by 2025, creating the premise for putting 5,000km of expressways into operation by 2030. After a period of focused preparation with a spirit of urgency, seriousness and high responsibility; with the attention, leadership and direction of the Government and the Prime Minister; with the enthusiastic and effective coordination, guidance and support of the Central Ministries and branches, Binh Duong province has completed the documents and procedures to organize the groundbreaking ceremony for the construction of Ho Chi Minh City Ring Road 4, the section passing through Binh Duong province.

The Chairman of the People's Committee of Binh Duong province requested that enterprises, as investors, focus on implementing projects with the greatest effort and highest sense of responsibility to achieve the best results, specifically ensuring that projects are implemented on schedule, meeting quality and aesthetic requirements, complying with regulations on labor safety, traffic safety, environmental sanitation and fire prevention.
Mr. Vo Van Minh also requested the Directors of Departments, branches and Chairmen of People's Committees of localities where the projects pass through and are located to actively coordinate, guide and support investors to implement the projects in the most favorable conditions; at the same time, according to the assigned functions and tasks, they are responsible for monitoring, supervising and inspecting to detect, correct and handle existing problems (if any) from the beginning and promptly report and recommend the Provincial People's Committee to consider and resolve problems and difficulties if they are beyond their authority.
The Ho Chi Minh City Ring Road 4 project is a national key traffic project with a total length of about 207km; the section passing through Binh Duong province is 47.8km, with a scale of 8 complete expressway lanes, designed speed of 100km/h. In phase 1, the project invested in a full 4-lane expressway, including a continuous emergency lane with a roadbed width of 25.5m, designed speed of 100km/h; invested in the section from VSIP 2A Industrial Park to My Phuoc 3 Industrial Park synchronously with a scale of 62m, 10 lanes, designed speed of 80km/h; invested in allocating interconnecting and direct intersections and building parallel roads on both sides of the route to ensure the technical factors of the expressway and regional traffic connections.
