The project's delay not only wastes investment resources but also makes it difficult for people to travel, making the urban area look shabby and the environment polluted.
Slow progress due to site clearance problems
The project to build a road to Hanoi University is invested by the People's Committee of Nam Tu Liem District (old), now Dai Mo Ward People's Committee. The project is implemented to concretize the H2-2 Planning, scale 1/2000, approved by the Hanoi People's Committee in Decision No. 6631/QD-UBND dated December 2, 2015.

Accordingly, the project has an investment of over 127.3 billion VND, designed with a total length of 560.31m, divided into three sections: Route 1 is 108.75m long, the roadbed width is 23.5m, connecting from Nguyen Trai Street to the gate of Hanoi University; Route 2 is 309.94m long, the roadbed width is 17.5m, connecting from the gate of Hanoi University to Phung Khoang Street; Route 3 is 141.62m long, the roadbed width is 23.5m, connecting from Route 2 to Nguyen Trai Street. All of the above sections are designed with a synchronous system of roads, trees, lighting, water supply, drainage, electricity supply, technical trenches, telecommunication cables, fire prevention and fighting... according to the approved planning.
After starting construction, the investor directed the construction unit to implement the project in accordance with regulations, but due to problems with site clearance, construction had to be slowed down and then stopped completely from the end of 2024 until now.
Officer of the Economic , Infrastructure and Urban Department of Dai Mo Ward, Duong Quang Khai, said that the total area cleared for the project is 12,097.7m2 , including 1,187.1m2 of residential land of 51 households; 611.3m2 of non- agricultural land of 5 organizations and 10,299.3m2 of land managed by the People's Committee of Dai Mo Ward.
"Up to now, the locality has temporarily handed over 9,997.7 square meters of land, reaching 90% of the total cleared area to the construction unit to implement the project. Currently, there is still a part of the land area of households and the incense land of the pagoda that has not been cleared yet. In addition, the relocation of underground and above-ground works is still being implemented, which is also the reason affecting the project's progress," Mr. Duong Quang Khai explained.

Propaganda and mobilization of people to hand over the site soon
According to a survey by reporters of the Hanoi Moi Newspaper, the project to build a road to Hanoi University is unfinished, with only about 55% of the design volume completed, making this area messy and seriously polluted. Along route 2 of the project, the section connecting from the gate of Hanoi University to Phung Khoang Street (adjacent to the back gate of Phung Khoang Market), has long been turned into a "flea market", with many people setting up umbrellas and tents to sell agricultural products and food in the morning.
Garbage and wastewater are dumped directly onto the street by vendors and are not cleaned up properly, causing the air in this area to always smell unpleasant and the wastewater to stagnate and turn black. Here, all kinds of sewers, concrete slabs, etc. used for construction are left scattered on both sides of the road, making it difficult for people to travel.
Mr. Tran Quoc H., who lives near Phung Khoang market, Dai Mo ward, said that the slow and prolonged construction of the project has made the area around the project messy. In particular, because the construction is still in progress, the drainage system has not been completed, so every time it rains, the entire project area is deeply flooded, causing traffic safety problems.
"I request the investor to speed up the project implementation progress and complete it soon so that people can travel less arduously," Mr. H. expressed.

According to the officer of the Economic, Infrastructure and Urban Department of Dai Mo Ward, Duong Quang Khai, in order to speed up the project implementation progress, the Ward People's Committee is directing functional departments, residential groups, and organizations to mobilize and propagate so that households with remaining residential land area agree with the compensation, support and resettlement plan, and hand over the site soon. After having a clean site, the investor will direct the contractor to speed up the construction progress of the remaining items such as roadbed, drainage, technical trenches, sidewalks, tree planting, etc., striving to complete the project soon to put it into use.
The project's delay not only causes waste, but also makes it difficult for people in the area to travel. We propose that the People's Committee of Dai Mo Ward focus on clearing the remaining land, speeding up the progress, putting the project into use soon, meeting people's expectations, contributing to the completion of the infrastructure system and landscape in the area in particular and Dai Mo Ward in general.
