Important decisions of Hai Phong City People's Council

Faced with the current situation of old apartment buildings in Van My and No. 311 Da Nang , Ngo Quyen District, Hai Phong City, seriously degraded and requiring relocation and demolition, local authorities have repeatedly discussed how to handle an area of ​​more than 10 hectares in these two areas.

Over the past 10 years, Hai Phong City has proposed many plans. Among them, there is a plan to call for investment in building a commercial center combined with high-rise residential areas so that people currently living in these old apartment buildings can resettle on the spot.

In addition, the local government is also considering spending the budget to build social housing on-site for people living in this area as well as low-income people in the area to have a place to live.

However, the proposed options are difficult to implement because they require large budget sources or businesses are not very interested in building social housing in these areas.

Finally, Hai Phong City has found a way to solve the problem that has caused headaches for many years.

At the 18th Session held at the end of July 2024, the People's Council of Hai Phong City, term XVI, 2021 - 2026, unanimously approved the Resolution on investment policy for the Project to invest in the construction of technical infrastructure works at the old apartment buildings Van My and 311 Da Nang.

Accordingly, the Hai Phong City People's Council decided to invest nearly 854 billion VND to implement the project. The budget from the City budget is nearly 583 billion VND, the rest is from the Ngo Quyen district budget.

To implement the project, Hai Phong City will conduct site clearance within the scope of 5 old apartment buildings in area 311 Da Nang, Cau Tre ward and 11 old apartment buildings in Van My ward as well as households living in the area. The total area to be cleared is 10.07 hectares (excluding Sao Sang 3 Kindergarten).

On this area, in the period of 2023 - 2027, Hai Phong City will complete the technical infrastructure of the 4.5 ha resettlement area. Thereby, 267 lots will be arranged to serve the resettlement needs of projects in Ngo Quyen district as well as on-site resettlement.

In addition, Hai Phong City will build a system of flower gardens and green trees with an area of ​​about 1.2 hectares in this area.

The above resolution of the Hai Phong City People's Council received the consensus and support of the majority of local people because it "satisfies both sides". In particular, it solves the resettlement problem which is very difficult for central districts like Ngo Quyen. In addition, it also creates park space and green trees to improve the quality of life of inner-city residents.

Housing arrangements for low-income workers

Before implementing the project to invest in building technical infrastructure at the old apartment buildings Van My and 311 Da Nang, Hai Phong City will relocate thousands of households living here to new places.

In fact, most of the households living in the old Van My and 311 Da Nang apartments are low-income workers. Therefore, relocation not only helps them settle down and have a new, better place to live, but also needs to be at a reasonable cost.

Faced with this situation, recently, the leaders of Hai Phong City People's Committee have requested relevant departments and agencies to coordinate with Ngo Quyen District People's Committee to consider, arrange and implement plans to relocate and temporarily shelter households living in the two old apartment buildings of Van My and 311 Da Nang.

Accordingly, to ensure the safety of households when these old apartment buildings are currently seriously degraded, local authorities have reviewed and classified the records of more than 1,200 cases that need to be relocated and arranged in 9 apartment buildings from A1 to A9 in Van My ward.

Of these, it is expected that 682 cases with a direct rental contract with full documents will be considered for re-renting at HH1 - HH2 apartment building in Dong Quoc Binh ward (Ngo Quyen district, Hai Phong city) in case the households agree to relocate. The relocation will be carried out until all the vacant apartments in HH1 - HH2 apartment building are gone. The relocation will be carried out until September 30, 2024.

For the remaining cases in the remaining old apartment buildings, Ngo Quyen district authorities will consider arranging temporary residence and shelter to ensure the safety of people's lives and consider giving priority to buying and renting houses in social housing projects combined with solving housing for households living in old apartment buildings.

According to the Social Housing Project combined with housing solutions for households in old apartment buildings approved by the Hai Phong City People's Council in Resolution No. 04/NQ-HDND dated April 12, 2022, after 2025, households living in the above two apartment buildings will enjoy the social housing purchase policy at the Social Housing Project at Warehouse 3 Lac Vien (No. 142 Le Lai, Ngo Quyen District, Hai Phong City).
