At the press conference of the Ministry of Home Affairs held on April 28, Director of the Department of Local Government Phan Trung Tuan informed about the progress of the arrangement of administrative units at the provincial and communal levels, the organization of the 2-level local government model as well as the plan for arranging personnel at the communal level after the arrangement.
Mr. Phan Trung Tuan said that so far, localities have basically completed the provincial and communal level arrangement projects. As of today (April 28), the Ministry of Home Affairs has received 20 project dossiers from 20 localities for appraisal.
“We are very urgent, focusing on maximum, working day and night, through the April 30-May 1 holidays to ensure progress, trying to submit to the Government all project documents at the provincial and communal levels nationwide before May 10, then get opinions from Government members and complete the project, striving to submit all project documents of the Government to the National Assembly and the National Assembly Standing Committee by May 15,” said Mr. Phan Trung Tuan.
Regarding the number of commune-level administrative units, Mr. Phan Trung Tuan said that because the Ministry of Home Affairs has only received proposals from 20 localities, there is no exact number yet. However, recently, the Ministry of Home Affairs has also directed localities to ensure the spirit of the Central Government and the General Secretary stated, that is, to reduce 60-70% of the total number of commune-level administrative units nationwide.
The direction of the Central Committee and the General Secretary is that the commune level must be close to the people, so the scale after the merger must not be too large. Localities will base on the above reduction rate to make arrangements. Depending on the actual situation, some localities will reduce by 60%, some localities will reduce by 70%, some localities may be a little higher, but the whole country must ensure the target of reducing by 60-70%.
"Initially, we estimate that after the merger, the whole country will have about 3,300 commune-level administrative units. That's the initial step, but when the National Assembly Standing Committee approves the Project, we will have the final number," said Mr. Phan Trung Tuan.
Regarding the standards for positions and titles of communal-level cadres and civil servants, Mr. Phan Trung Tuan said that currently, the Ministry of Home Affairs has advised the Government to submit to the National Assembly the draft Law on Civil Servants (amended), which will be considered at the upcoming National Assembly session, in which it proposes standards for positions and titles of communal-level cadres and civil servants, including communal-level civil servants.
After the Law on Civil Servants (amended) is passed, the Ministry of Home Affairs will advise the Government to issue a new decree specifically regulating this content. Currently, the standards for commune-level civil servants are being implemented according to Decree 33/2023 of the Government.
Regarding the plan for organizing personnel for commune-level administrative units, Mr. Tuan assessed that this is a particularly important issue in the context of implementing the current revolution in organizational arrangement.
Based on careful consideration, the Central Government basically agreed to keep the current number of staff for the time being, and basically transfer the district-level staff to the commune-level to arrange for the newly formed commune-level administrative units after the merger.
In addition, on April 14, 2025, the Politburo issued Conclusion 150-KL/TW guiding the development of personnel plans for provincial-level Party committees subject to consolidation and merger and newly established commune-level Party committees.
“In spirit, we are implementing the principle of 'local decision, local action, local responsibility'. The central government only guides the principles and policies, while the local government has full authority to decide on the arrangement of personnel at the commune level.
Recently, high-ranking comrades of the Party and State have also informed that localities can arrange current members of the Standing Committee of the Provincial Party Committee or City Party Committee to become new Secretaries of communes and wards. Not only Department Directors, Provincial Party Committee members or City Party Committee members, even important localities can arrange current members of the Standing Committee of the Provincial Party Committee to be heads of local Party Committees.
The remaining contents related to personnel arrangement such as who will be the secretary, who will be the chairman, vice chairman, how the specialized agencies at the commune level are organized will be decided by the locality and they will be responsible according to current regulations," said Mr. Tuan.
Within 5 years, the Ministry of Home Affairs will issue a new set of standards to determine the staffing levels of each province and commune in the future. Before the new set of standards is issued, the Ministry of Home Affairs will report to the Government to coordinate with the Central Organizing Committee to review the total staffing levels of the whole country in the political system to report to the Politburo for consideration and decision because this is a matter under the authority of the Politburo.
