On the morning of May 22, continuing the ninth session, the National Assembly listened to the presentation of the National Assembly's draft Resolution on universalizing preschooleducation for preschool children from 3 to 5 years old and the National Assembly's draft Resolution on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system.

Request for direct tuition payment
Presenting the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, high school students, and people studying general education programs at educational institutions in the national education system, Minister of Education and Training Nguyen Kim Son said that the Resolution adds subjects exempted from and supported from paying tuition fees, including: preschool children under 5 years old studying at educational institutions; high school students, people studying general education programs at educational institutions.
According to the draft Resolution, the state budget will support tuition fees for preschool children, high school students, and those studying general education programs at private and public educational institutions.
Explaining the reason for the above regulation, Minister Nguyen Kim Son said that 5-year-old preschool children at private and non-public facilities, primary school students at private schools in areas where there are not enough public schools, and secondary school students at private facilities are receiving tuition support from the state budget. Therefore, the regulation of support for both students at private and non-public educational facilities fully demonstrates the superiority of the regime, ensuring consistent implementation of policies, fairness in access to education; encouraging the development of non-public education, and enhancing the socialization of education.
The total state budget that has been and will be exempted, not collected, and supported tuition fees from September 1, 2025 according to current regulations is 22.4 trillion VND (of which the public sector is 21.8 trillion VND; the private sector is 0.6 trillion VND). The estimated additional state budget amount when the National Assembly Resolution is issued is 8.2 trillion VND (of which the public sector is 6.9 trillion VND; the private sector is 1.3 trillion VND).
Regarding the method of paying tuition support for preschool children, high school students, and students of general education programs at private and non-public educational institutions, the review report presented by Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh proposed that the Government study and regulate the payment of tuition support for this group of subjects by directly providing it to the students.

More than 116,314 billion VND for universal preschool education
Presenting the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old, Minister Nguyen Kim Son said that the draft Resolution focuses on completing universalizing preschool education for preschool children from 3 to 5 years old nationwide by 2030. The Resolution also stipulates the mobilization of social resources to invest in developing preschool education in all forms according to the provisions of law.
The contents that need to be specifically regulated in the mechanisms and policies by the Government include: Investment in developing the network of schools and classes; minimum facilities and teaching equipment; ensuring the preschool teaching staff according to prescribed norms; ensuring adequate operating costs for public preschool education facilities...
The Government will ensure financial resources to implement the goal of universalizing preschool education for children from 3 to 5 years old, in which the state budget will increase by an additional 20% of total expenditure on education and training according to the Law on Education.
According to the Government's report, every year, over 5.1 million preschool children (including 4,556,771 children of preschool age from 3 to 5 years old) are nurtured, cared for, and educated at 15,256 preschools and 17,444 independent preschool education facilities; the rate of mobilizing children in nursery schools is 34.6%, the rate of mobilizing preschool children is 93.6%.

Reporting on the review of the draft Resolution, Chairman of the National Assembly's Culture and Social Affairs Committee Nguyen Dac Vinh said that to achieve the goal of universalizing preschool education for children from 3 to 5 years old by 2030, huge financial and human resources are needed.
Regarding investment in facilities and equipment, Mr. Nguyen Dac Vinh said that the total estimated budget for the 2026-2030 period is 116,314.1 billion VND. Therefore, the drafting agency needs to determine the roadmap for the 2026-2030 period. The Committee on Culture and Society requested the drafting agency to clearly identify the number of preschool teachers that need to be added for the 2026-2030 period, report to the competent authority for consideration and decision.
