The preliminary opening of the National Achievement Exhibition is expected to be on August 20.

(laichau.gov.vn) The Government Office has just issued Notice No. 386/TB-VPCP dated July 28, 2025, concluding the conclusion of Deputy Prime Minister Mai Van Chinh at the meeting of the Exhibition Steering Committee on the occasion of the 80th anniversary of National Day.

According to the Conclusion Notice, the Deputy Prime Minister welcomed, acknowledged and highly appreciated the Ministry of Culture, Sports and Tourism, the Government Office , departments, ministries, branches, Hanoi City, provinces and centrally-run cities and relevant agencies for their efforts and efforts in a short time to focus on implementing tasks and work to prepare for the organization of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day (hereinafter referred to as the Exhibition).

The exhibition is an important and key event to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). The exhibition must be organized solemnly, in accordance with the policies of the Party and State, with a scale, stature and significance commensurate with the proud 80-year journey of the country, with the appeal and attraction of a large number of people and international friends, while ensuring practicality, safety and economy.

Since there is very little time left from now until the opening day of the Exhibition (about 30 days), the Steering Committee requests that the Ministers, Heads of agencies, Secretaries of provincial and municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities, and members of the Steering Committee focus on directing the implementation of assigned tasks and work in accordance with the direction of the Government, Prime Minister , Deputy Prime Ministers , the Steering Committee and approved Projects, Programs and Plans, ensuring progress, quality and efficiency; focusing on the following key contents:

Preparations must be completed before August 15, preliminary opening is expected on August 20.

Ministries, branches, central agencies, People's Committees of provinces and centrally-run cities urgently focus on implementing assigned tasks in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; proactively direct the handling of assigned tasks, difficulties and problems (if any) according to their authority, promptly report to competent authorities for issues arising beyond their authority; focus on reviewing, checking, and perfecting the content of the exhibition outline and take full responsibility for the content, images, information, documents, and artifacts displayed in the exhibition space of the ministry, branch, agency, or locality under their charge.

At the same time, urgently adjust and complete the design plan, prepare for production, construction and display, and send the completed design plan back to the Ministry of Culture, Sports and Tourism to synthesize, build the Exhibition on a digital platform, and complete the overall layout of the Exhibition.

Localities organizing fairs and displaying products of enterprises need to ensure that enterprises operate legally and have prestige in the field of production and business; products and services are representative and typical of the industry and locality; meet standards on quality, food hygiene and safety (for consumer products); prioritize enterprises with products certified by OCOP, VietGAP, ISO... and have positive contributions to the community, society and environment.

In addition, speed up the implementation of assigned tasks and tasks in accordance with the direction of the Government, the Prime Minister, the Deputy Prime Ministers, the Exhibition Steering Committee and the approved Projects, Programs and Plans, ensuring the quality, progress and all preparations for the Exhibition must be basically completed before August 15, 2025. It is expected that on August 20, 2025, the Steering Committee will inspect and review before the general rehearsal of the opening of the Exhibition.

Vietnam Television and Voice of Vietnam will preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to develop a plan and organize live radio and television broadcasting of the Opening and Closing Ceremonies of the Exhibition.

The Hanoi People's Committee has a plan to arrange traffic and public transport to meet travel needs and ensure security and safety for the people and visitors to the Exhibition.

Urgently build and complete the overall design of the Exhibition space

The announcement also clearly states the tasks of the Ministry of Culture, Sports and Tourism, specifically:

Regarding the overall design, the Ministry of Culture, Sports and Tourism focuses on directing, directly working, and closely coordinating with the Vietnam Exhibition Fair Center Joint Stock Company and international consulting units to urgently build and complete the overall design of the Exhibition space (including the interior and exterior spaces of the Exhibition display area) to ensure quality, progress, meet the requirements and have full legal basis according to the law. The Ministry of Culture, Sports and Tourism is responsible for appraising and approving the overall design according to its authority.

Regarding the adjustment and reallocation of space, the Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies and units to reallocate the space for displaying 12 cultural industries and the "Economic Locomotive" space in accordance with the actual number of registered enterprises and organizations; agree to add display space for 3 units: the Supreme People's Court, the Supreme People's Procuracy, and the State Audit to comprehensively demonstrate the achievements of the country over the past 80 years of construction and development. The Ministry of Culture, Sports and Tourism shall guide and support the Supreme People's Court, the Supreme People's Procuracy, and the State Audit in implementing, ensuring quality and progress.

At the same time, the Ministry of Culture, Sports and Tourism synthesizes the complete designs of the units, urgently completes the overall layout of the Exhibition space and builds the Digital Exhibition; presides over and coordinates with the Vietnam Exhibition Fair Center Joint Stock Company to develop a plan for agencies and units to construct the exhibition, ensuring the construction time is suitable for the workload of each unit. Review, synthesize, build, complete, and regularly update the Program and detailed plan for each specific task and activity from now until the event is organized, ensuring details and specificity for each day in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; proactively direct the handling of assigned tasks, difficulties and problems (if any) according to authority, promptly report to competent authorities for arising issues beyond authority.

In addition, the Ministry of Culture, Sports and Tourism shall urgently implement a communication plan to ensure specific, detailed, effective and synchronous communication activities before, during and after the Exhibition, meeting the requirements; preside over and closely coordinate with relevant agencies and units to develop a plan to organize the Opening and Closing Ceremonies of the Exhibition, related programs and activities; at the same time, develop a draft program and detailed script for the Opening and Closing Ceremonies of the Exhibition, and report to the Steering Committee before August 5, 2025.

Create favorable conditions for units and businesses to register to participate in the Exhibition.

The Ministries of Finance, Industry and Trade, Construction, National Defense, Public Security, and Foreign Affairs, according to their assigned functions and tasks, shall proactively direct and coordinate the participation of organizations, enterprises, and units under their management or under the Ministry's management; proactively coordinate with the Ministry of Culture, Sports and Tourism, Vietnam Exhibition Fair Center Joint Stock Company and international consulting units to support and facilitate units and enterprises in the process of registration for participation, reasonable allocation of premises, design consultancy to ensure harmony in the overall exhibition space; be responsible for reviewing and verifying the legality, typicality, and representation of enterprises introduced to participate in the Exhibition; carefully review the display content of participating enterprises and units, ensuring copyright, accuracy, and completeness of information and images, documents, and exhibits on display.

The Ministry of Industry and Trade is responsible for selecting private enterprises to participate in the Exhibition.

The Ministry of Finance guides units and localities on some issues that are still difficult and problematic, especially issues related to bidding mechanisms and contractor designation in special cases; and is responsible for selecting state-owned enterprises to participate in the Exhibition.

Vingroup Corporation and Vietnam Exhibition Fair Center Joint Stock Company carefully review and prepare sufficient infrastructure conditions for units to construct, set up and implement the Exhibition's activities; provide infrastructure data to the Ministry of Culture, Sports and Tourism, relevant agencies and units; manage and operate infrastructure during the Exhibition.

At the same time, closely coordinate with the Ministry of Culture, Sports and Tourism and agencies, units and localities to resolve issues related to the organization of the Exhibition, especially the contents of preparation for construction, opening and closing ceremonies; ensure security, order, safety, fire prevention, landscape and environmental sanitation inside and outside the Exhibition area... to serve the people and visitors well; develop specific plans, carefully organize food, entertainment, recreation, transportation and other services to serve the essential needs of visitors.

There is still little time left until the Exhibition (about 30 days), while the amount of work to be done and completed is still large. The Deputy Prime Minister requested that the Ministers, Heads of agencies, Secretaries of provincial and municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities promote the highest sense of responsibility, determination, and drastic action, focus on directing and implementing assigned tasks well to ensure the successful organization of the Exhibition "80 Years of the Journey of Independence - Freedom - Happiness", which is both a historic event and an inspirational highlight, demonstrating the country's aspirations for development and a bright future.
