(Chinhphu.vn) - After the agencies and organizations of the commune-level political system come into stable operation, it is temporarily expected to arrange an average of 60 positions/1 commune, ward, and special zone (including positions of the Party, mass organizations, and local government at the commune level).

At the Government's thematic meeting on the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model, Minister of Home Affairs Pham Thi Thanh Tra said that with the spirit of "running and lining up at the same time", the entire political system got involved. Immediately after the Politburo's dissemination conference ended, localities established Steering Committees and issued plans to implement the arrangement of administrative units at the provincial and communal levels.

By May 8, 2025, the Ministry of Home Affairs had completed all documents and projects to advise the Government to submit to the National Assembly Standing Committee for consideration and decision on the arrangement of administrative units of 63 provinces and cities (belonging to 34 new provinces and cities) and the project dossier on the arrangement of provincial-level administrative units to submit to the National Assembly for consideration and decision.

According to the Minister, the Government Steering Committee has guided the arrangement of cadres and civil servants of local governments at 2 levels according to the principles. Regarding the provincial-level payroll, the number of cadres, civil servants and public employees at the provincial level after the arrangement must not exceed the total number of cadres, civil servants and public employees (number present) at the provincial level before the arrangement and the implementation of staff streamlining in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within 5 years, the arrangement is basically in accordance with regulations.

When the provincial-level local government comes into operation after the arrangement, the Government assigns the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies, based on the population size, natural area, functions, tasks, and powers of the provincial-level local government, to complete the job positions and submit them to the competent authority to assign staff to the localities.

Regarding the commune-level payroll (commune, ward, special zone), in the immediate future, basically maintain the existing payroll of the current district and commune levels to arrange for the new commune level (except for commune-level cadres and civil servants who do not meet the prescribed standards and conditions and apply for resignation).

After the agencies and organizations of the commune-level political system have stabilized their operations, it is temporarily expected to arrange an average of 60 positions/commune, ward, and special zone (including positions of the Party, mass organizations, and local government at the commune level).

Rewarding localities for good performance and urging progress in institutional improvement

Minister of Home Affairs Pham Thi Thanh Tra also said that, right after the Government meeting this morning (May 9), the Government assigned the Ministry of Home Affairs to represent the Government, authorized by the Prime Minister, sign and submit to the National Assembly and the National Assembly Standing Committee the dossier of the Project on arranging administrative units at provincial and commune levels in accordance with regulations.

Regarding the dossiers of the Project on arranging provincial-level administrative units submitted to the 15th National Assembly for consideration and approval of the Resolution at the 9th Session (May 2025), the National Assembly Standing Committee shall simultaneously issue 34 resolutions on arranging commune-level administrative units (of 23 new pairs of provinces and 11 provinces that have not been arranged) accordingly immediately thereafter, ensuring that the resolutions are issued synchronously and uniformly and completed in June 2025.

During the process of completing the Project dossier and submitting it to the Government, the National Assembly, the National Assembly Standing Committee, the Government Steering Committee and the Ministry of Home Affairs will continue to closely monitor, promptly grasp and summarize arising difficulties and problems to advise competent authorities to consider, resolve or make appropriate adjustments, so as not to affect the overall progress.

The Ministry of Home Affairs also proposed that the Prime Minister promptly commend and award the Prime Minister's Certificate of Merit to 10 localities that have implemented the construction of the Project dossier to submit to the Government, ensuring quality and ahead of the required deadline (Thai Nguyen, Bac Kan, Lai Chau, Lang Son, Quang Tri, Long An, Tra Vinh, Hau Giang, Soc Trang, Can Tho).

The Ministry of Home Affairs also requested that central ministries and branches closely coordinate with the agencies of the National Assembly to submit to the National Assembly for consideration and approval of the Laws according to the agenda of the 9th session of the National Assembly; promptly complete the drafting of the Decree regulating the competence, tasks, powers, administrative procedures and promote decentralization and delegation of power to local authorities at provincial and communal levels in specialized fields to be submitted to the Government for promulgation before June 10, 2025; proactively promulgate early, within their authority, legal documents no later than June 20, 2025.

Continue to closely coordinate with localities in the process of implementing tasks in specialized fields, promptly guide the resolution of difficulties and problems within the scope of management. Guide and arrange funds to pay for implementing policies for cadres, civil servants, public employees, and workers who retire early or quit their jobs due to organizational restructuring according to regulations.

The Ministry of Finance reports to the Government and the Prime Minister to consider providing financial support for localities to reorganize administrative units according to Resolution 76/2025/UBTVQH15 of the National Assembly Standing Committee on reorganizing administrative units in 2025, contributing to the rapid stabilization and effective operation of administrative units after reorganization.

Publicity and transparency in building personnel arrangement plans

The Minister of Home Affairs also expressed his hope that local authorities of provinces and centrally-run cities continue to promote their proactive and active role in implementing the Project locally, proactively preparing necessary conditions (facilities, headquarters, finance, public assets, personnel arrangement and assignment plans) for implementation as soon as the National Assembly and the National Assembly Standing Committee issue Resolutions on the arrangement of administrative units at the provincial and communal levels.

During the implementation phase, localities are requested to closely follow the direction of the Central Government, while being flexible and creative in organizing implementation, in accordance with the specific characteristics of their localities. Continue to thoroughly grasp and widely propagate in the political system and local people about the goals and significance of the arrangement of administrative units; promote the sense of responsibility and exemplary role of each cadre and party member in implementing the policy.

At the same time as implementing the Central's direction on the arrangement of administrative units to form new provincial and communal administrative units, localities need to focus on the work of arranging the organizational apparatus and arranging personnel. Proactively develop plans to perfect the agencies and organizations of the Party, government, Fatherland Front and mass organizations in the locality after the arrangement; promptly propose to competent authorities to decide on the designation, appointment, arrangement and assignment of key leadership positions in the locality after the arrangement.

Carry out ideological work well for the staff, civil servants and public employees affected by the arrangement; be open and transparent in developing personnel arrangement plans and resolving policies and regimes for staff, civil servants and public employees affected by the arrangement, creating high consensus in the implementation process.

In addition, it is important to maintain the good operation of the government apparatus at all levels during the transition period, ensuring that all state management tasks in the area are carried out continuously and effectively, without interrupting the provision of administrative services and public services to people, organizations and businesses.

According to the Report dated May 8, 2025 of the Ministry of Home Affairs sent to the Government on the arrangement of provincial and commune-level administrative units in 2025, after the arrangement, the whole country will have 34 provincial-level administrative units including 6 centrally-run cities (Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City) and 28 provinces (including: Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, An Giang).

After implementing the arrangement of commune-level administrative units in 2025, the whole country will have a total of 3,321 commune-level administrative units (2,636 communes, 672 wards and 13 special zones), of which 3,193 commune-level administrative units will be newly established due to the arrangement, merger and adjustment of commune-level administrative units and 128 administrative units will not be arranged (remain the same), a decrease of 6,714 commune-level administrative units (from 10,035 to 3,321) compared to before the arrangement of commune-level administrative units (achieving a reduction rate of 66.91%).
