On the afternoon of June 9, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model in Ho Chi Minh City (referred to as the Steering Committee) held a meeting. Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, Head of the Steering Committee, chaired the meeting.

Also attending were comrades: Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Deputy Head of the Standing Committee of the Steering Committee; Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, Deputy Head of the Steering Committee; Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council, Deputy Head of the Steering Committee; Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Deputy Head of the Steering Committee.
At the meeting, delegates exchanged and discussed work contents to ensure the implementation of progress and roadmap according to the plan and regulations. Along with that were proposals and recommendations for the Steering Committee to consider and agree to report to the Standing Committee of the Ho Chi Minh City Party Committee.

According to a report summarizing some contents of the work of arranging commune-level administrative units, from June 13 to June 30, Ho Chi Minh City will pilot the 2-level local government model in the city.
Along with that, the organization will implement the transfer of functions and tasks from the district level to the commune level after the merger, immediately after the legal documents take effect from July 1.

At the same time, issue a decision to end the activities of the Thu Duc City Party Committee, districts, and commune, ward, and town Party Committees. Along with that, issue a decision to establish new ward and commune Party Committees; decisions to appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee members, chairman, and deputy chairman of the inspection committee of the commune and ward Party Committees for the 2025-2030 term.
Decisions to end the activities of the Vietnam Fatherland Front and socio-political organizations of districts, towns, and Thu Duc City; decisions to end and establish the Vietnam Fatherland Front of Ho Chi Minh City and socio-political organizations of Ho Chi Minh City after the merger; decisions to establish the Vietnam Fatherland Front and socio-political organizations at commune and ward levels after the rearrangement.
Ho Chi Minh City also issued decisions to appoint new heads and deputy heads of units under the People's Committees at the commune level; and implemented a project to reorganize the Ho Chi Minh City Inspectorate to be streamlined, strong, efficient, effective, and efficient.

At the same time, complete the configuration of the information system for handling administrative procedures in Ho Chi Minh City for administrative units to ensure smooth and continuous reception and handling of administrative records, best serving people and businesses; complete the digitization of documents of agencies and organizations before arranging administrative units.

Ho Chi Minh City also arranges, deploys, and implements policies and regimes for cadres and non-professional workers at the commune level when implementing the organization of a two-level local government. Arranges and assigns cadres, civil servants, public employees, and workers; arranges headquarters, equipment, and conditions to ensure service for the work of the Party Committee, government, Vietnam Fatherland Front, and functional agencies of the city.
It is expected that before June 20, Ho Chi Minh City will submit to the Politburo the appointment of the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the provincial Party Committee (after rearrangement) for the 2020-2025 term; the 2025-2030 term, expected to be completed before August 15.
Ho Chi Minh City urgently completes the project to rearrange public service units at district and provincial levels.
Implement the merger of provincial radio and television stations in sync with the arrangement of provincial administrative units, to be completed before September 15.
Complete the project to arrange, streamline, strengthen, perform, and effectively the Ho Chi Minh City press system in sync with the arrangement of provincial-level administrative units, before September 15.
