The Ministry of Education and Training (MOET) has just issued Circular No. 22/2025/TT-BGDDT regulating the Advanced Education Program for specialized subjects in specialized high schools.
The Circular was issued to meet the requirements of discovering and nurturing students with talent and passion for specialized fields, and at the same time concretizing the orientation of developing key education in the spirit of Resolution No. 71 on breakthroughs in education and training development, Resolution No. 29 on fundamental and comprehensive innovation in education and training, the 2019 Education Law and the 2018 General Education Program. The Circular takes effect from October 15.
The Circular includes the advanced education program of 15 subjects taught at specialized high schools, including: Literature, Mathematics, History, Geography, Physics, Chemistry, Biology, Information Technology, English, German, Russian, French, Chinese, Japanese, and Korean.
Specialized subjects are built in an advanced direction from the current program (Circular 32/2018/TT-BGDĐT), not expanding beyond the knowledge framework, but approaching international, updating new educational trends. The learning content is aimed at training key players, discovering talents and serving domestic and international excellent student competitions.

Time spent on teaching specialized subjects: Literature, Mathematics, English, German, Russian, French, Chinese, Korean and Japanese: 70 periods/school year; History, Geography, Physics, Chemistry, Biology and Information Technology: 52 periods/school year. The program includes compulsory content and optional content, in which the optional part accounts for about 20% of the time. Natural science subjects enhance practice, experimentation, application of information technology and orient students to use artificial intelligence (AI). Students are trained in self-study, critical thinking, creativity, problem solving and develop thinking skills specific to each subject.
According to the Ministry of Education and Training, the advanced program has a deep academic orientation, requiring teachers to have solid professional capacity, broad and deep knowledge of the subject, proficiency in active teaching methods, integration and scientific research, and development of students' capacity. Teachers will guide students to carry out learning projects, research, participate in excellent student competitions and international competitions. For students, the program helps develop logical, creative, critical thinking, and at the same time form a clear career path through career-oriented learning content.
The Circular also lays the foundation for early training of potential human resources in key areas such as science - technology, innovation, economics - finance, diplomacy, elite education. In the context of the country promoting innovation and international integration, standardizing advanced education programs is an important step to develop high-quality human resources, ensuring fairness and long-term strategic orientation for key education.
