At the Seminar "Developing the market for products in ethnic minority and mountainous areas" organized online by Industry and Trade Magazine ( Ministry of Industry and Trade ) on September 20, the presentations affirmed that Decision No. 1719/QD-TTg of the Prime Minister approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period has been and is the driving force for market development, creating a fundamental foundation for the production of products and goods in ethnic minority and mountainous areas.
Sharing at the seminar, Ms. Le Viet Nga, Deputy Director of the Domestic Market Department (Ministry of Industry and Trade) said that in the recent period, there have been important steps forward in commercializing and bringing products of ethnic minorities and mountainous areas into distribution channels in the domestic market as well as for export.
Accordingly, the Ministry of Industry and Trade has solutions and programs to implement the Party and Government 's directives. The period before 2019 includes projects to develop the domestic market in conjunction with the Campaign for Vietnamese people to prioritize using Vietnamese goods, national trade promotion programs, industrial promotion programs, programs to bring safe goods and food into distribution channels, etc.
Many other projects and programs also allocate space and funding for provinces with large ethnic minority populations to implement. These are important solutions to support bringing ethnic minority goods to domestic and international consumers.
In particular, in 2019, the National Assembly issued Resolution No. 88 approving the Project on overall socio -economic development of ethnic minority areas until 2030. This is a very important resolution that the Ministry of Industry and Trade, together with the Ethnic Committee and other ministries and branches, submitted to the Government for approval of the National Target Program on socio-economic development of ethnic minority areas until 2030.
According to Ms. Le Viet Nga, in phase I from 2021 - 2025, the Ministry of Industry and Trade has built and guided localities to invest in building, renovating and upgrading the market network of ethnic minority areas; bringing ethnic minority goods to the central area and regions with vibrant markets.
At the same time, support for the consumption of products of ethnic minority and mountainous areas to bring goods further, participating in the domestic market. This is a strong step forward and a synchronous solution when ministries, branches and People's Committees of provinces and cities are assigned specific and clear tasks. Thereby, developing trade in ethnic minority areas is the responsibility of the entire political system.
On the local side, Mr. Nguyen Trong Nghia - Deputy Director of the Department of Industry and Trade of Lang Son province shared that, benefiting from the policies of the Government and the Ministry of Industry and Trade on product market development, Lang Son province has also paid attention to trade promotion activities, advertising, promotion and finding partners to sell products.
Accordingly, Lang Son Department of Industry and Trade has implemented many measures to develop the market through trade promotion programs of the Ministry of Industry and Trade, the province and issued policies to encourage investment in developing cooperation and linking production of agricultural and rural products in the area. E-commerce development programs, support for promotion and display of products at international fairs and exhibitions are also regularly organized.
Currently, Lang Son province has over 94 products certified with 3-4 star OCOP certificates from 79 entities; including very special products such as Chi Lang custard apple, Vanh Khuyen persimmon... which are consumed very well in and outside the province. For example, supermarkets such as Coop mart, Hapro... all dedicate a lot of space to display and sell mountain specialties. Many mountain products such as agricultural products from Son La, Lai Chau, Lang Son... have been successfully exported abroad.
Mr. Tran Hoang - Director of Co.opmart Victoria Hanoi Supermarket also shared that the weakness of this agricultural product source is the issue of goods source and output. Therefore, the current market demand for regional specialties and safe agricultural products is very high. However, producers in mountainous areas and ethnic minorities mainly produce on a small scale, so the supply of goods is often broken or interrupted.
For cooperatives or manufacturers in ethnic minority mountainous areas, the process of transporting goods to the delivery and sales points of the system is facing many difficulties. Especially leafy vegetables and fruits are quickly spoiled or their quality is reduced due to inconvenient transportation. Therefore, Mr. Tran Hoang proposed support in logistics, transportation, and logistics to ensure product quality.
