Accordingly, the Government approved the policy of stopping the credit program for students from difficult family circumstances to buy computers and equipment for online learning in Decision No. 09/2022 of the Prime Minister .
The Government assigned the Prime Minister to consider and issue a decision to abolish the entire Decision No. 09 based on Submission No. 154 dated July 19, 2023 of the Ministry of Finance .
Previously, in the context of the complicated developments of the Covid-19 epidemic, the rapid and widespread spread of the disease, requiring students to continue studying online, the Ministry of Finance chaired and coordinated with the Vietnam Bank for Social Policies and relevant ministries and branches to submit to the Prime Minister Decision No. 09 dated April 4, 2022 on credit for students with difficult family circumstances to buy computers and equipment for online learning.
The Covid-19 epidemic has been controlled, students have been studying directly, so the Government has stopped the credit program for students in difficult circumstances to buy computers for online learning.
The general conditions for borrowing capital are that students are studying at primary, secondary and high school levels and students studying at universities, colleges, intermediate schools and vocational training centers, belonging to one of the following groups: poor households, near-poor households, households with average living standards according to the standards prescribed by law, or households with difficult circumstances due to the impact of the Covid-19 epidemic (having a father or mother or both parents died due to the Covid-19 epidemic).
At the same time, these students do not have computers and equipment that meet the requirements for online learning and have not enjoyed any form of support for computers and equipment for online learning.
The maximum loan amount is 10 million VND, with an interest rate of 1.2%/year, used to purchase computers and equipment that meet online learning requirements including desktops, laptops, tablets, webcams, microphones. The maximum loan term is 36 months.
According to the Ministry of Finance, the credit program under this decision has supported more than 80,000 students who are eligible to continue studying online when infected with Covid-19 in the recent period, while also supporting students to study effectively in a classroom environment that is gradually being digitized... However, up to now, the Covid-19 epidemic has been controlled and all schools have organized in-person learning.
In addition, after reviewing the actual loan demand of the credit program according to Decision No. 09, the Social Policy Bank said that the result was that only 14/63 provinces and cities still had a total loan demand of VND 94 billion, and up to now, this bank has also disbursed all of the above amount.
Therefore, to suit the current practical context, it is necessary to issue a decision to abolish Decision No. 09.
