
According to local residents and road users, the sign with a “snail” speed is very unreasonable. Because the road is wide, has a hard median strip in the middle of the road, and has no curves or limited visibility, there is no reason to put up a speed limit sign that is too slow. Road users believe that this is not only counterproductive but also unintentionally causes everyone traveling through the road to violate traffic laws.
According to research, the above asphalt road connects from National Highway 14 to Dong Xoai III Industrial Park, then to DT.741 Road and vice versa, invested by Binh Phuoc Housing Investment and Trading Joint Stock Company. The road is about 2 km long, 32 m wide, but all vehicles passing through here are limited to a maximum speed of 20 km/h. Because it is connected to Phan Boi Chau Street - one of the central roads of Binh Phuoc Ward, Dong Nai Province, in addition to serving vehicles in the Industrial Park, this road also has thousands of vehicles passing through here every day.
Mr. Le Trong Huy, a truck driver who regularly travels on this route, said that not only he but anyone traveling on this route would find it difficult to comply with the 20 km/h speed limit sign. According to Mr. Huy, placing the sign too slowly like above is unreasonable and any vehicle will exceed the speed limit.
According to Nguyen Viet Duc, a technology taxi driver, this is a beautiful, open road, so placing a sign limiting the speed to 20 km/h makes drivers feel very frustrated when traveling on this road. Duc also believes that with such an open road and a median strip, a speed sign of 60 km/h or at least 40 km/h should be placed.

According to the Vietnam News Agency reporter, after about an hour of observing the road with signs, almost no vehicles, from motorbikes, 5-seat cars to trucks, tractors, etc., complied with the speed regulations according to the signs. Most of the vehicles were running at a speed many times higher than the 20 km/h sign.
In response to people's complaints about the shortcomings of these signs, the Traffic Police Department, Dong Nai Provincial Police, in coordination with representatives of the Department of Construction, the Department of Infrastructure and Urban Management, Binh Phuoc Ward People's Committee, and representatives of the Dong Xoai III Industrial Park Management Board, recently conducted a field survey.
However, during the survey and working session, the Dong Xoai III Industrial Park Management Board still maintained its stance of limiting the maximum speed to 20 km/h on this road section, citing the reason that since installing the sign, traffic accidents have been reduced and positive feedback has been received from secondary investors.
According to the working minutes, the survey team also recommended adjusting the maximum speed limit signs to comply with current standards and installing additional speed bumps as prescribed to reduce speed on sections with high traffic density. The Department of Construction of Dong Nai province will issue a document directing relevant agencies to implement in accordance with the law.

Currently, according to Circular 38/2024 of the Ministry of Transport (now the Ministry of Construction ) effective from January 1, 2025, the maximum allowable operating speed of cars and motorbikes in densely populated areas, double-track or one-way roads with two or more motor vehicle lanes is 60 km/h; two-way or one-lane roads is 50 km/h. Particularly for specialized roads in industrial parks like this, it is thought that speed limits can be divided according to peak/off-peak hours, or according to vehicle type... Thus, both ensuring traffic safety and serving well the transportation and circulation needs of businesses and people.
