The Ministry of Transport has just approved the investment policy for the Ho Chi Minh Road Construction Project Phase 2, Cho Chu section (Dinh Hoa district, Thai Nguyen province) - Trung Son intersection (intersection with National Highway 2C, Yen Son district, Tuyen Quang province) with a length of 28.6km, total investment of 1,665 billion VND from the State budget. The project is expected to start construction in the fourth quarter of 2023, and is expected to contribute to the completion of the transport infrastructure system in the mountainous district of Dinh Hoa, while creating momentum for local socio-economic development.

Previously, in early 2019, phase 1 of the Ho Chi Minh Road Project (Cho Moi - Cho Chu section) was completed and put into use. The project has brought great benefits in promoting trade of goods, socio -economic development of the two districts of Dinh Hoa and Phu Luong in particular, and Thai Nguyen province in general.
The 17.4km long route, meeting the standards of a grade III mountainous road, connecting Cho Moi district (Bac Kan) and Cho Chu town (Dinh Hoa), has created a breakthrough in the socio-economic development of Dinh Hoa district. Previously, the distance from Dinh Hoa to Cho Moi was about 40km, with a travel time of over 1 hour, but now, Ho Chi Minh road has reduced this distance to just over 17km, reducing travel time by more than half.
The advantage of convenient traffic has contributed to making the district's investment attraction more favorable and the economy of Dinh Hoa has gradually improved. In particular, the most notable is the investment by Thagaco International Investment Joint Stock Company in Tan Duong Industrial Cluster located along Ho Chi Minh Road - the first industrial cluster of the district. The total investment of the project is 450 billion VND, expected to be put into operation in 2023, creating jobs for about 4,000 workers. From this project, Dinh Hoa district is continuing to attract investment in small-scale industries, forest product processing, tourism, etc.
Mr. Nguyen Xuan Manh, Chairman of Tan Duong Commune People's Committee (Dinh Hoa), said: As a locality that benefits greatly from phase 1 of the Project, Ho Chi Minh Road has now become the main route connecting trade between Tan Duong Commune and localities inside and outside the district. Thanks to convenient trade, Tan Duong's socio-economy has had remarkable changes, especially in the field of trade and services. Up to now, the average income of the commune has reached 44 million VND/person/year; the rate of poor households has decreased to 10.74%, and that of near-poor households to 6.48%. The commune is recognized as meeting new rural standards in 2022.

According to the previous plan, phase 2 of the Ho Chi Minh Road Project, Cho Chu - Trung Son intersection section, was to start construction in 2018 and be completed by the end of 2020. However, because the Central Government has not yet allocated capital, phase 2 of the Project had to be temporarily suspended.

Mr. Trieu Dinh Giap, Party Secretary of Phuc Chu Commune - one of the localities implementing phase 2 of the Ho Chi Minh Road, said: Seeing the great benefits of the Project, contributing to promoting the socio-economic development of the locality, over the years, the people in the commune have always hoped that the project would be implemented soon. Recently, when they heard that phase 2 of the Project would be restarted, the people were very excited. The plan to clear the land for the Project has been agreed upon by most households.
According to Mr. Ly Van Thang, Vice Chairman of Dinh Hoa District People's Committee: Ho Chi Minh Road is extremely important in implementing the task of socio-economic development of the locality. The completed route will contribute to completing the East-West traffic system of the district, as well as promoting trade with localities of the two provinces of Tuyen Quang and Bac Kan. At the same time, it will open up opportunities for Dinh Hoa district to welcome investors in the fields of industrial production, small-scale industry, agricultural and forestry processing, tourism, etc.
Dinh Hoa District is committed to creating all favorable conditions for phase 2 of the Project to be implemented quickly, especially in site clearance.

The Ho Chi Minh Road Project is a national key project, which started construction in 2000, with a total length of 3,183km, passing through 28 provinces and cities. According to the plan, by 2020, the Project must be completed, opening the entire route from Pac Bo (Cao Bang) to Dat Mui (Ca Mau), with a minimum scale of 2 lanes, on the basis of using National Highway 32 and National Highway 21, with a total length of about 2,744km.
However, the project has not yet been completed, due to the slow allocation of capital for many component projects. According to information from the Ministry of Transport, by the end of February 2023, the Ho Chi Minh Road Project had completed 2,465km/2,744km, reaching 89.8%. The project is currently being implemented for about 100km, with 171km yet to be built, including: Cho Chu - Trung Son intersection section; Co Tiet - Cho Ben section; Rach Soi - Ben Nhat section; Go Quao - Vinh Thuan section.
