As one of the province's key projects, the road project connecting Luong Son town - Xuan Mai, Hanoi (phase 1) is behind schedule due to problems with site clearance.

The contractor organizes the construction of the road connecting Luong Son town - Xuan Mai, Hanoi (phase 1) through Hoa Son commune (Luong Son).
The project was approved in Decision No. 2854/QD-UBND, dated December 3, 2021 of the Provincial People's Committee, with a total investment of VND 999 billion, to build a road about 7.61km long, starting at km 0+000 connecting to Au Co Street, in Luong Son Town (Luong Son), ending at km 7+608.81 intersecting with Ho Chi Minh Road (National Highway 21) at km 418+700/DHCM, in Hoa Son Commune (Luong Son). The project will be implemented from 2021, with a completion schedule of 48 months. It was noted that in April 2024, the contractor was slow in construction due to the lack of a clean site.
Comrade Bui Ngoc Tam, Director of the Provincial Traffic Construction Investment Project Management Board, said: Up to now, the government has handed over the site of about 1.5/7.6km, the contractor is organizing the construction of the roadbed section Km 2+400 - Km 3+100; Km 4+200 - Km 4+700; Km 6+800 - Km 6+900; Km 7+300 - Km 7+400. For the bridge items, bridge No. 2, bridge No. 5 and part of bridge No. 4 have been completed, and construction of bridge No. 3 items is currently underway. Regarding compensation work, the GPMB has conducted an inventory of land and assets on land for 494/500 households, with an area of 34.3/34.75ha; Payments were made to 134/142 households and individuals with land recovery decisions with an amount of VND 27.6 billion (area of 6.3 ha). The number of households that had to relocate was about 143 households (Luong Son town 44 households, Hoa Son commune 99 households). The Management Board is preparing bidding documents for construction and installation packages for moving power lines, surveying, designing and preparing documents for moving water lines, cables... and other related packages, to be completed in the second quarter of 2024. Regarding the issue of fill soil, 2 contractors have transported fill soil from the project of digging and unloading, handling and preventing landslide risks in Ve hamlet, Tan Vinh commune for construction. The Management Board continues to coordinate with related units to complete the documents to submit to competent authorities for approval to allow the transportation and receipt of surplus soil from other projects for construction.
The capital plan assigned so far is 251,850 billion VND, of which 155.3/251,850 billion VND has been disbursed. Currently, the project's site clearance work is behind schedule. The work of making plans and estimates for affected households is being implemented slowly. The process of verifying the origin of land takes a long time, especially verifying the origin of agricultural and forestry land. The People's Committee of Luong Son district is completing the application for other support for agricultural and forestry land. There are no instructions for households subject to on-site resettlement (TDC) to proceed with the application for house construction.
At the recent inspection of this project, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for key projects of the province directed: The road project connecting Luong Son town - Xuan Mai, Hanoi (phase 1) is a key project of the province, however, the progress is slow compared to the plan. The heads of local Party committees and authorities need to strengthen their grasp of the grassroots, coordinate with relevant units to resolve difficulties and problems in site clearance, build a plan chart for each part of the work with a specific time frame to focus on solving, in site clearance, pay attention to building resettlement areas, ensuring people's lives...
In that spirit, the Provincial People's Committee directed Luong Son district to urgently classify the on-site resettlement groups and dispersed resettlement groups to provide specific instructions for households subject to on-site resettlement, so that households can prepare documents to submit to competent authorities to rebuild their houses. Quickly complete the construction of infrastructure in resettlement areas to hand over land to households subject to resettlement, promptly hand over the site for construction. At the same time, promptly complete the documents for agricultural and forestry land types as a basis for making plans for affected households; submit, appraise, approve the plan and promptly hand over the site for the next sections, especially the locations of bridge No. 1 and the remaining parts of bridge No. 4.
