These projects will increase the demand for land for important national infrastructure projects.
On the afternoon of October 10th, the
National Assembly Standing Committee discussed the policy of adjusting the land use planning for the period 2021-2030, with a vision to 2050. Presenting the report, Mr. Le Minh Ngan, Deputy Minister of Natural Resources and Environment, stated that the Central Party Committee has approved the investment in a high-speed railway project on the North-South axis, requiring over 10,800 hectares of land. These projects will increase the demand for land for important national infrastructure projects. Furthermore, while the national land use plan has been approved by the National Assembly, many localities have proposed land use needs until 2030 that show significant increases or decreases compared to the allocated targets. Therefore, some land use targets in the national land use plan until 2025 are no longer consistent with actual needs.
According to Mr. Ngan, if not adjusted and supplemented, it will limit the demand for the use of certain types of land in the locality, causing difficulties in implementing key national projects. Representing the verification agency, the Chairman of the
Economic Committee, Vu Hong Thanh, assessed that this content is consistent with practical requirements, especially in the context of Vietnam preparing to implement many important projects. However, the verification agency requested the Government to clarify the reasons and solutions for the low implementation of many land use indicators approved by the National Assembly. Specifically, agricultural land reached only 2.65%; transportation land reached 10.81%; and land for cultural facilities reached 1.96%... On the other hand, Mr. Vu Hong Thanh also suggested that during the planning and adjustment process, the Government should ensure the preservation of rice cultivation land area, forest cover, and pay attention to allocating residential and production land for ethnic minorities.

At the session, National Assembly Chairman Tran Thanh Man emphasized the importance of food security. He stressed the need to maintain rice cultivation land. He explained that while rice farming might not yield high profits, it's crucial for national food security, which in turn contributes to international food security. Vietnam is among the top rice exporters. Mr. Tran Thanh Man also highlighted that, given the volatile global situation, including the COVID-19 pandemic, food security is paramount. Therefore, at all costs, land use planning must take into account food security, water resources, forest cover, and other factors. At the session, Deputy Prime Minister Tran Hong Ha suggested that it's time to consider adjusting
agricultural land targets. However, he also agreed that thorough research is necessary, focusing on how much rice land should be retained and where it should be kept to ensure food security.
