On the afternoon of October 10, the
National Assembly Standing Committee gave its opinion on the policy of adjusting the land use planning for the 2021-2030 period, with a vision to 2050. Presenting the report, Mr. Le Minh Ngan - Deputy Minister of Natural Resources and Environment (MONRE) - said that the Party Central Committee has approved the investment policy for the high-speed railway project on the North-South axis with a land use scale of more than 10,800 hectares. These projects will increase the demand for land use for important national infrastructure projects and works. In addition, the national land use planning and plan has been approved by the National Assembly, however, many localities have proposed that the land use demand until 2030 will increase or decrease significantly compared to the allocated targets. Therefore, some land use targets in the national land use planning and plan until 2025 are no longer suitable for actual needs.
According to Mr. Ngan, if not adjusted and supplemented, it will limit the need to use certain types of land in the locality, making it difficult to implement key national projects. Representative of the appraisal agency, Chairman of the
Economic Committee Vu Hong Thanh assessed that this content is consistent with practical requirements, especially in the context that our country is preparing to implement many important projects. However, the appraisal agency requested the Government to clarify the causes and solutions for many land use indicators approved by the National Assembly that are still low. Of which, agricultural land reached 2.65%; traffic land reached 10.81%; land for building cultural facilities reached 1.96%... On the other hand, Mr. Vu Hong Thanh also suggested that in the process of establishing and adjusting the planning, the Government needs to ensure the preservation of rice-growing land area, forest cover, and pay attention to the arrangement of residential land and production land for ethnic minorities.

At the meeting, National Assembly Chairman Tran Thanh Man stated that food security is very important. Why do we keep the area of rice fields? Although rice cultivation may not be profitable, but for national food security, and national food security contributes to international food security. Our country is in the top of rice exports. Mr. Tran Thanh Man also emphasized that through many fluctuations in the world situation, even the COVID-19 pandemic, food security is a top priority. Therefore, at any cost, in land use planning, we must also take into account the issues of food security, water resources, forest coverage ratio, etc. At the meeting, Deputy Prime Minister Tran Hong Ha said that it is time for us to consider adjusting the
agricultural land index. However, the Deputy Prime Minister also agreed that it is necessary to study very carefully, from the perspective of how much rice land should be kept, where it should be kept to ensure food security.
