According to the leader of the Tay Ninh Provincial Bank for Social Policies Branch, from July 1, 2025, Tay Ninh province has 96 commune-level People's Committees. Implementing the direction of the General Director of the Vietnam Bank for Social Policies and the Provincial People's Committee, the Tay Ninh Branch of the Bank for Social Policies has proactively developed an operational plan suitable for each locality and each region. Accordingly, lending activities are maintained smoothly. For beneficiaries of social policy credit programs approved by competent authorities before the time of administrative unit merger, loans will continue to be granted until the decision expires or there is a replacement decision by competent authorities.
For transaction points, the provincial branch of the Social Policy Bank continues to maintain operations at all commune transaction points as before the merger of administrative units in both Tay Ninh (old) and Long An (old) provinces; directing transaction offices to closely coordinate with the People's Committees of communes, wards, and socio-political organizations entrusted with notification of transaction locations, fixed transaction schedules, transaction times, etc. to ensure that disbursement, debt collection, and interest collection activities take place smoothly.
The Ninh Thanh Social Policy Bank Transaction Office is responsible for implementing policy credit tasks in Tan Ninh and Binh Minh wards, which are two new administrative units formed after the merger. To ensure that preferential capital reaches the right subjects in a timely manner, the Transaction Office has implemented many synchronous solutions, including maintaining a stable network of transaction points; coordinating with the People's Committees of Tan Ninh and Binh Minh wards and socio -political organizations entrusted to maintain 9 fixed transaction points in old communes and wards. Transaction sessions are held on a fixed monthly schedule. The highest goal is to create maximum convenience for people, minimize travel costs and transaction time.
On July 7, the Ninh Thanh Social Policy Bank Transaction Office organized a transaction at the headquarters of the People's Committee of Ward 4 (old), in Tan Ninh Ward, on the first transaction day since the merger of the two-level local government and the reorganization of the affiliated transaction offices. Right at the beginning of the transaction, under the guidance of the transaction office staff, the activities: Disbursement, debt collection, interest collection; receiving savings deposits from members, people,... all took place safely and effectively, bringing satisfaction to customers.
Ms. Nguyen Thi Xinh (Tan Ninh Ward) said that her family has been borrowing capital from the Tay Ninh Provincial Social Policy Bank Branch for many years to do business. Since July 1, the Provincial Social Policy Bank Branch has also merged, so Ms. Xinh is quite worried about the loan disbursement time as well as the transaction location being moved too far. "Before, I was very worried, but the Social Policy Bank continued to conduct transactions at the old transaction location, so I was very assured and convenient because I did not have to go far. Today, I was disbursed a loan of 14 million VND very quickly and promptly" - Ms. Xinh said.
The leaders of the savings and loan (S&L) groups also quickly stabilized and completed the documents so that the transactions could be carried out conveniently and quickly.
Before the 2-level local government came into operation, Ms. Nguyen Ngoc Hanh - Head of the Women's Association of Ward 12, Tan Ninh Ward, Head of the Savings and Credit Group, was concerned about how to make it convenient for people to go to transaction points as well as collect and pay interest of the Savings and Credit Groups. Ms. Hanh said: "After only a few days, the working process of the Social Policy Bank has been very stable, there has been no change, creating conditions for people to have capital for production and economic development. During the transaction process, if there is any unclear issue, the staff of the transaction office and representatives of the Women's Union, union members and youth will support very enthusiastically".
Director of the Ninh Thanh Social Policy Bank Transaction Office - Tran Nguyen Nhu Tram said: "We actively coordinate with the government and organizations to promote the dissemination of preferential credit policies, guide the process and procedures for borrowing capital; ensure that people, especially poor households, near-poor households and policy beneficiaries are not interrupted in the process of accessing capital. Thanks to that, transaction activities at the grassroots level are maintained stably, contributing to bringing policy credit capital to the right beneficiaries in a timely manner, providing practical support for people to stabilize their lives and develop the economy in the context of administrative boundary reorganization".
In addition, the People's Committees of the communes and wards after the arrangement have also paid attention to and created favorable conditions for facilities and sent police officers and militiamen to be present at the transaction points to ensure all activities take place safely and effectively.
Preferential credit capital is considered a "midwife" for poor households, households in difficult circumstances and policy beneficiaries, so maintaining the transaction network as before the merger helps people not have to go far, creating stability and peace of mind in accessing loans to develop the economy, improve life, enrich legitimately, contribute to the socio-economic development of the locality, reduce poverty sustainably, build new rural areas, and be ready to step firmly into the new era./.
