Maintaining double-digit growth: Da Nang's driving force and challenges

The total GRDP (comparable price) in Da Nang city in the first 9 months of 2025 is estimated to increase by 9.83%, with strong growth momentum coming from industry - construction (up 11.82%) and services (up 10.76%), aiming for double-digit growth. However, to maintain growth momentum until the end of the year, the requirement is to simultaneously control external risks, optimize internal resources and promote the leading role of public investment.

Scaling up

Da Nang 's growth structure in the first 9 months of 2025 clearly shows the mark of comprehensive recovery after administrative boundary merger.

According to newly released data, industrial production activities maintained growth. The city's industrial production index (IIP) in the first 9 months of the year is estimated to increase by 10.25% over the same period; in which, all 4 main industry groups increased.

Specifically, the processing and manufacturing industry group increased by 10.1%; production and distribution of electricity, gas, hot water, steam and air conditioning increased by 15.2%; water supply, waste and wastewater management and treatment activities increased by 8.0%; and the mining industry group increased by 42.9%.

The proportion of the industrial and construction sector in the economic structure reflects the fundamental role of Quang Nam province (old) in production, especially in industrial parks such as Chu Lai, Tam Thang and suburban industrial clusters of Da Nang - Quang Nam.

The tourism and service sector continues to be the "pillar" of the economy, accounting for 55.54% of the GRDP structure. Tourism has recovered strongly, with the number of guests served by accommodation establishments estimated at more than 14.4 million, an increase of more than 22.3% over the same period in 2024.

Revenue from accommodation, food and beverage, and travel in the first 9 months of 2025 is estimated at more than 44.7 trillion VND, an increase of more than 19% over the same period in 2024. Total retail sales of goods are estimated at more than 103 trillion VND, an increase of 16.3%; the average consumer price index (CPI) in the first 9 months of 2025 increased by 3.37%.

These figures also reflect the rapid recovery of small and medium-sized enterprises. In addition, the policy of establishing the Da Nang Free Trade Zone under Decision No. 1142/QD-TTg is considered a new “institutional lever”, helping the city expand its growth space, develop logistics and digital commerce.

The total state budget revenue in Da Nang city as of September 25 reached more than 40.2 trillion VND, an increase of 22.8% over the same period in 2024, reaching 79.31% of the estimate. This is a significant increase in the context of many tasks arising when reorganizing the apparatus.

This result also reflects the efforts in implementing the management of state budget revenue and expenditure in 2025, resolutely implementing the directions of the Ministry of Finance and the General Department of Taxation on tax declaration management for individual business households, preventing state budget losses and implementing electronic invoices generated from cash registers.

By September 30, 2025, the disbursement of the capital plan assigned for the year was more than 7.4 trillion VND, reaching 45.6% of the plan. Many large and key projects have progressed as required and disbursed high amounts. A series of key projects have been creating spillover effects on investment, employment and consumption.

Maintain growth

Despite many challenges, Da Nang is still striving to maintain its growth rate. Global economic fluctuations, especially the US tariff policy (20% tax rate for Vietnam from August 7, 2025), have a direct impact on exports.

However, in that context, Da Nang still recorded stability in import and export turnover of goods, showing the adaptability of local enterprises and their proactiveness in searching and expanding markets.

Logistics, industrial and urban infrastructure continues to receive strong investment. As of September 2025, the city has 1,260 FDI projects with a total investment capital of more than 10.9 billion USD; 2,013 domestic projects with a total investment capital of more than 719 trillion VND, partly reflecting the attraction of high-quality investment capital.

Regarding governance, the consolidation of the two-level administrative model and the streamlining of the organizational structure are being optimized to increase operational efficiency. Policies to reduce procedures, provide investment incentives, and implement the "Two-level Digital Government" project are expected to create a solid foundation for smart urban governance, one of the factors expected to boost labor productivity and long-term growth.

According to Ms. Tran Thi Thanh Tam, Director of the Department of Finance, the flow of domestic and international investment capital into Da Nang this month has had a clear breakthrough, showing the city's growing attraction on the investment map.

Not only thanks to its strategic location and gradually improving infrastructure, but also thanks to its open policies and the government’s commitment, Da Nang is gradually affirming its image as a dynamic, safe and potential investment environment. This positive development creates an important foundation for the city to promote growth, expand cooperation and move towards long-term development goals.

Besides the positive results, challenges were also pointed out. That is, Da Nang is facing risks of declining potential growth rate, when input costs (materials, labor) increase, African swine fever affects agricultural production, and the disbursement progress of some projects is slow.

The number of businesses temporarily ceasing operations and dissolving is still increasing, demonstrating competitive pressures and difficulties in maintaining production and business.

To maintain growth momentum, the Department of Finance recommends focusing on ensuring strict collection, expenditure, management and budget execution. The city needs to continue reforming administrative procedures, improving the investment and business environment to promote investment attraction, and effectively carry out foreign affairs and international cooperation.

With high expectations, the city is still making efforts to maintain and promote growth model innovation, boost investment in digital economy, creative industry, high technology; and support innovative start-up businesses.

Infrastructure development and high-quality human resources will be focused on through investment in inter-regional transport routes and logistics systems, while improving labor capacity and productivity in the service sector.

Entering the fourth quarter of 2025, the decisive stage to complete the yearly target, Da Nang needs to maintain the resilience of dynamic areas and control risk factors. Chairman of the City People's Committee Pham Duc An especially emphasized the focus on implementing strategic projects such as Chu Lai airport, urban railway, increasing investment attraction, supporting businesses and closely coordinating with the Central Government in technology development and building an international financial center.

The entire government system must make the greatest efforts in the fourth quarter to maintain growth momentum. At the same time, accelerate the progress of key projects and public investment projects, creating momentum for 2026 and the new period.
